About this file
This is a Consolidated Questions and Answers document addressing clarifications on solicitation 140L1726Q0059 for raptor nesting and population survey work to be performed by the Bureau of Land Management Colorado State Office.
The work requires surveying three distinct river gorge areas—Rio Grande Gorge, Rio San Antonio Gorge, and Orilla Verde Recreational Area—for raptor nests and related population data. Survey scope includes GPS location data collection for nests only, with observations recorded from established vantage points and accessible roads. The government will provide approximately 75 known or historic nest-site locations upon award, with historical data indicating 6 raptor species, 11 active nests, and 7 occupied territories across the Rio Grande Gorge and Orilla Verde areas. The revised period of performance extends through January 31, 2028, with field forms due October 1, 2027, and final reporting due December 31, 2027. No permits are required for surveys. Contractors may submit pricing in their own format or on the SF1449, with no separate evaluation of cost elements. The solicitation is issued under FAR Part 12 as a firm-fixed-price call against the USDA-USFS Land Management Integrated Services BPA, with a total small business set-aside of $19M under NAICS 541620 (Environmental Consulting Services). Government past performance systems will be evaluated per FAR 9.104-1 responsibility requirements. Shapefiles with sensitive survey boundaries will be provided upon award.

140L1726Q0059 CONSOLIDATED Q&A
1) Is it possible to extend the final submittal deadline to account for the holiday weekend and time to receive answers from the question period?
a) Yes
2) What spatial data is expected to be collected? If surveyors shall collect data from established vantage points and along accessible, roads and rims, and record observations across gorge cliff faces, how do we accurately estimate and record the location of in-flight or auditory observations? Is GPS location data only needed for nests?
a) GPS data is only needed for nests.
3) Will the locations of historic nest sites be provided upon award?
a) Yes
4) Are the boundaries for the 5-mile reach of the Rio San Antonio Gorge from Stateline to monument boundary?
a) Rio San Antonio Gorge- All BLM lands need to be surveyed from state line, upstream to BLM boundary.
5) One mile upstream along the Rio Rancho de Taos from the confluence with the Rio Grande down to the village of Pilar appears to be approximately 7 miles and seems to overlap with the Rio Grande Gorge survey area. Is this correct and should these separate survey efforts be considered?
a) Rio Rancho de Taos? Rio Pueblo? The Orilla Verde Rec Area (7 miles) is considered a separate survey area but does border the Rio Grande Gorge survey area. How they are surveyed is up to contractor.
6) Do you have a preference regarding budget formats? That is, should budgets be presented by task or through a more itemized format?
a) No price will be evaluated as one element... cost elements will not be separately evaluated.
7) What is the size of the three survey areas (acreage needed for pricing)
a) Rio Grande Gorge
b) Ri San Antonio Gorge
c) Orilla Verde Recreational area
8) Please provide a map or shapefiles with survey boundaries.
a) shape files will be provided upon award. This information is considered sensitive
9) What is the required effort to determine reoccupation rates, diet, and habitat use? What is the specific protocol, including number of survey visits per survey area and per raptor nest?
a) Unknown
10) What is the period of performance? Section 1.4 of PWS states it will conclude no later than 08/41/2027, but the specific tasks in Part 5 state field forms due by October 1 and final reporting is due by December 31. Please provide clarification for specific survey windows, data submittal, and final reporting.
a) Surveys conclude no later than 8/31/2027, field forms due 10/1/2027, Final reporting due 12/31/2027. Period of performance through 12/31/2027
11) Section 5.2.3 states that copies of permits shall be included with the raptor nest report. Are USFWS, BLM, or State permits required for these surveys?
a) No permits are necessary
12) The instructions state that no formatting limitations exist but later indicate that quotations exceeding the maximum page limit may not receive consideration. Please confirm whether a page limit applies and whether resumes or pricing information are excluded from that limit.
a) No format limitations exist with respect to page limits. This amendment exempts the contractor from any format requirements.
13) Technical Evaluation Factor 1 refers to “subtasks 1a, 1b, and 1c,” but these subtasks do not appear to be defined. Is this an inadvertent carryover from another solicitation? If not, please identify the applicable subtasks.
a) Reference to tasks 1a,1b, 1c are administrative errors. Evaluation is subject to tasks outlined in Part 5 of the PWS.
14) Technical Evaluation Factor 2 refers to experience with “well restoration projects,” and Factor 3 requests an approach to “demolition, diagnosis, and replacement of current infrastructure.” Please confirm whether this language is an inadvertent carryover from another solicitation and provide the intended raptor-survey-specific evaluation criteria for Factors 2 and 3, if available.
a) This is an administrative error and corrected within the amended PWS.
15) PWS states that the period of performance ends August 31, 2027; however, field forms are due October 1, 2027, and the final report, photographs, and GIS deliverables are due December 31, 2027. Please confirm the intended period of performance.
a) The period of performance is revised to end on 31 January 2028 for completion of administrative tasks
16) No Section B, pricing schedule, or other pricing form appears to have been included with the RFQ email. Please confirm whether offerors should provide their own pricing format and whether the Government wants one total fixed price or a breakdown showing labor categories, level of effort, travel, and other costs.
a) Contractors may quote directly on the SF1449 or provide a price quote via their traditional commercial standards.
17) PWS indicates that the Government will provide approximately 75 known or historic nest-site locations. If sensitive locations cannot be provided before award, could the Government provide a generalized count by project area, species, or territory to support consistent pricing?
a) Rio Grande Gorge/Orilla Verde Rec Area # of species historically: 6 raptor species, 11 active nests, 7 occupied territories.
18) Does the Government have a list of priority species or species-specific protocols that must be addressed? Specifically, are targeted owl surveys, including dawn, dusk, nighttime, or call-playback surveys, required?
a) No targeted owl surveys or dawn, dusk, nighttime, or call back surveys required.
19) Does BLM have/will BLM provide available GIS data and/or information for historically used survey vantage points?
a) Unknown.
20) Are there defined areas/habitat segments where BLM particularly wants new nests searched for?
a) The three survey areas within river gorges need to be surveyed for nests.
21) Are all historic nest sites accessible from public roads/trails/vantage points, or should difficult-access sites be assumed?
a) Depending on road conditions, access may vary, but generally access is not difficult
