Department of the Interior Bureau of Land Management Idaho Region

About this file

This is Amendment 2 to solicitation 140L3725Q0020 issued by the Bureau of Land Management's National Interagency Fire Center in Boise, ID for an in-frame rebuild of a 2014 International DT466 7.6L MaxxForce fire truck engine. The amendment makes three corrections: removes clause 52.222-51, adds clause 52.222-53 (Exemption from Service Contract Labor Standards for Certain Services), and removes provision 52.209-5. The quote deadline remains unchanged.

The original requirement involves an in-frame rebuild that must include installation of a new OEM EGR cooler and open crankcase breather conversion. The contract will be firm fixed price with a period of performance from March 12, 2025 to June 10, 2025. Questions are accepted through February 28, 2025 at 12pm MT/2pm ET and must be submitted in writing to the Contracting Officer. Award will be made to the responsible offeror whose offer is most advantageous to the government based on technical capability, warranty provisions, past performance, and delivery date, which when combined are equal in importance to price.

If the services are currently being performed under a subcontract, the Contractor shall consider the practices of the existing subcontractor in making a determination regarding the conditions in paragraphs (a) through (d) of this clause. If the Contractor has reason to doubt the validity of the certification, the requirements of the Service Contract Labor Standards statute shall be included in the subcontract.

(g) If the Department of Labor determines that any conditions for exemption at paragraphs (a) through (e) of this clause have not been met, the exemption shall be deemed inapplicable, and the contract shall become subject to the Service Contract Labor Standards statute. In such case, the procedures in at 29 CFR 4.123(e)(2)(iii) and 29 CFR 4.5(c) will be followed.
