Solicitation Number: 140L3621Q0004 Project Title: Acton Road Gravel - Great American Outdoors Act, Montana
Q1. During the organized site visit - A question was asked about using BLM water sources for water dust control, compaction, and other construction operations.
A1. The COR answered that BLM water sources would be approved on a case by case basis by the Contracting Officer, per MT-02201-1.3A.
Q2. During the organized site visit - A question was asked about the best access route for haul trucks to bring aggregate road base to the site.
A2. The COR answered that means and methods of getting crushed base course to the site was the responsibility of the contactor.
Q3. During the organized site visit - A question was posed about the tentative time frame of construction.
A3. The COR answered by pointing out in the solicitation that there are 46 calendar days in the contract [including weekends]. The contractor must begin performance within 10 days of the Notice to Proceed, and that per the solicitation, the tentative period of performance is 08/18/2021 through 10/13/2021. This period of performance will be adjusted based on the actual date of award and notice to proceed.
Q4. During the organized site visit - A question was posed about what size the aggregate surface course needed to be.
A4. The COR responded that the specifications require 1”- Minus gradation meeting MT-02233-2.01B.
Q5. During the organized site visit - A question was asked about possible equipment staging areas and if it would be OK to stage in the parking lot of the Acton Recreation Area.
A5. The COR said that he did not see this being an issue so as to keep equipment out of the ditches, but the COR needed to follow up with the Field Office. After talking to the Billings Field Office Manager and the Billings Field Office Recreation Planner, the COR confirmed that the northside of the parking lot / loop could potentially be used as a staging area.
Q6. During the organized site visit - It was also asked if the circular loop could be used as a turn-around area for haul trucks [at the Acton Recreation Area].
A6. The COR said that he did not see this being an issue, but the COR needed to follow up with the Field Office. After talking to the Billings Field Office Manger and the Billings Field Office Recreation Planner, the COR confirmed that this procedure would also be acceptable, as long as the Contractor put out traffic control warnings and was cognizant of pedestrians.
Q7. During the organized site visit - A question was asked about the width of the road to be graveled.
A7. The COR replied that per “typical road crown” section detail on Sheet 5 of the project drawings, that the surfacing width is to be 20’, but that the entire road surface from shoulder to shoulder was to be addressed and shaped per the drawing and pay item MT-17301-(1) Road Maintenance.
Q8. The plans call for 3 inches of 1-inch minus. In this market we do not produce a 1-inch minus. Therefore, we can offer you a ¾ inch minus and 1 ½ inch minus crushed road mix. For pricing reasons, which would you prefer for the project?
A8. The 3/4-inch minus material would be an acceptable material to be used for the project.
Q9. I noticed there were attachments for a bid bond, performance bond, payment bond, and release of claims. Do you need any of these forms with the vendor’s offer?
A9. In accordance with Section L of the solicitation package, the vendor needs to submit the following information as part of their offer:
*Short Cover Letter *Signed Standard Form 1442 *Acknowledgement of Amendments *Section B, Price Schedule *Attachment 5, Reference List *Bid Bond
The performance bond, payment bond, and release of claims are all documents that are addressed after the award of a contract.
Q10. Can we get water from a pond on private land (owned by the Hutterite Colony) near the project site as a source for their water truck to use for dust control and compaction?
A10. The COR doesn’t see this as an issue, but BLM can NOT give permission for contractors to use the private land's pond. Means and methods of addressed a water source remains the contractor’s responsibility and the contractor would need to get permission from the private land owner if they want to use that as a source of water for the project.
