STATEMENT OF WORK (SOW) AND TECHNICAL SPECIFICATIONS

FOR

KOBAYASHI BEACH COURTESY DOCK INSTALLATION

AT

BLM SITE- KOBAYASHI BEACH ENNIS MONTANA

APRIL 2024

I. DESCRIPTION OF SERVICES

Work effort consists of furnishing and delivery of a courtesy floating boat dock within the BLM’s Dillion Field Office, located in Madison County, MT along Ennis Lake. The courtesy dock shall be designed for removal from the water in the winter. The prefabricated courtesy dock system shall consist of three, 20-foot-long by 8-foot-wide sections. One section shall attach to an 8’ wide concrete abutment utilizing a hinge system that allows for vertical movement. The hinge system will be designed to be taken apart as the dock will need to be easily detached from the abutment each year. The contractor shall provide instructions/drawings on how to connect hinge system to current concrete abutment. The courtesy dock system shall be designed utilizing a steel frame. The Contractor will be required to provide documentation showing all material that must be approved by the government. Required materials are as follows:

• Composite Decking: 2” x 6” dimensions

• Dock Skirting

• Pontoons

• Cleats

• Wheels and Bearings, Skids, or other approved transition system

• Dock anchoring attachments

• Abutment attachment/hinge system

* Approved equals will be accepted by the government on a case-by-case basis.

A. Place of Performance: Location – BLM Recreation Site

• Kobayashi Beach o Directions: Located on the north end of Ennis Lake, approximately 9 miles north of Ennis. From McAllister on US Highway 287 turn east and follow the county road for approximately 3 miles to Kobayashi Beach. Geographic Coordinates (45.44828, -111.6739).

B. Bidder Requirements: Bidder must have a registered and active account in the System of Award Management (SAM). Contractor questions and answers concerning the requirements will be attached to the final solicitation.

C. Site Conditions: The work is located at a recreation area accessed by maintained roads.

D. Period of Performance: Performance time to furnish and deliver materials is 120 calendar days from the date “Notice to Proceed” is awarded. Days of delivery are limited to Monday – Friday (Excluding Federal holidays) between the hours of 7:00 AM and 6:00 PM, unless otherwise arranged in advance with the Contracting Officer. BLM must be notified minimum of five days in advance of delivery.

• Conceptual Site Design and Detailed Design Development of Site Elements (20 calendar days into performance): Provide electronic copy of Conceptual Design documents for Government review. Include the following:

o Plan and profile of docking system, including all dimensions o Detailed specifications on docking and anchoring components

II. GENERAL INFORMATION

1. PAYMENT

A. Bid price shall be one (1) lump sum amount that includes furnishing and delivery required to perform the work plus any and all costs associated with overhead, profit, etc.

2. GENERAL CONDITIONS

A. Scope of Services: The project includes furnishing and delivery of all equipment.

B. Safety and Liability: Government assumes no responsibility for injuries or damages suffered by Contractor, its officers, agents or employees, while engaged in the performance of this Contract. Contractor agrees to take reasonable measures to provide for the safety and security of its own workforce, and for the safety and security of all others present at the work site while engaged in the performance of this Contract. The contractor shall assume any liability for any injury incurred by contractor personnel while working on site.

C. Site Clean-up and Restoration: The contractor shall ensure the work site and areas around the work site are free of any debris and materials upon completion of work each day, as well as at the completion of the job. Contractor shall remove and properly dispose of all materials and equipment at the completion of the job.

D. Warranty: The Contractor warrants that the work performed under this Agreement conforms to the contract requirements and is free from any defect in equipment, material, design, finish or workmanship performed by or the responsibility of the Contractor.

3. SUBMITTALS

A. Bidder shall submit, plan and profile drawings of docking system.

B. Manufacturer’s Product Data: Submit copies of the manufacturer’s descriptive data.

4. INFORMATION FOR BIDDERS

A. Existing Site Plan for reference (Refer to Plans) B. Vicinity Map (Refer to Plans) C. Conceptual docking system components and dimensions D. Photos of conceptual anchoring system

III. TECHNICAL REQUIREMENTS

1. GENERAL DESIGN REQUIREMENTS

A. Courtesy dock system shall consist of a composite decking surface, steel frame, and pontoons, which are to be constructed as a single, integrated component. Approved equals will be accepted by the government on a case-by-case basis.

B. Courtesy dock shall have attachments for removeable 3/8” anchor chains at the end corners of each dock section. Anchoring chains will be crossed beneath the dock in a “X” shape from submerged anchor to the opposing dock corner. See (Attachment) for chain attachment examples. Approved equals will be accepted by the government on a case-by-case basis.

C. Hinge system between the courtesy dock and the concrete abutment must be an approved hinge system. A transition gangway/plate must be used to cover the gap required by the hinge system. Approved equals will be accepted by the government on a case-by-case basis.

2. FREEBOARD REQUIREMENTS

A. The dock system shall be designed for a deadload (DL) freeboard of 16” +/- 1”. In addition, the dock system shall have sufficient flotation to support the dead weight of the dock components plus a vertical uniform live load of 20 pounds per square foot of deck area. Dead load plus Live load shall be a minimum 8” freeboard.

Manufacturer to compute size and number of floats.

3. WINTERIZING THE DOCK SYSTEM

A. The dock system shall be designed for a deadload (DL) freeboard of 16” +/- 1”. In addition, the dock system shall have sufficient flotation to support the dead weight of the dock components plus a vertical uniform live load of 20 pounds per square foot of deck area. Dead load plus Live load shall be a minimum 8” freeboard.

Manufacturer to compute size and number of floats.

4. PLAN PROPOSAL

A. Submit application/drawing of proposed docking system to BLM.

B. Application components must include.

o Shop drawing of dock system o Material List of materials being used

5. INSPECTION

A. A dock inspection must be completed by BLM COR at time of delivery.
