About this file
This document is a Contractor Questions and Government Responses file for the Pleasantview Hills Thinning project (Solicitation Number 140L2625Q0043). The document contains five specific questions from potential contractors and corresponding government responses regarding project implementation details, including:
- Equipment usage restrictions due to steep terrain
- Allowable vegetation management techniques (e.g., forestry masticators)
- Requirements for cutting and dispersing fir trunks
- Slash material management near remaining trees
- Availability of Avenza-compatible maps
The government responses consistently emphasize site constraints, such as steep terrain that limits heavy equipment use, and provide general guidance about "lop & scatter" techniques. The responses indicate the project's primary objective is to thin conifers to promote aspen growth, with a potential prescribed fire operation in the future. Avenza maps will be provided only after contract award, and no specific detailed specifications were provided for slash and vegetation management beyond the general Statement of Work guidelines.

Question Government response Reference
Is the utilization of heavy equipment such as excavators with harvester/processing heads, shears etc. allowed on this project or would site disturbance be too significant?
This area is steep in portions and would not be conducive to heavy equipment and the disturbance that would be caused to the ground. The units are next to a main road for access to ground crews though.
Would the utilization of forestry masticators be an acceptable management tool for slash and brush or is the fire risk too high?
This area is steep in portions and would not be conducive to heavy equipment within the units.
Based on SoW it reads that fir trunks are to be cut into 4' chucks and are to be left within the units. Are there specs for dispersing these chunks?
No specific specs other than scatter like stated in the SOW (lop & Scatter). This area is being thinned to be prepped for prescribed fire at a later date.
Slash material within proximity of remaining trees. Are there specs on volume of cut/scattered vegetation that can be left within proximity to trees that will remain?
No specific specs other than scatter like stated in the SOW (lop & Scatter). The intent of this contract is to thin the conifer to promote aspen. Although some leave trees may be burned during prescribed fire operations, the intent is to promote aspen.
Do you have Avenza compatible maps for this project? The maps attached to the solicitation come back as 'unreferenced' in Avenza Maps. Avenza maps will be provided upon contract award.
