About this file

This is an Amendment #2 Questions and Answers document for federal contract opportunity GJAC 140L3726Q0149, a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside for janitorial services.

The solicitation covers janitorial cleaning services for two buildings: the Gebhart Building (6,000 total cleanable square feet: 3,500 carpet, 2,500 tile/vinyl) and the Tanker Base Building (4,450 total cleanable square feet: 2,600 carpet, 350 tile, 1,500 polished concrete). Cleaning frequency is fixed at two visits per week during fire season (September through May) and one visit per week during off-season. The Tanker Base Building is new to this contract and was not included in the previous requirement. Historical staffing consisted of 1-2 cleaners completing the Gebhart Building in under 4 hours per visit. The prior contract for the Gebhart Building alone was valued at $7,800 annually. Restroom and shower areas total 650 square feet at Gebhart and 530 square feet at Tanker Base. Semiannual cleaning requirements include light wall and ceiling dusting using an 8-foot ladder, with no specialized equipment needed. Peak fire season occupancy is anticipated at 50 personnel for Gebhart and 40 for Tanker Base. The site visit is scheduled for August 17, 2026, at 2:00 PM local time with RSVPs due by 9:00 AM that same day; site visit participation is optional for quote submission. The Base Year period of performance runs September 21, 2026, through September 20, 2027. Contractor employees may work under government escort while obtaining required DOI/PIV credentials (30-60 days) and AOA badges (3-4 weeks). Amendment 2 includes a corrected pricing schedule attachment clarifying monthly visit and pricing allocation. Past performance references from proposed janitorial subcontractors or team members are acceptable to satisfy the three recent and relevant past-performance examples requirement.

GJAC 140L3726Q0149 Attachment 5 Amendment #2: Questions and Answers

1. Please provide the approximate cleanable square footage by floor type for each building, including carpet, tile/vinyl, and polished concrete.

Gebhart: Carpet – 3500 / Tile and Vinyl - 2500

Tanker Base: Carpet – 2600 / Tile – 350 / Polished Concrete – 1500

2. What is the average daily occupancy of the Gebhart Building and Tanker Base Building during fire season and during the off-season?

Gebhart: 40 fire season/25 off-season

Tanker Base: 30 fire season/18 off-season

3. During peak fire season, what is the maximum anticipated number of personnel or aircrews using the facilities, particularly the restrooms and shower areas?

Gebhart: 50

Tanker Base: 40

4. Does the stated cleaning frequency remain fixed during periods of increased fire-season activity, or could additional janitorial services be required? If additional services are required, how would they be authorized and compensated?

Frequency remains fixed, but contract states 2 cleanings per week during fire season and 1 cleaning per week during off season.

5. What is the current or historical staffing level for this requirement, including the number of cleaners per visit and approximate labor hours per scheduled cleaning?

I believe, historically, there has been 1-2 cleaners, but often only 1 and they would finish in under 4 hours for the Gebhart building.

6. Has the 4,800-square-foot Tanker Base Building historically been included in the incumbent janitorial contract, or is it being added under this solicitation? Please identify any other material scope changes from the incumbent requirement.

The tanker base building is new and was not included in the previous contract. There is currently no contractor providing janitorial services at this facility.

7. What is the typical timeframe for obtaining the required DOI/PIV credential and Airport Operations Area (AOA) badge? May contractor employees perform work under Government escort while credentials are pending?

The AOA badge can typically be acquired in about 3-4 weeks depending on the schedule of the applicant. The DOI/PIV badge would realistically take anywhere from 30-60 days.

Contractors can work under government escort until badging requirements are met and it would be preferable to do so.

8. For the semiannual cleaning requirement, please provide any available information regarding ceiling heights, approximate number of ceiling fixtures and vents, wall-cleaning expectations, and whether ladders or specialized access equipment will be required.

An eight-foot ladder would be necessary to reach the tops of walls and ceilings. Light dusting with something like a Swiffer would be sufficient.

9. What is the current contract value for this service annually?

The prior contract, limited to the Gebhart Building, was awarded for $7800 annually.

10. Could you please confirm the total square footage of the restroom and shower areas included in the scope of work across both buildings?

Gebhart: 650 Tanker Base: 530

11. Set-Aside Type: Block 10 of the SF1449 cover page and the narrative on page 4 state this acquisition is a "100% Service-Disabled Veteran Owned Small Business Set-aside."

However, the incorporated clauses listed elsewhere in the solicitation include FAR 52.219- 6, "Notice of Total Small Business Set-Aside," rather than an SDVOSB-specific clause (e.g., 52.219-27). Could the Government confirm which set-aside designation governs this procurement, and if necessary, issue a written amendment reflecting the correct designation?

Amendment 1 clarifies this solicitation is set-aside for competition among SDVOSB.

Award can only be made to a SDVOSB concern.

12. Site Visit RSVP Date: The solicitation lists the site visit as August 17, 2026, at 2:00 PM local time, with an RSVP deadline of August 18, 2026. Since the RSVP date as listed falls after the site visit date, could the Government confirm the correct RSVP deadline?

Amendment 1 clarifies the site visit is August 17. RSVPs are due by 9am day of the site visit, August 17.

13. Is site visit participation required for quote submission?

No. Firms that did not participate in the site visit may submit a quote.

14. Past Performance Volume II requires three recent and relevant past-performance examples of contracts of similar size, scope, and complexity. If the SDVOSB prime contractor proposes an experienced janitorial subcontractor/team member, may the offeror use relevant past-performance examples from that proposed subcontractor or team member as part of the respondent team's past performance and experience?

Yes.

15. Price Schedule / Period of Performance Attachment 2 appears to organize monthly pricing from March through February, while the Base

Year period of performance is September 21, 2026, through September 20, 2027. Could you please confirm how offerors should populate the monthly number of visits and pricing on

Attachment 2, particularly for the partial September performance periods?

Amendment 2 includes an amended corrected Attachment 2 to clarify the price schedule.
