About this file
This document is an Amendment (0001) to Solicitation 140L1225Q0015 for a fence repair/replacement project issued by the Bureau of Land Management (BLM) California State Office. The amendment provides vendor clarifications addressing two key questions: material supply and project scope. Specifically, the agency confirmed it will provide all required materials (2-3/8 to 2-7/8 inch pipes) and provided details about the fence repair work. The Contracting Officer's Representative (COR) estimated approximately 7 fence braces will need replacement, with work to be conducted primarily on public lands and a small section on private land. The amendment indicates the project involves repairing/replacing fence sections, with a preference for reusing undamaged materials like t-posts and wire where possible.
The solicitation is set aside for 100% small business participation, with a project value under $25,000, and falls under NAICS code 238990. The contract will be awarded using simplified acquisition procedures, with the best value quote selected. The amendment provides additional context about the work environment, noting nearby "grow houses" are likely unauthorized and have minimal utilities, and that most work will occur on public lands with minimal utility concerns.

140L1225Q0015/0001 especially for a smaller job like this unless the repair work is minimal it's a better value to the agency and more streamlined to just replace the entire section.
A: The current braces for the fence are wood and will all need to be replaced. There is not an exact number, but based on length of fence being repaired, the COR is estimating roughly 7 (5
2-pipe and 2 3-pipe). There will likely be areas where the fence has been destroyed and will need to be replaced, however there are large sections where the fence is still in relatively good shape and may just need to be spliced or tightened. We will also re-use as much of the material on site as possible. This should include most of the t-posts and any wire that is not damaged beyond repair. If the contractor determines that there are sections that would be more cost effective to repair entirely, that would absolutely be an option, however I don't believe this will be the case for most of the fence. The COR mentioned that they believed this requirement was straight forward and a site visit would not be necessary, but if there are enough questions/concerns by vendors, they would be happy to schedule a field visit.
Q: On "Onx" it appears that there are some nursery/grow houses near by the site, are there any utilities that would need to be located on site before work commences? If so, who's responsibility would that be the agency or the contractor?
A: The majority of the "grow houses" are likely not legal and have minimal to no utilities associated with them. Most of the work for this project will be conducted on public lands where no utilities should be present. This should not be a concern for the small section on private land. I will work with the landowner to ensure there are no concerns.
