About this file
This is an amendment to solicitation 140L3625B0001 for the 2025 Phillips Reservoirs Repair project in Montana. The amendment extends the bid opening date to January 22, 2025 at 2:00 PM Mountain Time at the BLM Malta Field Office and includes site inspection records from December 18, 2024, as well as questions and answers from potential offerors.
Key updates include: replacing the original solicitation with a revised sealed bid package; updating technical specifications from November 2023 to December 2024; adding a site tour slide show attachment; removing the SWPPP requirement since each site will disturb less than one acre; reducing the government acceptance period from 60 to 30 calendar days; revising the bid schedule to include itemized quantities rather than lump sum pricing; and providing Q&A addressing topics like compost requirements, road access conditions, CAD file availability, compaction testing procedures, and bid submission methods. The amendment also notes that a local contractor (Lazy U Five Earthwork LLC) has riprap material available that meets specifications. The core project scope involving repairs to four reservoirs (Paleface, Taint, Whiteface and Wapait) remains unchanged.

Meeting Notes:
The meeting began at 10:00 am at the Malta Field Office Conference Room with sign in. The meeting was attended by CO Christine Mundt, COR Roger Solberg, three contractors, and one riprap supplier.
Roger gave a PowerPoint presentation which included plan and profile drawings and representative photos of each of the four reservoir sites. Note: A copy of the presentation will be posted as an amendment to the solicitation.
Points noted in the presentation:
Soil in the project area is highly erodible.
At Paleface: The on-site rip rap to be reused is estimated low.
Taint and Whiteface: Significant headcutting in the spillways of these dams will require reshaping and recontouring, and then lined with Flexamat and rip rap.
Wapait: The site is located further away from the other three sites. This will be a significant rebuild of the dam embankment due to severe wave erosion and embankment slide.
A Specifications change will be made to remove the SWPPP (Stormwater Pollution Prevention Plan) requirement.
Each of the four sites involved will disturb less than one acre of land, and the sites are geographically separated to the extent that they are not considered a larger common development. Thus, a SWPPP is not necessary. However, this project calls for erosion control and sediment containment BMPs (Best Management Practices) as conditions require. Note: A copy of the revised specifications will be posted as an amendment to the solicitation.
Shane Stroebe with Lazy U Five Earthwork LLC informed the group that he has a riprap source available locally that meets the Riprap Specification requirements for this contract. He brought along a sample rock for our inspection. He can deliver to the job site. His contact number is 406-749-0246.
QUESTIONS AND ANSWERS

Solicitation Number: 140L3625B0001 Project Title: 2025 Phillips Reservoirs Repair, Montana
Q1: Where in the Specifications are the Compost requirements explained?
A1: Specifications “Section 02910 Restoration and Topsoiling” defines and explains the Compost quality and placing requirements. The intent of adding the Compost soil amendment to the topsoil and seeding is an attempt to speed up the revegetation process for more successful long term erosion control.
Q2: The Contract Clauses and other miscellaneous contract information is not included in the posted Solicitation.
A2: Yes, there was an interface issue between our Contract Writing System and SAM.GOV. This missing information is being uploaded with this amendment to the solicitation prior to bid opening.
Q3: What is the Bid Bond amount, and can this be added as a line item on the Bid Schedule?
A3: Please reference FAR Provision 52.228-1, Bid Guarantee for the bid bond amount. Please review the revised bid schedule that has been incorporated with this amendment.
Q4: The Solicitation specifies 60 calendar days for Government acceptance following bid opening. Can this be reduced since this will be a Sealed Bid opening?
A4: Yes, the Government acceptance will be set at 30 calendar days.
Q5: The Bid Schedule is Lump Sum for each reservoir. It would be helpful to have a Bid Schedule that itemizes Quantities since this is a Sealed Bid contract.
A5: The Government agrees, and a revised bid schedule has been incorporated with this amendment.
Q6: Will the change of Government Administration potentially affect the funding for this project?
A6: No, funding is secured and available for this project.
Q7: Can we visit the reservoir sites on our own?
A7: Yes, these reservoir sites are recreational sites that are accessible to the public. They can be visited any time with the only limitations being weather and muddy road conditions.
Q8: Are the roads to these reservoir sites sufficient for heavy equipment and large truck access?
A8: Yes, the roads and the terrain leading to these reservoir sites are accessible for heavy equipment and large truck travel. However, these are dirt roads that become difficult to navigate or are impassable under wet conditions.
Q9: Will Computer Aided Design (CAD) files be available to contractors for use with Computer Aided Earthmoving System (CAES) on equipment?
A9: No, CAD drawings for this project were drawn in 2D only, so they will not be helpful using CAES equipment.
Q10: Will the Government be staking this project?
A10: Yes, the Government will do the staking.
Q11: Is there a requirement for compaction testing on the reservoirs?
A11: No, there will not be compaction testing performed by the Government on this project. The Government will have a Project Inspector onsite to provide field quality control by observing that the required compacting procedures are carried out by the Contractor. These compacting procedures are defined in Section 02300 Earthwork of the Technical Specifications.
Q12: Can the offeror solicitation be emailed or does it have to be hand delivered?
A12: This is a sealed bid opportunity. Please reference FAR Provision 52.214-5 for information regarding the submission of bids.
