SECTION B

WFO – Wind River/Big Horn District Office, Wyoming

The Bureau of Land Management, Wyoming, has a requirement for manual thinning, manual piling, manual lop and scatter of conifer tree species, outlined in the Performance Work Statement (PWS) for fuels reduction on approximately 980 base acres and about 217 optional items. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested, and a written solicitation will not be issued.

Consider this solicitation (140L3726Q0028) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business. NAICS 115310 – Support Activities for Forestry - Fuels Management Services, which has a small business size standard of $34M. Product Service Code F014 – Natural Resources/Conservation- Tree Thinning. The resulting purchase order will be a firm-fixed price contract. (SEE ATTACHMENTS FOR COMPLETE PERFORMANCE WORK STATEMENT, PRICE BID SCHEDULE, AND CLAUSES / PROVISIONS, and WAGE DETERMINATIONS).

No formal site visit is scheduled. However, contractors are allowed to visit treatments units at their own discretion, cost, and risk. Most projects are in remote areas where winter limits travel during shoulder seasons.

What must be included in your quote to be considered for award:

1. Signed SF1449 (included in the attachment).

2. The successful offeror will be selected based on all evaluation factors outlined in (Section C of the PWS and in clause 52.212-2) of the Performance Work Statement (L.1), see original attachments. Evaluation factors must be submitted with your quote.

3. Complete the attached Price Proposal Schedule (see attached document).

4. Acknowledgement (signed SF 30) of all amendments, if applicable.

The government will award a purchase order to the lowest-priced, technically acceptable, and responsible offeror. Refer to provision 52.212-2, "Evaluation Factors," for details on what your quote must include.

Additionally, any late quotes will not be accepted.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary, except for those designated as Government- Furnished Property, to perform a fuels reduction slashing and piling of conifers as described in this Performance Work Statement (PWS).

These services are to be performed 15 miles east of Tensleep, WY at the following locations:

C.2 DEFINITIONS

C.2.1 General Definitions

ACCEPTABLE QUALITY LEVEL (AQL). Maximum deviation from the performance standard.

PERFORMANCE BASED ACQUISITION. A contracting method intended to ensure that required performance quality levels are achieved, and that the Contractor’s total payment is related to the degree services meet contract performance standards.

PERFORMANCE REQUIREMENTS SUMMARY (PRS). An abridged version (summary) of the Performance Work Statement showing contract requirements, tasks/subtasks, standards, and acceptable quality levels. The PRS may also contain an abridged version of Quality Assurance Surveillance Plan showing the Government’s method of surveillance, incentives, and fee reductions for not meeting standards.

PERFORMANCE STANDARD. Standard of performance required by the Government.

PERFORMANCE WORK STATEMENT (PWS). Specific requirements the Contractor must meet in performance of the contract. The PWS contains required services (tasks/critical subtasks), performance standards, acceptable quality levels, and incentives/disincentives.

QUALITY ASSURANCE. Actions taken by the Government to assure services meet contract requirements.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) OR QUALITY ASSURANCE

PLAN (QAP). A written document showing Government surveillance method and scheduling to be used to assess the Contractor’s performance against the performance standard.

QUALITY CONTROL. Those actions taken by a Contractor to control the performance of services to ensure services meet the requirements of the PWS.

C.2.2 Technical Definitions None

C.3 GOVERNMENT-FURNISHED PROPERTY

C.4 CONTRACTOR FURNISHED ITEMS

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary.

C.4.1 Quality Control Plan

The Contractor shall establish and maintain a Quality Control Program to ensure the requirements of the contract are achieved. One copy of the Contractor’s Quality Control Plan shall:

Be provided to the Contracting Officer prior to the start of contract work.

C.5. TASKS/CRITICAL SUBSTASKS AND STANDARDS

C.5.1 Task 1: Slashing and piling (Ponderosa pine >12” DBH restriction).

At Jacobs Creek (132 base ac), Jacobs Creek “option item” areas, Rome Hill “cut-pile” zone (7 ac), Rome Hill “option item” areas and Sand Draw (109 ac), slash and pile all conifer tree species according to standard outlined below.

Standard/AQL:

All conifer tree species, except Ponderosa pine, must be cut regardless of size. Only Ponderosa pines under 12 inches diameter at breast height (DBH) should be cut. Unless presenting a safety hazard to workers, no Ponderosa pine exceeding 12” DBH should be cut.

Additionally, Aspen and other riparian trees must not be cut in this area.

