Solicitation Number: 140L3623Q0026 Project Title: Valley Reservoirs – 2023

General site tour notes:

There were four contactors in attendance. We began the initial question and answer session at 9 am in the Glasgow Field Office Conference Room. Ray Neumiller gave a general description of locations and access routes to the various reservoir and pit sites. One primary area of work is located between Triple Crossing Access Road to the north and Willow Creek Road to the south. 14 of the 20 decommission and new construction sites are in this area.

Willow Creek Road at Forest Reservoir is the better point of access for mobilizing large equipment on trailers to this area.

The access roads leading to the work sites will be two-track of various conditions. The BLM will be available to flag access routes as needed.

The office portion of the meeting concluded at 9:20 am. Three of the four contractors continued the site tour portion of the meeting. One contractor had another commitment and was unable to continue. Ray led the group and each contractor travelled in their own vehicle. We traveled via Willow Creek Road to Forest Reservoir first.

The Forest Reservoir breach repair is the highest priority and will be completed first on this contract.

At this point, one of the three contractors was satisfied with what he had seen and chose not to continue any further on the site tour. The remaining group then proceeded northward on two-track to the future site of Gaffe Pit.

At this point in the site tour, the two remaining contractors were satisfied with the extent of our tour. They decided that they would each explore this area further on their own and then return to Forest Reservoir for another look at it.

The tour concluded at 11:45 am.

Q1: The 60-day required period of performance is quite narrow. Is work allowed on new pits with frozen ground conditions?

A1: No work required on this project will be allowed when materials are frozen or excessively wet. If weather delays cause excessive work stoppage (i.e., early winter, excessive rains, etc.), then the contractor can request an extension of the period of performance into next construction season. BLM construction season typically must be delayed until July 15 to allow for nesting season. However, a BLM wildlife biologist could inspect the carried over construction sites and possibly clear them for earlier work if no nesting birds are found.

Q2: What is the condition of Yellowtail Pit on the Construction Site list?

A2: The existing Yellowtail Pit has been breached. This will be a new pit construction.

Q3: What types of soil can be expected to be encountered?

A3: The predominant soil type in south Valley County is Bearpaw Shale. This is the primary soil type that will be encountered at each of the reservoir and pit sites on this project.

Q4: What is the borrow area for Forest Reservoir?

A4: The area along the downstream side of the embankment and along the south leg of the embankment nearest to the breach has been cleared as a borrow area.

Q5: Are there riparian areas that need to be preserved?

A5: The areas in the vicinity of the construction/decommission sites are considered ephemeral areas rather than riparian areas. These ephemeral areas can be disturbed as necessary.

Q6: Do any of the existing pits that are to be decommissioned need to be dewatered?

A6: No, all existing pits to be decommissioned have been breached and do not hold water.

Q7: There is a discrepancy on the bid due date. The notice on SAM.gov states a due date of 8/17/2023, but he was told that the due date was 8/11/2023. What is the actual bid due date?

A7: The hour and date for receipt of quotations remains unchanged at 5:00 pm Mountain Time on September 11, 2023.
