Solicitation Q&A Summary
This is a Solicitation Questions and Answers document for the Brent Creek Cut & Pile project (Solicitation Number 140L3726Q0019), issued by the Bureau of Land Management's Fire and Aviation division in Boise, Idaho on February 19, 2026. The document addresses ten contractor inquiries regarding project conditions and requirements for a 100-acre timber treatment operation located in T43N R107W sections 28 and 33.
Key project details include: site access by snowmobile or tracked UTV until March 30th, with a locked Forest Service gate from March 31 through June 30th; estimated tree density of 7E level V with greater than 60% crown closure requiring cutting and piling; no current forest inventory report available; no designated camping on-site due to prime grizzly bear habitat; boundary marking to be completed before work starts, with five-needle pines to be marked in late June/early July; a 14-inch DBH (diameter at breast height) limit with no tolerance for oversized trees, though trees meeting the limit must be cut; slopes under 40% with rolling hill topography and small drainages; and piling requirements limited to newly cut trees only, excluding existing dead and down material. The government indicated no repercussions for incidentally cutting trees slightly over the 14-inch DBH limit.

SOLICITATION Q&A February 19, 2026
Brent Creek Cut & Pile Solicitation Number 140L3726Q0019
CONTRACTOR QUESTIONS GOVERNMENT RESPONSE
1. What is the current access status?
1. Snow covered and accessible by snowmobile or tracked UTV until March 30th.
2. Any snow or locked gates 2. Lots of snow. Forest Service gate is locked from March 31 – June 30.
3. What is the estimated density of trees/ stems per acre needing to be cut and piled?
3. Estimated density index is 7E level V: crown closure of material to be severed and piled is estimated to be greater than 60% total cover.
4. Is there a report or forest inventory data available for the 100 acres?
4. No current report.
5. Is there a camping location on the property?
5. There is no designated camping. This unit is also within prime grizzly bear habitat, so camping is not recommended.
6. Does the BLM have a recent stand inventory or Stand Density Index for these specific units (T43N R107W sec. 28 and 33)?
6. Stand density index for slashing, hand pile is 7E level V: crown closure of material to be severed and piled is estimated to be greater than 60% total cover.
7. Has 100% of the marking been completed, or will marking occur concurrently with the work?
7. Boundary marking has not been completed. Will be completed where needed before work starts.
Five needle pines have not been marked but will be in late June/early July. Avenza PDF map can also be used for boundary markings.
8. For the 14-inch DBH limit, is there a tolerance for trees that are borderline, or must every tree near that size be measured manually before cutting?
8. There will be no repercussions for trees cut that could be over 14” DBH, however any trees that meet the 14” DBH limit must be cut.
9. What is the average slope percentage for these units? Are there areas exceeding 40% slope where manual piling will be significantly slower?
9. Slope is under 40%. Topography is considered rolling hills. Some small drainages intersect some units.
10. Does the 100-acre treatment area contain significant 'dead and down' material that must be piled along with the newly cut trees, or are we only piling what we cut?
10. The area does contain significant dead and down in areas, but this is not required to be piled.
Only piling what is cut.
