About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 140L1725Q0047 for vault pumping services issued by the Bureau of Land Management's Grand Junction Field Office in Colorado. The Q&A reveals this is a follow-on to a previously expired contract (140L1724F0017), with a new purchase order structure featuring a base year and four option years. The requirement involves servicing septic vaults across the field office's area of responsibility, with vault tank sizes ranging from 1,000 to 1,500 gallons.

The solicitation is a Total Small Business Set-Aside for NAICS code 562991 (Septic Tank and Related Services), with a $9 million size standard. The government encourages quotes from various small business subcategories, including Small Disadvantaged, Woman-Owned, Service-Disabled Veteran, HUBZone, 8a, and Indian Small Business Economic Enterprises. Key contractual details include a Firm Fixed Price contract type, with award basis determined by price and other factors. Notably, no government-provided materials or services will be offered, and disposal will occur at vendor-selected state-approved facilities, with pumping frequency estimates based on historical service data.

RFQ 140L1725Q0047 Q&A

Q: Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

A: This is a follow on to an expired contract. The previous contract number is 140L1724F0017. The BPA and its calls are being replaced with a purchase order with a base + 4 option years.

Q: Is the scope of work the same as the previous contract?

A: The scope for this work is unchanged

Q: Will water be provided by the government?

A: There are no government provided materials, equipment, or services for this requirement

Q:Is there a designated or proposed disposal area?

A: Per the description of services in the SOW, disposals will occur at a state approved facility of the vendor’s choice.

Q: What are the vault tank sizes/holding capacities of each tank at each location?

A: Vault tank sizes vary between 1,000 and 1,500 gal.

Q: I'm wondering if each vault will need to be pumped by the frequency in the rightmost column. For example, per the screenshot, will each of the 5 vaults need to be pumped 2x per year?

A: The estimates per vault/area are based off the last 5 years of service to these vaults and do not guarantee a minimum or maximum number of pumps to be fulfilled in a year. For the North Fruita Desert Lower Campground, it is a reasonable assumption that all vaults will need at least one pump per year, but some could require up to 3-4 pumps per year as the area grows in popularity.
