Part III – List of Documents, exhibits and Other Attachments, Section J – List of Attachments, page 45

Attachment 3 – Drawings/ Maps (attached as a separate file)

Drawings:

Drawing Nos. P01 through P06, Sheets 2 through 7, Project Maps

Discussed that the areas designated for staging and waste are shown on these maps as well as a road to a pump chance.

Drawing Nos. W01 through W19, Sheets 9 through 27, Worklists

Discussed that there are three (3) sections to the Worklists:

1. Base Items, Worklists 1 through 18, Drawing Nos. W01 to W09, Sheets 9 to 17

2. Additive 1 Items, Worklists 19 through 27, Drawing Nos. W10 to W14, Sheets 18 to 22

3. Additive 2 Items, Worklists 28 through 37, Drawing Nos. W15 to W19, Sheets 23 to 27

The road segments listed in the worklists are consecutive from the beginning of the road (MP 0.00), at the junction with Zaza Road, to the end of the project (MP 12.76) near China Creek Bridge. The segments are incorporated into the Base and Additive Items bid schedules and Reconstruction Worklists as follows:

Segment 1: MP 0.00 to MP 0.87, Additive 2 Items Segment 2: MP 0.87 to MP 1.87, Additive 1 Items Segment 3: MP 1.87 to MP 3.64, Additive 2 Items Segment 4: MP 3.64 to MP 3.87, Additive 1 Items Segment 5: MP 3.87 to MP 4.20, Additive 2 Items Segment 6: MP 4.20 to MP 5.61, Base Items Segment 7: MP 5.61 to MP 6.39, Additive 1 Items Segment 8: MP 6.39 to MP 6.71, Additive 2 Items Segment 9: MP 6.71 to MP 8.49, Base Items Segment 10: MP 8.49 to MP 9.09, Additive 1 Items Segment 11: MP 9.09 to MP 9.52, Additive 2 Items

T. Syverson Page 7 of 9

Segment 12: MP 9.52 to MP 12.76, Base Items The cross-slopes of the roadway sections change frequently throughout the segments to match what best fits the existing cross-slope and section. These are shown in bold text so as to stand out.

The beginning and end MPs for the roadway reconditioning work items run from one roadway reconditioning work item to the next. These cumulatively span the entire length of the road to MP 10.88, just past Eagle Creek Bridge, excluding only MP 7.56 to MP 7.58 where the road is being realigned into the existing cut-slope.

We discussed several examples of typical work items to ensure a clear understanding of the requirements:

MP 4.21, Pay Item 20405: Construct dip, 6% grade, 20° RFS.

Clarifications:

See Drain Dip Detail, Drawing No. C09, Sheet 36 and table at bottom left corner.

The grade of the road and skew angle of dips to be constructed, reconstructed or reshaped are called out in the work item descriptions of the Reconstruction Worklist. The required finished dimensions of the dips are based on the grade of the road above. The terms Construct, Reconstruct or Reshape dip are used to describe the general work effort required. Some of these locations have existing dips that require minimal effort, which are referred to as Reshape.

Some have an existing driveable water bar or existing sag in the vertical profile but require a greater level of effort, which are referred to as Reconstruct. Some locations do not have any semblance of an existing dip, driveable water bar or sag in the vertical profile, which are referred to as Construct. To be conservative, the quantities of excavation and embankment listed are all based on a new “Construct” type description.

MP 4.39 to 4.51, Pay Item 30315: Reconstruct turnout, Left, 25’/65’/35’, Inslope turnout 3% (to left).

Clarifications:

See Turnout Detail on Drawing No. C08, Sheet 35, and Note 1 at top right of sheet. The lengths vary because they are field fit to the existing cross-section widths present. The cross-sections will not need to be widened to construct them.

The terms Construct, Reconstruct or Reshape turnout are used to describe the general work effort required. There is already adequate width in the existing roadway cross-section for the turnouts at the locations designated. Some of these locations have turnouts that require minimal work, which are referred to as Reshape. Some require a greater level of effort, which are referred to as Reconstruct. Some have the required existing cross-section width but there is no evidence that a turn-out was ever there, which are referred to as Construct.

MP 6.71, Pay Item 30315: Brushed in road, Left, leads to large landing, staging/waste/burn pile area. Surface area to be used for staging, waste or brush piling

T. Syverson Page 8 of 9 with 6” of base aggregate (or suitable waste material) over geotextile separation barrier.

Do not excavate. Brush as necessary.

Clarifications:

The entire length of Eagle Creek Road passes through a culturally sensitive area.

All areas off of the road that are flat enough to be used for staging, waste areas or brush piling areas are also likely to contain cultural archeological artifacts.

For this reason, excavation outside of the existing road prism is not permitted except where designated. The geotextile fabric and surfacing is intended to prevent disturbance of the existing soil.

MP 6.84, Pay Item 20411: Ramp up over culvert for 37 LF ahead and behind (74 LF total length of road) before surfacing with 12” of base aggregate so that top of aggregate surfacing is 1 foot above top of culvert at inlet edge of road.

Unclassified borrow excavation.

Clarifications:

This is a shallow culvert. Unclassified borrow material is being used to fill over the culvert to ensure adequate cover for the full length and reduce the amount of aggregate surfacing required under the pay item 30103 work item that follows in the list.

MP 7.56 to MP 7.58, several pay items and work items:

Clarifications:

This is the segment of the road that is being excavated to realign it into the cut-slope. The fill slope is being excavated to reduce the slope and install keyed riprap without constricting the channel at the toe of the existing slope. There is no embankment. All material generated from excavation is waste. See the detail labelled Realignment Section, Crowned at the bottom left of Drawing No.

C02, Sheet 29, and the realignment plan, profile and section sheets, Drawings Nos. C04 through C07, Sheets 31 through 34.

MP 9.62, no pay item: Flagged Archeological site. Do not disturb. Do not use adjacent areas for turn-around or staging.

Clarifications:

This a known archeological site. There are several of these throughout the road but mostly in the lower end. No disturbance shall occur in these areas outside of the existing road prism cross-section unless directed or otherwise approved by the Contracting Officer.

An error was found in the drawings, associated with pay item 13. 20405 Roadway Excavation, Tolerance Class Table 204-2 D*, on the Base Items bid schedule as previously discussed on page 2 of these notes. Add the following to Base Items Worklist 15, Drawing No. W08, Sheet 16:

MP 10.22, Pay Item 20405:

Construct dip, 8% grade, 20˚ RFS. Dip Roadway Excavation. 28 Cubic Yard

Questions and Answers:

T. Syverson Page 9 of 9

Question 1: Is dewatering required when excavating and armoring the fill slopes with keyed riprap where the creek is eroding them at MPs 1.70, 1.77, 3.64, 7.56, and 8.93 and constructing the gabion basket wall at MP 3.87?

Answer: No, dewatering is not required.
