About this file
This is a Statement of Work (SOW) for the O'Neil PPA Cottonwood Fuel Break Mowing 2026 project. The contractor is required to perform mowing operations on a fuel break area, with work measured and compensated based on the number of acres satisfactorily completed to specification. Total acres will be measured on a planar using GPS units and rounded up to the nearest whole acre, with partial payments allowed via invoice submission. Mobilization costs—including all preparatory work, personnel movement, equipment transport, and supplies—must be incorporated into the total cost per acre for mowing and seeding. The contractor must furnish motor vehicles for hauling equipment and personnel to the worksite and may not load tractors or mowers on public highways without BLM authorization. An individual assigned to mark project area boundaries must be capable of operating and troubleshooting GPS tracking devices.
Contract re-measurement may be requested in writing within 10 calendar days of project completion; if the difference between measurements exceeds 5%, payment will be based on the second measurement, and the contractor pays the re-measurement cost if the difference is 5% or less. Technical evaluation requires offerors to submit a comprehensive work plan addressing personnel experience, company relevant experience, project completion within required contract days including weather delays, mobilization approach, and remote area work experience. Offerors must also describe proposed mowing methods, equipment, ground crew configuration, and relevant experience with the proposed setup. Past performance evaluation requires submission of minimum three projects completed within the past three years for similar services; references must include project name, agency, contract number, location, type, acreage, total cost, contracting officer contact information, and identification of primary contractor or subcontractor status.
