Performance Work Statement
Introduction The Bureau of Land Management (BLM) aims to enhance its communication network by improving Communication Sites to meet minimum requirements for radio facility design and maintenance. This initiative is essential for supporting BLM's operational mission, which focuses on ensuring employee safety, public safety, and resource protection. A robust communication infrastructure is critical for effective operations, enabling timely response to emergencies and facilitating coordination among personnel.
Objective BLM CA aims to ensure the successful relocation and setup of the Pepro shelter / vault, from Radio Shop in Riverside, CA (Riverside County) to Fissure Peak- Landers, CA (San Bernardino County). This relocation is vital for supporting BLM's Law Enforcement, Fire, and Admin operational mission effectively by enhancing the accessibility and functionality of communication equipment essential for mission- critical public safety tasks. This move complies with the Department of The Interior RI CASHE project for health and safety of field going employees.
1. Relocate the existing 8’ X 14’ X 9’ Pepro prefabricated shelter / vault from Riverside CA to Fissure Peak – San Bernardino County - Landers, CA. (Address / GPS Coordinates are listed in the “Administrative Matters” Section)
2. Fissure Peak has a truck trail that is not maintained to access the site. Alternative methods of transportation may be required.
3. The Contractor is responsible for all required transportation permits.
4. Weights for the Pepro shelter / vault can be found in the “Additional Information” section
5. Transportation to and from the site(s) is the contractor’s sole responsibility
6. The contractor may have to drive off road to access the communications site named Fissure Peak.
7. Access to the site is via a dirt and gravel road, which may have snow present, rutting, erosion, rocks, holes, and washouts may be present on roads.
8. The use of 4WD may be needed to access site.
9. The contractor must be aware of the surrounding wildlife such as coyotes, rattle snakes, lizards, etc. at the communication site
10. The contractor is responsible for paying attention to surroundings such as rocks, and uneven surfaces near and or around the site.
11. The contractor must remain aware of changing weather conditions including high winds, thunderstorms, and tsunamis. Proper precautions should be taken to ensure safety and project integrity.
12. The contractor is responsible for removing all refuse/debris that must be transported and properly (legally) disposed of offsite.
13. The contractor is responsible for the proper disposal methods for hazardous materials, such as batteries or chemicals if needed.
14. It will be the contractor’s responsibility to transport the shelter / vault, components, and accessories to the appropriate location. All accessories are listed in the additional information section.
15. The contractor must comply with manufacturer’s instructions and recommendations for lifting points of products in the applications indicated
16. If lifting points are used with or without shackles, rubber padding must be used to protect the building from any damage at each lifting location.
17. Lifting of the shelter / vault onto a method of transportation (i.ee trailer / truck, etc.) will be the contractor’s sole responsibility
18. It is the contractor’s responsibility to investigate and observe prior to beginning work, investigate and verify the existence and location of mechanical and electrical systems.
19. The Government will schedule a pre-removal meeting:
A. Arrange and schedule pre-removal and installation call prior to beginning any work on the communications facility.
B. Agenda: Clarify questions in writing related to work to be performed, scheduling, coordination, etc. with the Telecommunications staff or Contracting officer.
C. All individuals, who will be in an on-site supervisory capacity, shall be required to attend the pre-removal and installation call. This includes project managers, site supervisor, and lead removers.
D. The contractor shall document the outcomes of the meeting, including action items, responsibilities, and timelines, and share these with the Government for review and confirmation.
E. The contractor will establish a plan for regular follow-up communication with the Government to ensure that all parties remain aligned throughout the project.
20. The BLM Telecommunications Lead will provide access and oversight for any questions or concerns that may come up.
21. Project start date will be negotiated between the BLM Telecommunications Staff and the contractor.
22. The contractor must comply with manufacturer’s instructions and recommendations for lifting points of products in the applications indicated.
23. It is the contractor’s responsibility to investigate and observe prior to beginning work, investigate and verify the existence and location of mechanical and electrical systems. The Contractor must inspect their surroundings.
24. Prior to the contractor’s acceptance of conditions: Examine substrates, areas, and conditions, with Installer or Applicator present where indicated, for compliance with requirements for removal and relocation tolerances and other conditions affecting performance. Record observations.
