About this file
This is an amendment containing the government's responses to bidder questions regarding contract 140L3726Q0012, an archaeological survey project for the Bureau of Land Management (BLM).
The responses clarify key collection and documentation requirements for the project. Obsidian artifacts will be collected at 50-100% sample size for sites with fewer than 10 artifacts and 30% for sites with more than 10 artifacts; collected obsidian will not be curated but returned to BLM for field replacement. All ceramics must be collected. Diagnostic artifacts should only be collected if they are rare and provide substantial research value, with collection decisions coordinated with the NWDFA archaeologist; common diagnostic artifacts are not authorized for collection. Eligibility testing is required only when surface expression cannot determine eligibility, with procedures to follow BLM Handbook Section I. For linear cultural resources, only named features appearing on historic GLO and USGS maps should be recorded, not all fencelines, roads, and trails. The government declined to allow modification of survey polygon boundaries to simplify field work. The number of previously recorded resources requiring full re-record is specified in Section 1.2, fourth paragraph of the Statement of Work.

140L3726Q0012 Amendment 02 – Government’s Response to Questions No. 1-5
1. We currently understand obsidian will be collected at a 50-100% sample size for sites with fewer than 10 obsidian artifacts, and a 30% sample for sites with greater than 10 obsidian artifacts. Is this correct?
1: Government’s Response: This is correct. Obsidian artifacts will not be curated but instead mailed back to the BLM to be replaced in the field.
2. We also understand all ceramics are to be collected. Is this correct?
2: Government’s Response: This is correct.
3. Diagnostics are to be collected only if they will be damaged. For a project of this nature, it seems that all diagnostics could be damaged, so are all diagnostics to be collected?
3: Government’s Response: No, following the Standards and Procedures (provided as a contract attachment), all collections should be done in coordination with the NWDFA archaeologist. The only diagnostic artifacts that should be considered for collection are those that are rare and can provide substantial research. Collection of common diagnostic artifacts is not authorized.
4. Will eligibility testing be required for all sites for this project, or only for sites with questionable surface eligibility? If so, what are the specific details?
4: Government’s Response: Testing is only required if eligibility cannot be determined by the surface expression of the site. Please follow BLM Handbook (Section I. Evaluation) for survey testing procedures.
5. Which types of linear cultural resources will need to be recorded? Do all fencelines, roads, trails, etc. need to be recorded? Or do only those that occur on Historic GLO or topographic maps need to be recorded?
5: Government’s Response: Please refer to the BLM Handbook and OAHPs Walking the Line (available here:
https://www.historycolorado.org/sites/default/files/media/document/2021/Colorado _Linear_Paper_Final.pdf). Only named features on historic GLO and USGS should be recorded.
6. How many of the 32 previously recorded resources need a full re-record?
6: Government’s Response: This information is available in the fourth paragraph in Section 1.2 of the SOW.

140L3726Q0012 Amendment 02 – Government’s Response to Questions No. 1-5
7. As the provided survey areas are complex shapes that would reduce efficiency in the field, would the BLM be open to “squaring” them up to reduce time in the field? This will not reduce the size of the current survey polygons.
7: Government’s Response: No.
