About this file

This document is a Prebid Question Responses file for the GAOA Cove Boat Ramp and Shoreline Stabilization project (Solicitation Number 140L2625R0002) issued by the Bureau of Land Management (BLM) on July 8th, 2025. The document addresses seven contractor inquiries regarding the project, including confirmation that the existing concrete boat ramp likely contains rebar, clarification on project timeline (expected notice to proceed by mid-August), and details about site preparation. BLM has already filed a joint permit with the Army Corps / IDWR / Idaho Lands and indicates that the boat ramp will be closed during construction. The agency has not provided a geotechnical report and declined the contractor's request to extend the bid submission deadline. Notable technical details include a requirement for clear and grub within shoreline stabilization limits with a minimum 2-foot rock riprap thickness, and allowance for reusing existing approach area gravel if preserved and matching site conditions.

Prebid Question Responses

1. Does the existing boat ramp have rebar in it?

Response: It is assumed that the existing concrete boat ramp contains rebar.

2. With this being a place open to the public, is there a preferred date for when this project is to take place?

Response: No, the intent of this contract is to start the construction performance period when the notice to proceed is issued to the awarded contract holder, which we expect to do by mid-august. BLM expects the boat ramp to be closed during construction.

3. To what depth shall the clear and grub be done?

Response: As per Sheet C300, note in Detail C states that clear and grub within limits of shoreline stabilization. Minimum rock riprap thickness is 2 feet.

4. It was discussed at the site walk that existing gravel around the boat ramp can be reused.

Can you confirm gravel may be reused?

Response: All material in approach area may be reused if it is preserved and separated from native materials. Material color and gradation shall be like existing site conditions.

New material may be added and used to meet finished grade requirements

5. Is there a geotechnical report available for this project?

Response: No

6. Please confirm that the contractor does not have to apply for any permits.

Response: BLM has filed for the Army Corp / IDWR / Idaho Lands Joint permit, attaching the requirements for NWP 03 and 13, which apply to this project. If any other permits are identified as required by the contractor, then the contractor shall pursue and be issued those permits including Storm Water Pollution Prevention Plans, etc.

7. Given the number and detail of the volumes required for the proposal, we request an extension of the bid submission deadline.

Response: At this time the closing date and time remains the same.
