About this file

This document is a Contractor Questions and Government Responses file for the Burnt Creek Exclosure Fence Construction project (Solicitation 140L2625Q0098). The project involves constructing a new Buck & Pole fence in a Wilderness Study Area (WSA), with specific restrictions on equipment, vehicle access, and environmental impact. Key details include a Period of Performance from 10/01/2025 to 07/31/2026, allowing use of hand power tools and welders, and permitting horses for work. Contractors are limited to motorized vehicle access only at the parking lot, must use weed-free hay, and are required to minimize ground and vegetation disturbance during fence construction. Material dragging is permitted along the fence line, and specific guidelines are provided for fence corner construction, corner bracing, and handling of existing smooth wire fencing.

Question Government response Reference 1 Would the agency be willing to extend the period of performance to next spring? See question 12 below.

I went and looked at this job on sat as I wasn’t able to make the site tour.

Is it possible to get a KMZ file of the project? The roads end on the map were not the roads end in the actual location. I’m 90 percent sure I found the exact fence but I just want to make sure

Map package has be updated to show arial imagry to help with land navigation. Mape package is also georeferenced.

See map package.

3 Are we allowed to use chainsaws because it’s a WSA and not designated wilderness area? See question 9 below.

Are we allowed to graze pack stock in the area or required to bring our own weed free feed.

Weed free hay is required since the project is located in a WSA and managed as wilderness. Stock is not allowed in the riparian exclosure. Stock may graze outside the riparian excolsure and use open water sources down lower in the canyon.

5 Are there any other restrictions we need to be aware of? No.

In regards to the drawings sheet S1.1, there are several ways to construct corners when constructing a buck and pole fence. Can the government provide a drawing of how they would like the corners of the fence constructed?

Coners shall be constructed per drawing 1 on S1.1. Link two buck and pole fence panels with double pole x-braces to form a corner. Double pole x-brace ends shall be adjacent to each other at the corner end. Also, see General Buck & Pole Design Notes on S1.1.

Drawing 1 on S1.1 of the drawing packet. General Buck & Pole Design Notes on S1.1

Will vehicles be allowed access to the project site beyond the parking lot at the end of the road in? Motorized vehicle access is only permitted to the parking lot at the end of the access road.

8 There is a small section of Buck & Pole fence next to the parking lot, will that need to be removed? This section of BnP fence shall not be removed.

9 Are there any restrictions on what hand tools can be used on the project? Hand power tools and welders can be used to construct fence.

10 At the new Buck & Pole fence end E04 how shall the existing smooth wire fence be terminated? Tie remaining smooth wire fence to new BnP end section E04.

Can CTX screws be used in place of the of the 60D spikes?

Fasteners: 60D spike. Equivalent strength screws may be used in place of spikes, however, approval from the Contracting Officer is required.

Specifications section 323180 2.1.C

The current Period of Performance is set at 10/01/2025 to 11/15/2025. Is there any flexibility with extending the PoP into 2026?

Period of Performance will be from 10/01/2025 to 07/31/2026

Is there a set order for when each construction line item is to be completed?

If the work is completed during the original PoP there is no need to phase the work. If the PoP is extended into 2026 then the work will need to be phased with the new BnP fence being constructed before removal of existing.

There have been issues with contractor payments with IRA funding on other projects. Is this project being funded by IRA?

No.

15 Can horses be used on this project? Yes.

With the restriction of access of motorized vehicles can materials be dragged to their installation locations and if so, does the disturbed areas have to be restored?

As long material dragging is happening along the fence line then dragging will not be a problem. If the contractor wants to drag material outside of the fence lines then approval will need to be requested.

What is the allowed width of disturbance along the fence lines (existing and new)?

Disturbance of ground and vegetation shall be kept to a minimum. Brush clearing is not authorized except in circumstances where an obstruction fully prevents fence construction. No scalping will be allowed. Brush and cut trees that have been cleared shall be scattered to give a more natural appearance.

Specification sections 011000 - 1.5.B and 323180 - 3.1.A.