25. Contractor shall review existing utility information: Furnish information to Contracting Officer Representative that is necessary to adjust, move, or relocate existing utility structures, utility poles, lines, services, or other utility appurtenances located in or affected by the removal and relocation. Coordinate with authorities having jurisdiction.
26. Review of Contract Documents and Field Conditions: Immediately on discovery of the need for clarification of the Contract Documents, submit a request for information to the Contracting Officer. Include a detailed description of problem encountered, together with recommendations for changing the Contract documents.
27. Any damage done to the shelter / vault in transport or installation will be the contractor’s sole responsibility to fix prior to final acceptance by the government.
28. All work must be done without disturbing operations of the facilities and BLM personnel (Telecommunication Staff) and fire station staff or events such as but not limited to fires, border operations.
29. The contractor is responsible for transporting any required personnel, equipment, and materials to and from the sites.
30. Upon on contract award, the contractor shall a notice of work at least 20 working days (Monday – Friday) prior to project start date sent via email to BLM Telecommunications Staff.
31. All accessories/parts needed to install the vault will be purchased by the contractor, unless otherwise specified in this contract and with written approval of the Government (Contracting Officer).
32. The contractor must take pictures of the site after the installation is completed. Pictures must be taken of all sides of the shelter / vault. Please refer to the “Additional Information Section – Picture Requirements”
33. Any work performed beyond the scope of the contract or done without the written authorization of the Government shall be deemed unauthorized. If required by the Government, unauthorized work shall be remedied, removed, or replaced by the installation Contractor at the installation Contractor’s sole expense.
34. A final facility inspection by BLM Telecommunication Staff will be required before final acceptance.
Safety and Health All work performed under this contract shall comply with applicable federal, state, and municipal safety and health codes and requirements. In cases where there is a conflict between applicable regulations, federal requirements shall take precedence.
1. Responsibility for Compliance:
The contractor assumes full responsibility and liability for compliance with all applicable regulations related to the health and safety of personnel during the execution of the work. The contractor shall hold the Government harmless for any actions taken by the contractor, its employees, or subcontractors that result in illness or death.
2. Provision of Safety Equipment:
The contractor shall provide all necessary safety equipment, training, and personal protective equipment (PPE). This includes but is not limited to helmets, gloves, eye protection, and any other equipment deemed necessary for the safe execution of the work.
3. Adequacy of Safety Measures:
The contractor must ensure that all safety equipment and relevant safety procedures are adequate for the tasks being performed. All personnel involved in the work must be trained in the proper use of safety equipment and procedures.
4. Utilization of Safety Procedures:
The contractor shall ensure that all safety measures and equipment are utilized correctly and consistently throughout the duration of the project. Regular safety audits and training refreshers should be conducted to reinforce compliance.
5. Emergency Procedures:
The contractor must establish and communicate emergency procedures to all personnel on-site, including evacuation routes, first aid stations, and contact information for emergency services.
6. Incident Reporting:
Any incidents, accidents, or near-misses must be reported immediately to the designated BLM representative. An investigation should be conducted, and appropriate corrective actions implemented to prevent recurrence.
APPLICABLE SPECIFICATIONS, CODES, AND STANDARDS
A. The work shall be performed in compliance with applicable codes, and generally accepted standards as described in specification

B. The work shall be performed in compliance with applicable City, County, and State Codes, including but not limited to building and environmental where required.

C. The work shall be performed in compliance with Occupational Safety and Health Administration – Occupation (OSHA) Safety laws.
D. The work shall be performed in compliance with Prevailing Labor Laws and Wage Rates.
Schedule The job is required to have the relocation completed by 12 months from the time of award.
Document Review
1. Contractor Document Review:
The contractor shall review all relevant os, including those provided by the Government, to ensure a thorough understanding of project requirements.
2. Government Review and Approval:
The Government shall review and approve the contractor’s proposed schedule, plans, specifications, cost estimates, and any other submitted documents. The contractor must be prepared to adjust as needed based on feedback from the Government.
3. Finalization:
The approved schedule and documents will serve as the foundation for the project, guiding all subsequent actions and ensuring alignment with the project objectives.