All trees designated for cutting must be completely severed from the stump. Stumps must be cut parallel to the ground and must not exceed 4 inches in height on the uphill side. No live limbs may remain attached to the stump, and cut trees must not be left hanging, leaning, or supported by residual leave trees such as aspen. Work quality inspections will focus on the number of uncut conifers, stumps with live branches, and proper stump height, with compliance requiring that at least 95% of conifers within the treatment unit are cut based on randomized 1/20th or 1/50th acre plots.

All material must be piled in cone-shaped piles ranging from 6 feet by 6 feet to 12 feet by 12 feet. Limbs and branches must be arranged in overlapping layers to create dense, compact piles with minimal void space. Lacerated tree boles must be cut into lengths of 4 feet or less for piling. Boles greater than 12 inches in diameter are not required to be piled but must be slashed and scattered so that the original tree location is indiscernible.

For example, if a 45-foot tree includes a 15-foot section of bole over 12 inches in diameter, the remaining 30 feet must be cut into 4-foot sections and piled, while the larger section must be cut and scattered appropriately.

Piles must be located at least 15 feet away from residual leave trees and must not be constructed on or near roads, structures, fences, or riparian areas such as creeks, springs, or seeps.

C.5.1.1 Jacobs Creek Option Item 1: Slash and pile conifer from designated areas totaling approximately 15 acres.

Standard/AQL: Same as C.5.1 Task 1

C.5.1.2 Jacobs Creek Option Item 2: Slash and pile conifer from designated areas totaling approximately 43 acres.

C.5.2 Task 2: Lop and scatter

At Rome Hill (639 base ac) and Wagonhound (100 ac), lop and scatter all conifer tree species (i.e. Rocky Mountain and Utah Juniper, Limber pine, Douglas fir, and Lodgepole pine), regardless of size.

Standard/AQL:

Unless they present a safety hazard to workers, no Aspen, Cottonwood, or other riparian tree species must be cut in this treatment area.

There is no DBH size restriction for cut trees in this treatment unit. However, all trees designated for cutting must be completely severed from the stump. Stumps must be cut parallel to the ground, and stump height must not exceed 4 inches measured on the uphill side. No live limbs may remain attached to the stump of cut trees. Cut trees must not be left hanging, leaning, or supported by residual leave trees such as Aspen or Cottonwood.

Work quality inspections will focus on the number of uncut conifers, stumps with live branches, and proper stump height, which must not exceed 4 inches on the uphill side. A minimum of 95% of conifers within the treatment unit must be cut based on randomized 1/20th or 1/50th acre plots. Where slashing activities are required, cut material must not exceed 2 feet in height from ground level.

geo-referenced PDF maps will be provided upon request to linda_neely@ios.doi.gov. The contractor is responsible for using a mobile device with mapping software to follow treatment unit perimeters and maintain daily tracks showing work progress.

The treatment unit may be marked, by contractor, with either flagging or tree marking paint.

Some projects may contain no legal access easement across surrounding private properties.

Work at Wagonhound must be completed between June 15, 2026, and August 15, 2026.

Work at Jacobs cr., Rome Hill, and Sand Draw must be completed between June 15, 2026, and September 15, 2026.

Work must be completed using hand equipment (chainsaw).

All machinery/saws must be equipped with approved spark arrestors.

No heavy equipment use is permitted.

ATV’s and UTV’s, may be utilized to facilitate crew and equipment transport, and to support medical incidents.

Travel is restricted to existing roads and trails, unless for a medical emergency.

Roads shall always remain open for vehicle traffic.

The contractor shall be responsible for signing work area in both directions of travel prior to entering work zone.

In coordination with the Project Inspector, work shall be stopped on days/times of extreme fire danger or if road conditions become poor due to excessive precipitation.

The contractor shall not burn the slash piles. The slash piles shall be burned by BLM personnel only.

SECTION L

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

L.1 TECHNICAL PROPOSAL CONTENTS

TIMELINESS: Offerors shall submit their work schedule for this project.

Lowest Price Technically Acceptable:

1. Past Performance To include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).

2. Technical Proposal Technical Capability and Experience: The quote shall include a description of your technical approach and expected timeframe to complete the project, equipment, supervision and personnel. Include a commitment to keep the project manager/crew foremen on site for the duration of the project and communicate to the COR/PI the technical aspects of the project. In addition, please explain how the contractor and manager are qualified to successfully complete the tasks illustrated in the Performance Work Statement. Describe the equipment that will be used for the job, that is suitable for the job and in good mechanical condition to prevent any long delays in completing the work.

3. Price Provide price per acre as well as total cost of the project. Award will be made to the responsible offeror whose proposal meets all the technical requirements of the PWS, has acceptable past performance, and is lowest priced. By submission of its quote an offeror certifies that it will meet all the requirements and perform all the services listed in the PWS unless the quote clearly states otherwise. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
