About this file
This Request for Quote (RFQ) is for the acquisition of five (5) Dry Freight Box Van Trailers for the Department of the Interior Bureau of Land Management National Interagency Fire Center. The solicitation is a 100% small business set-aside under NAICS code 336212 with a 1,000 employee size status, utilizing a low-price technically acceptable (LPTA) source selection method. Quotes are due by 10:00am Mountain Time on July 31st, 2025, with questions accepted until July 18th, 2025.
The RFQ requires vendors to submit a single volume containing technical acceptability and pricing factors. Technical requirements include providing product literature confirming trailer manufacturer, model, standards compliance, warranty details, and delivery capabilities. Pricing must be a firm-fixed price with itemized costs for trailers, graphics, and delivery. The government will award to the responsible firm submitting the lowest-evaluated price quote that meets all mandatory technical criteria, with the potential to decrease the total quantity by one unit without changing the scope of the procurement.

2. EVALUATION
2.1 EVALUATION—COMMERCIAL ITEMS (FAR 52.212-2/Nov 2021)
This is a competitive best value (low price-technically acceptable (LPTA)) source selection. The Government anticipates issuing one award resulting from this competitive request for quote (RFQ) to the responsible firm whose quote is the lowest evaluated priced quote that meets all minimum mandatory criteria and requirements of Factor 1. The following factors shall be used to evaluate quotes: Factor 1- Technical Acceptability, Factor 2- Price.
To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104.
2.2 EVALUATION PROCESS
Award will be made on the basis of LPTA by determining the technically acceptable vendor with the lowest evaluated price. Quotations will first be ordered by price. The vendor with the lowest price will then be evaluated to determine “technical acceptability” of Factor 1. If the lowest priced quote is technically acceptable on all technical criteria, award will be made to that vendor and no further evaluations will take place.
2.3 EVALUATION FACTORS
The following factors shall be used to evaluate firms:
2.3.1 FACTOR 1: TECHNICAL ACCEPTABILITY
Factor 1 will be evaluated to determine technical acceptability of Section 1.4.1, a.-e requirements.
2.3.3 FACTOR 2: PRICE
Price will be evaluated to determine if it is reasonable in accordance with FAR 13.106-3(a) for the total price quoted.