Project Closeout
The project will be considered complete once the following criteria have been met:
1. Relocation of the Shelter / vault:
The Pepro shelter / vault has been successfully relocated at the Laners, CA site.
2. Government Approval:
The removal and relocation must receive formal approval from the Government representative (BLM Telecommunications Lead) to ensure that all specifications and requirements have been met.
3. Final Documentation:
The contractor shall provide all necessary documentation, including:
· Removal and relocation reports
· Any warranties or maintenance information related to the shelter / vault and its components
4. Final Inspection:
A final inspection may be conducted by the Government to verify that the removal and relocation complies with all agreed-upon specifications and safety requirements.
5. Resolution of Outstanding Issues:
Any outstanding issues or deficiencies identified during the final inspection must be addressed and resolved before project closeout.
General BLM Responsibilities
· The BLM will provide s primary technical contact BLM Telecommunications Staff to operate as liaison with the contractor.
· BLM Telecommunications staff provide unlimited access to communications shelter / vault for project work during normal business hours.
· Provide Pepro shelter / vault
· Coordinate with contractor for a proposed project start date upon award of project.
· BLM Telecommunications staff will be available to address issues and or problems that come up before, during or after the project via phone or email.
· BLM Telecommunications staff will respond to issues or problems within one business day
· The BLM will provide a Google Earth image of the site (South Fork Mtn)
· To provide unlimited access to communications shelter / vault for project work during normal business hours

Final Inspection and Acceptance Criteria
1. Inspection Authority:
The Government reserves the right to conduct inspections and site visits during and after the performance of maintenance work to ensure compliance with contract requirements.
2. Demonstration Requirements:
The contractor must demonstrate, at a minimum, the following during the final inspection:
· Professional Inspection: All equipment and systems must be inspected and verified in a manner consistent with industry standards and applicable regulations.
· Equipment Accountability: Any BLM equipment that has been removed must be accounted for and placed together as designated by BLM at each site.
· Site Cleanliness: The work site must be clean and free of contractor debris and materials upon completion of the work.
3. Final Acceptance:
Final acceptance by the Government will only occur after:
· The satisfactory completion of all inspections and assessments of the facilities and their systems.
· Successful testing and reporting of the systems.
· Fulfillment of all other requirements outlined in the Performance Work Statement (PWS).
4. Documentation:
The contractor must provide all necessary documentation related to inspections, testing results, and any corrective actions taken during the process.
Photo Documentation Requirements
· Contractor must provide clear, high-resolution digital photographs of the shelter/vault after installation.
· Images must show all four sides of the shelter/vault from appropriate distances and angles.
· Images must show inside of shelter
· Images must show any grounding done to shelter.
· Ensure the site is free from obstructions in each photo (e.g., tools, vehicles, people).
· Use a camera or smartphone with a minimum 12MP resolution to capture detail.
· Images must be well-lit, in focus, and free from motion blur or glare.
· The contractor must avoid digital zoom. Physically move closer if necessary.
· Additional photos must include:
- Any identifying features or serial numbers on installed equipment
· Submit images in .JPG or .PNG format.
· Label all photos clearly and email them to the assigned COR and Technical POC within 5 business days of installation completion.
Warranty The contractor shall guarantee that all inspected parts, components, and systems meet the minimum requirements and specifications outlined in this document, unless explicitly noted otherwise in the contractor’s reports.
1. Coverage:
The warranty shall cover all materials and workmanship associated with the removal and relocation any maintenance performed during the contract period.
2. Duration:
The warranty period shall be defined and communicated clearly to the Government at the time of project completion.
3. Exclusions:
Any exclusions or limitations to the warranty must be explicitly detailed in the contractor’s reports and communicated to the Government prior to acceptance.
4. Remedies:
If any parts, components, or systems fail to meet the specified requirements during the warranty period, the contractor shall be responsible for:
· Promptly addressing and rectifying the issues at no additional cost to the Government.
· Providing any necessary replacements or repairs to ensure compliance with specifications.
5. Documentation:
The contractor shall provide documentation of the warranty terms, including any specific conditions, duration, and process for claiming warranty coverage.
