About this file

This is a Solicitation Questions and Answers document for the WFO 2026 Fuels project issued by the Bureau of Land Management's Fire and Aviation office in Boise, Idaho on March 31, 2026 (Solicitation Number 140L3726Q0028).

The document addresses three contractor inquiries regarding project scope and site conditions. The government clarified that optional items total 256 acres rather than the 217 acres stated in the announcement, with the correct figure reflected in the Performance Bid Schedule. Regarding work requirements, the government confirmed that all conifer tree species except Ponderosa pine must be cut regardless of size, specifically including Douglas fir, lodgepole pine, limber pine, and spruce trees. For site access, the government provided detailed information on gate locations and road conditions: the Cottonwood area has a locked gate with two combination locks (3248 and 1124), the Wagonhound area has a locked gate at a specified map pin location, and other project areas are accessed via county roads with no locked gates. All project areas are currently accessible with a 4x4 pickup despite minor snow and mud conditions.

SOLICITATION Q&A March 31, 2026

WFO 2026 Fuels Solicitation Number 140L3726Q0028

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. The announcement says there will be up to 217 optional acres. When adding up the optional acres on the bid table, the total is 256 optional acres.

There is a 39-acre discrepancy.

1. The correct optional items are a total of 256 acres, which is reflective on the Performance Bid Schedule. This was a typo in the announcement.

2. On page 3 of the PWS (page 8 of the Supporting Documents PDF) for the above project, it says "All conifer tree species, except Ponderosa pine, must be cut regardless of size." We just want to verify that all conifers will be cut. Our estimator says there are some pretty large trees in the area, so we just want to make sure.

2. Yes, all conifer tree species, except Ponderosa pine, must be cut regardless of size.

All conifers include Douglas fir, lodgepole pine, limber pine, and any spruce tree. These are not all inclusive but include these species.

3. Can you also speak on current access for this project? Are there any gates? How are current conditions of the roads?

3. The cottonwood area is the only one with a locked gate (combo is 3248). There is also an orange-colored lock on the same gate and the combo for that one is 1124. The locked gate for Wagonhound is located at this pin:

The other project areas are accessed off a county road with no locked gates. All project areas are currently accessible with a little bit of snow/mud but not enough to hinder access with a 4x4 pickup.
