About this file

This is a specification document for the Boise District Equipment Shed Roof Repair project, a federal construction contract for the United States Department of Interior – Bureau of Land Management. The project is located at 3948 South Development Way, Boise, Idaho 83705, and involves selective demolition of damaged roof trusses and metal roofing, installation of new metal-plate-connected wood trusses, and replacement sheet metal roofing.

The project requires strict adherence to work hour restrictions (8 AM to 5 PM, Monday through Friday, excluding federal holidays), maintenance of building access and emergency vehicle routes, and a nonsmoking policy across federal property. The contractor must submit a waste management plan within 14 days of Notice to Proceed, addressing salvage, recycling, and disposal of demolition materials. Structural design is delegated to the contractor and must comply with 2024 International Building Code, 2024 International Existing Building Code, and ASCE/SEI 7-2022 standards, classified as Risk Category I. New wood trusses must match existing profile, geometry, and bay configuration, with minimum chord sizes of 2 by 6 inches nominal for top chords and 2 by 4 inches nominal for bottom chords. Trusses require Simpson H1AZ or H2.5AZ x 2 hurricane tie hardware with Strong Drive SD Connector Screws. Sheet metal roofing must be exposed fastener type with 36-inch width coverage, galvanized or aluminum-zinc alloy-coated steel sheet (ASTM A 653/A 653M or A 792/A 792M), 26-gauge nominal thickness, and manufacturer's two-coat fluoropolymer finish with not less than 70 percent PVDF resin by weight. The roofing and fastener pattern must be rated for wind uplift resistance per UL 580/UL 1897 or FM 4471, with calculations or manufacturer's span/fastener tables demonstrating compliance. The manufacturer provides a 10-year finish warranty and the installer provides a one-year materials and workmanship warranty.

A. Items indicated to be removed and salvaged remain on Government property. Carefully detach from existing construction, in a manner to prevent damage, and deliver to Government.

B. Submittals:

1. Predemolition Photographs: Show existing conditions of adjoining construction and site improvements. Submit before Work begins.

2. Work Plan: Submit a written work plan for Government review and approval before beginning any selective demolition. At minimum, the work plan shall address:

a. Truss Inventory: A marked-up drawing or schedule identifying, by location, each existing truss to remain, each to be removed as damaged, and each new truss location, based on the Contractor's field survey of actual conditions (no as-built drawings exist for this structure). This inventory shall reconcile with the truss quantities specified in the SOW Project Scope and Bid Schedule prior to demolition.

b. Phasing and Sequencing: Sequence of demolition and installation activities, including confirmation that demolition of existing trusses and roofing will not begin until the delegated truss design submittal required under Specification Section 061753 has been reviewed and approved by BLM, so the extent of time the structure remains without a complete roof/truss system is minimized.

d. Weather and Wind Contingency: Given that the original structural failure was wind-related, the work plan shall identify wind speed or forecast thresholds above which demolition or open-roof work will be suspended, and measures to secure loose materials, partially removed roofing, and exposed framing against wind during the course of the work.

e. Protection of Elements to Remain: Measures to protect the existing east end wall siding and any other existing construction not indicated for demolition, consistent with the Requirements for Building Reuse below.

f. Schedule Milestones: Proposed dates for demolition start/completion, coordinated with the Project Schedule in the SOW and with submittal approval milestones.

C. Government will occupy portions of building immediately adjacent to selective demolition area.

Conduct selective demolition so Government operations will not be disrupted.

D. It is not expected that hazardous materials will be encountered in the Work. If hazardous materials are encountered, do not disturb; immediately notify COR. Hazardous materials will be removed by Owner under a separate contract.
