About this file

This Statement of Objectives (SOO) outlines a contract for HVAC system repair at Canyons of the Ancients National Monument in Dolores, Colorado. The primary objectives include assessing a York chiller unit (CH-1), troubleshooting operational issues, testing refrigerant charge levels, and potentially recharging refrigerant for both system circuits. The project requires a certified HVAC technician to diagnose and repair the chiller, with System 1 currently displaying a "low suction pressure" fault and System 2 operating but not at full efficiency.

The contract specifies a five-calendar-day performance period, beginning 10 days after the Notice to Proceed. Key deliverables include providing the Contracting Officer's Representative (COR) a written assessment of troubleshooting findings and an estimated scope and cost of repairs. Contractors must be licensed for HVAC work and have technicians certified, including EPA Section 608 certification. The government reserves the right to incorporate additional repair work through a supplemental agreement, with the ultimate goal of restoring the HVAC system to full functionality without error codes or faults.

Statement of Objectives (SOO) Canyons of the Ancients National Monument HVAC System Repair

1. General. This Statement of Objectives is issued in accordance with FAR 37.602. In response to this RFQ, interested parties shall propose specific costs estimates associated with this type of work in order to establish both a performance work statement (PWS) and a basis for establishing a maximum price for resultant unpriced purchase order. This is a non-personnel services contract to provide for HVAC inspection and restoration to serviceability supporting the Bureau of Land Management Canyon of the Ancients National Monument facilities. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2. Purpose. The purpose of this Statement of Objectives (SOO) is to outline the goals and objectives for the chiller assessment, troubleshooting, and repair at Canyons of the Ancients National Monument, 27501 Highway 184, Dolores, CO 81323-9217.

3. Scope. This performance will include all necessary labor, equipment, materials, and travel for a certified HVAC technician with experience operating on the subject equipment to diagnose, resource, and repair the subject equipment on location.

a. Period of Performance. Five (5) calendar days. Performance shall begin 10 calendar days after Notice to Proceed (NTP) is issued.

b. Location: 27501 Highway 184, Dolores, CO 81323-9217.

4. Background. The subject Chiller Unit has been repaired since its installation and subject to preventative maintenance. As part of a two-circuit unit, system 1 is not functioning and producing a “low suction pressure” error code reducing or eliminating the unit’s operability. System 2 operates acceptably when a significant cooling load is placed on the system, but it does not offer all the modulation and efficiency that operation of both systems can. Operating with just one system is creating wear and tear beyond the design requirements.

5. Objectives The primary objectives of this project are as follows:

• Objective 1: HVAC System Assessment Assess chiller operation, troubleshoot cause of any error or alarm codes, and rectify operational issues, if able to do so through equipment programming. Test refrigerant charge levels of both system circuits.

o System 1 is currently displaying a “low suction pressure” fault, but there may be other errors or alarms present.

o System 2 is currently operating, providing chilled water to the two building air handlers.

• Objective 2 (Option): Recharge Refrigerant o Objective 2a (Option): Recharge Refrigerant – System 1 Recharge system with manufacturer-recommended, compatible refrigerant. To be determined subject to system testing results.

o Objective 2b (Option): Recharge Refrigerant – System 2 Recharge system with manufacturer-recommended, compatible refrigerant. To be determined subject to system testing results.

• Objective 3 (Option): Perform additional repairs (not currently known) If latent system damage exists and is detected as part of the HVAC System Assessment, the government reserves the right to incorporate that work into the purchase order through bi-lateral supplemental agreement.

• Objective 4: Restore HVAC system to full functionality Subject to the approval of the contracting officer, work will be completed to restore all functionality of both systems and result in no error codes or faults.

6. Deliverables. The following deliverables will be produced as part of the project:

Provide the Contracting Officers Representative (COR) a written assessment of the troubleshooting findings, and an estimate of the scope and costs of repairs that are recommended to restore the chiller to regular operation. Costs shall be approved in writing by the Contracting Officer (CO) prior to proceeding past Objective 1.

7. Constraints The project may face constraints such as budget limitations, resource availability, and the need for minimal disruption to ongoing facility operations during implementation. For power shutoff and complete system shutdown, the contractor shall coordinate with the COR.

Contractors shall be licensed for HVAC and technicians shall be certified prior to work on government property. Include all applicable federal, state, and local certifications with Proponent offers. An example of an applicable federal certification is the Environmental Protection Agency (EPA) Section 608 Technician Certification Requirements.
