Solicitation Number: 140L3621R0007 Project Title: Great American Outdoors Act - Crooked Creek Road Repair Phase I
Q1. During the organized site visit - Is BLM aware of any nearby water sources for use during construction?
A1. BLM is not aware of any nearby water sources.
Q2. During the organized site visit - Is BLM amendable to using the parking area at the southern end of the project as a temporary stockpile location for Crushed Top Surfacing, and a staging area for construction.
A2. After following up with the Billings Field Office Manager and the Contracting Officer, BLM is agreeable to using the parking area as a stockpile location and staging area.
Q3. During the organized site visit - Station 126+00 has the potential for low water crossing. Would the BLM like to chisel out a spot to install a culvert?
A3. The BLM would like to stick with the plans and specifications but would investigate removing the requirement to place Crushed Top Surfacing at that location. Will confirm with the Contracting Officer.
Proposals shall be priced to fully comply with the plans and specifications currently incorporated into the solicitation package. If within-scope changes are proposed by the contractor or required by the BLM, those changes will be handled post-award through the modification process and only as authorized by the Federal Acquisition Regulations.
Q4. During the organized site visit - Is the BLM amendable to allowing the use of flowable fill (concrete) in the installation and backfill of culverts?
A4. The BLM will confer with engineers and subject matter experts, but the question should be submitted to the Contracting Officer and a response will be given through those channels.
Q5. Can we use the parking area below the work area to stockpile materials & gravel for use on this project?
A5. The parking area south of the work area is approved to stockpile materials and gravel during construction.
Q6. Would the use of a loader scale be acceptable for weighing aggregate at our pit for use on this project?
The scale has been calibrated using a certified platform scale; this was done by Walz Scales when it was installed.
A6. Scales meeting the specifications found in Section 109.01.1 and Section 301.03.2(C) of the Montana Department of Transportation Standard Specifications for Road and Bridge Construction, 2014 Ed are acceptable. Please provide documentation stating the specifications have been met.
https://sam.gov/content/opportunities
Q7. Clarification - The specifications state that the road must be open at all times during construction. Does this mean after work hours and during work hours or after work hours only? This is a 1-lane road; with equipment working there is not sufficient room to route traffic around work areas safely especially when installing culverts; would need traffic delays to be determined as needed at a minimum if a vehicle should need to come through.
A7. The Contractor will be allowed to close the road up to eight consecutive hours per culvert installation per day. All other closures shall be limited to one hour. Road closures shall not be allowed on Saturday and Sunday as well as daily between 1800 (6:00 p.m.) – 0800 (8:00 a.m.). The Contractor shall make reasonable effort to limit the amount of closure time. Larger culverts requiring longer road closures shall be approved in writing by the Contracting Officer prior to installation. Information must be detailed in how the closures will be accomplished in the traffic control plan.
Q8. I noticed there were attachments for a bid bond, performance bond, payment bond, and release of claims. Do you need any of these forms with the vendor’s proposal?
A8. In accordance with Section L of the solicitation package, the vendor needs to submit the following information as part of their offer:
Volume 1 *Completed and Signed Standard Form 1442 *Acknowledgement of Amendments *Short Cover Letter *Limitations on Subcontracting *Financial Responsibility Documentation *Bid Bond
Volume 2 *Construction Plan
Volume 3 *Completed Reference List *Past Performance Questionnaires - As a reminder, these need to be submitted to the CO directly from the Company Providing answers to the questionnaire. Completed questionnaires submitted to the government by the offeror shall be discarded.
Volume 4 *Completed, Price Schedule (Section B)
The performance bond, payment bond, and release of claims are all documents that are addressed after the award of a contract.
