  1. Updates to the access control system requirements, removing references to FICAM compliance and AMAG software/licensing, and instead specifying connection to the existing AMAG system.
  2. Clarification that the contractor is to reuse and reinstall the existing electromagnetic door hold open device.
  3. Changes to the card reader requirements, specifying HID Signo contactless readers with keypads.
  4. Clarification that the existing 3-inch conduit above Room 016 is to be used to penetrate the floor, rather than installing new conduit.

NIFC 300 JWH Suite 115 Updates Solicitation Number 140L3724R0009

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. Plan sheet E‐101 detail C‐2 shows (3) 3” Conduit dropping down from 134A. Is the contractor to assume these are existing? Or are we to install them?

1. See E‐101 detail C2 Note 3. The (3) 3” conduit are existing to 2 inches above the floor in COMM 134A and do not require new conduit or coring from the floor to the basement below. See Amendment.

2. If the contractor is to install new 3” conduit from comm room 134A to the storage room, this will disturb the existing ceiling. Please provide as‐ builts and/or a detail showing the existing ceiling assembly including existing material specs.

2. See response #1

3. Please provide the room numbers of the two rooms where the 3” conduits drop from above in the basement.

3. See E‐101 detail C2 note 3

4. In reference to detail C2 on sheet E‐101, should the contractor bid to use existing 3” conduit as a raceway to the cable tray?

4. See response #1

5. For the AZEK column wrap, does the

Government want the Base Kit trim at the top and bottom, or the XL Bed Kit trim?

5. Product to be compliant with A‐101 keynote 2, compatible with column wrap and selected during submittal phase

6. What is to be done with the existing furniture/cubicles in suite 115? Is the contractor responsible for moving and storing the furniture or will the Government handle this prior to the start of the project?

6. See AD101 demo note D.

7. Plan sheet I‐101 keynote 4 states “Patch walls where demo as occurred to create smooth finish for new paint to be applied. All walls to be painted within room indicated.” Outside of some minor drywall demolition for the card reader at the entrance to suite 115, what demolition is expected as it applies to the interior walls?

7. See First Floor Demolition Plan AD101 sheet keynote 4 indicating “REMOVE ALL CARPET, WALL

BASE, AND ANY WALL HANGING ITEMS. PATCH

DRYWALL AS NEEDED.” The keynote 4 is shown on the plan as applying throughout the rooms where indicated.

8. Will the contractor need to provide floor protection in the hallways leading from the entrance of the building to the construction area?

8. See specification 017300.3.8.H and 017300.3.10

9. The notes for CP1 of the materials list on drawing sheet A‐601 mention access and non‐ access flooring areas. Where are these areas shown on the drawings?

9. Access raised flooring is not present in the areas indicated on I‐101.

10. Please confirm that the contractor will need to core through the existing floor from comm room 134A to the basement.

10. See response #1

11. Please provide as‐built drawings that show the existing floor assembly where the contractor is to penetrate the floor from comm room 134A to room 016.

11. See response #1

12. If as‐built drawings cannot be provided, please provide a detail of the existing conditions where the contractor is to penetrate the floor from comm room 134A to room 016.

12. See response #1

13. Plan sheet ED101 makes no reference to electrical devices. Do these receptacles get removed and replaced with new?

13. Electrical receptacles indicated on ED101 are existing and General Sheet Note 3 applies.

14. Please provide the location of IT room 154. 14. See E‐101 C1 Main Level Plan

15. Do existing outlets not called out on plan sheet E‐101 remain as the existing device?

15. Yes.

16. Some of the existing home runs may not meet the requirement of General Note 2 on plan sheet E‐101. Do the existing home runs need to be upsized as necessary? The as‐built drawing in the comm room shows #12 home runs. Please advise.

16. E‐101 General Note 2 is for new home runs, not existing home runs.

17. The specs call out for using the 799‐105100 for credential enrollment. This is a NON‐FICAM enrollment utility/software, that is not allowed on a compliant system. (this software needs to be removed from the system and any cards entered with it would need to be purged and re‐enrolled through approved processes for a compliant system.

17. See Amendment for updates.

18. Per the specs, 281000‐3 2.1 A "Provide new access control system consisting of required equipment, conduit, boxes, wiring, connectors, hardware, supports, accessories, software, system programming, etc. as necessary for a complete operating system that provides the functional intent indicated. Is the intent to create a new system or add to the existing AMAG system located at NIFC?

18. See Amendment, which adds to the existing system

19. Per specs 281000‐3 2.1 D 1. "Provide products compatible with existing access control system and other systems requiring interface with access control system. "

19. This refers to the building AMAG access control system and door hardware.

is this requiring 2 AMAG systems to talk to each other?

20. If utilizing existing system and adding on, is there sufficient licensing to add the new doors or should it be assumed that additional licensing is required?

20. See Amendment, there’s sufficient existing licensing.

21. 281000‐4 2.2 C. calls for Access Control Software and Licensing: 1. Software: AMAG Technology PRO‐PLAT‐V9.4‐HSE, 2. Licensing:

AMAG Technology PRO‐LIC‐008‐V9 3., Data Connect Module: AMAG Technology DATA‐ CONNECT‐V9. Is this required based on existing conditions of site already incorporating these?

21. See Amendment, there’s sufficient existing licensing and software.

22. 281000‐4 D. calls for 1. AMAG Technology No.

799‐105100, 2. AMAG Technology No.

R31210349‐1, are these required if campus already contains enrollment technology?

22. See Amendment for updates.

23. per 281000‐5 2.4 B "Unless otherwise indicated, credentials to be provided by Contractor.1. Provide credentials compatible with readers and control units/software to be used."

It is not noted that credentials should not be provided, however, compliant credentials must be purchased through GSA.gov

23. See Amendment for updates.
