SOW 1.0 Background on the Government’s Requirement

A 1,680-square foot maintenance shop must be demolished at the Litchfield Wild Horse and Burro (WH&B) facility located in Susanville, California, on U.S. Highway 395 in Lassen County. A new shop was recently constructed at the facility to replace the old shop. The government requires the old maintenance shop to be demolished. The Litchfield WH&B facility covers 80 acres and serves as the regional preparation center for wild horses and burros gathered from public lands in northern California and northwestern Nevada.

SOW 2.0 General Scope of Work

The old shop must be fully removed and all materials must be disposed offsite in accordance with any applicable federal and state laws. Demolition of the building will involve the following key aspects:

1. Electrical work to re-route electrical circuits and abandon an existing service that is attached to the shop. The shop has a 200-amp service meter attached to the building that must be abandoned before the demolition can take place. This service contains several circuits that need to be retained. The circuits to remain must be extended approximately 75-feet to feed off another service on the adjacent administrative office building. Once the circuits are re-routed, the utility company can shut off the shop service and the shop electrical panels can be removed. The contractor will coordinate service work with the utility company contact below: Lassen Municipal Utility District, Marcus Wright, (530) 257-4174.

A site plan showing the proposed re-route is attached (Attachment 1).

2. Demolition of the 1,680-square foot building and dispose all materials offsite. The building is constructed primarily of wood framing and some steel framing on a concrete foundation with corrugated metal roof and siding. The building is approximately 24 feet wide x 70 feet long. All materials must be disposed offsite in accordance applicable state and federal laws. Work must also comply with the General Specifications provided attached (Attachment 2).

3. According to hazardous material testing on the shop, there are traces of lead-based paint on the old shop. Contractor must carry the required lead-certified accreditations to handle the lead-based paint waste product. All work must be in accordance with State of California Code of Regulations Title 17, CCR, Division 1, Chapter 8: Accreditation, Certification, and Work Practices for Lead-Based Paint and Lead Hazards. The contractor must comply with the OSHA Lead in Construction Standard (1926.62) and Cal/OSHA CONSTRUCTION SAFETY ORDERS, LEAD SECTION 1532.1, Title 8, California Code of Regulations (CCR), effective November 4, 1993 (revised March 7, 1997). A fully copy of the hazardous material testing report for the old shop is enclosed (Attachment 3).

SOW Page 3

Place of Performance:

The project is located on the U.S. Bureau of Land Management administrative facility called the Litchfield Wild Horse and Burrow (WH&B) Facility, 21 miles east of Susanville, at the following address:

Address: 474-000 Hwy 395 East, Litchfield, CA, 96117 Latitude/Longitude: 40.2306.54; -120.1831.34 Lassen County parcel number: 119-90-008

Period of Performance:

The period of performance (POP) shall be 100 calendar days (approximately 3 months) from the Notice to Proceed. The objective is to complete work by October 31, 2024.

Site constraints

Between the dates of September 1 through 30, 2024, the Wild Horse and Burro Facility will be performing a horse gather operation that will occupy the areas near the animal chute adjacent to the shop to be demolished. Semi-trucks could deliver to Litchfield corrals as soon as the September 2, 2024. The contractor will need to coordinate staging and operation with onsite staff to avoid conflict with the horse gather operation during these dates. There will also be a feeding crew working daily, south of the shop in and around the hay barns. Demo operations will need to be conducted east of the Well Head and North of the traffic route and Hay Barns. Material from the Shop Demo will be staged along the Highway fence on the West of the shop to be out of the way of all traffic operations. A map of the proposed staging area is attached (Attachment 5).

SOW 3.0 Overall Objective(s)

The objective of this work is to demolish and remove the old maintenance shop, and as it relates to the demolition, abandon the electrical service after re-routing necessary electrical circuits, remove lead-based paint materials as required by law, and fully cleanup and restore the project area after completion.

SOW 4.0 Specific Tasks

The contractor shall furnish all labor, equipment and materials to accomplish the electrical re-routing and building demolition work, whether explicitly described in the tasks below or not.

SOW Page 4

Task 1: Electrical Work

The Shop has an electrical service attached to the building that must be disconnected and abandoned. Prior to disconnecting the service, some of the circuits must be re-routed to a nearby service on the Admin Office approximately 75 feet away. Prior to demolition, the contractor must re-route these circuits from the Shop to the Admin Office. The proposed electrical plan is attached (Attachment 1).

The contractor can develop alternate plans that what is outlined in this SOW, but those must be submitted for approval by the COR. All electrical work must be performed by a qualified electrician and shall comply with applicable codes and standards including the National Electrical Code (NEC).

Existing Electrical Services

• Shop Service: Overhead, 1/0, 3-wire, 200 amp (to be abandoned)

• Admin Office Service: Underground, 4/0, 3-wire, 200 amp

The proposed electrical plan in Attachment 1 is summarized as follows:

1. Locate the Shop circuits underground below the Shop service panel (see photos below).

2. Install a 100-amp subpanel at the Admin Office next to the main panel, and connect a feed line from the main panel to the subpanel. Mount the subpanel on the Admin Office wall next to the existing main panel. Install a circuit breaker for each circuit being extended from the Shop.

3. Install a traffic rated splice box at the Shop breaker panel large enough to carry the circuits to be spliced re-routed. Minimum size shall be 20”x30”x24” deep.

4. Trench and install conductors and conduits from the splice box to the subpanel, approximately 75 feet away. Plan for 100-feet of conduct to provide service loop on each side. Conductors must be sized to carry the load of the circuit, and must be at least the size of the existing wires or larger. Install conductors in a conduit or multiple conduits large enough to carry the wires of each circuit, to meet maximum conduit fill requirements from NEC. Conduits shall be schedule 80

PVC.

5. Run existing circuits into the splice box and splice the conductors to the circuits inside the splice box.

SOW Page 5

6. Coordinate with the utility company to disconnect and remove the Shop service.

Dear Mr. Aragon, On January 24, 2024, California DOSH Certified Site Surveillance Technician, Chad Calhoun (CSST# 06-4014) of Patriot Environmental Laboratory Services, Inc. (Patriot) performed a limited asbestos inspection at the above subject property located in Marina, California. The purpose of the inspection was to determine if asbestos is present in the building materials soon to be disturbed by an upcoming demolition at the subject property.

Summary of Findings

No asbestos was detected in the building materials sampled.

Property Description

The subject property is a commercial structure. The subject building is a single-story wood and metal frame building set on a cement slab foundation.

Scope of Work

On January 24, 2024, Mr. Chad Calhoun (CSST# 06-4014) of Patriot conducted a limited asbestos inspection at the subject property. The interior and exterior of the building were visually inspected for the purpose of identifying suspect asbestos containing materials soon to be disturbed by an upcoming demolition at the subject property. Once the inventory of suspect materials was created, physical bulk samples were collected of the materials from representative locations. Samples were collected in airtight containers. Upon collection, sample numbers, descriptions, and collection locations were entered on to a chain of custody for transportation to Patriot's NVLAP accredited laboratory.

Sampled Suspect Materials

Samples of the following suspect materials were collected:

Black Roof Mastic Concrete --

Sample Protocol/Analysis

Samples were collected in accordance with the Asbestos Hazard Emergency Response Act (40 CFR 763 Subpart E) as mandated by Cal/OSHA (Title 8 Section 1529) and Lassen County Air Pollution Control District.

Physical bulk samples were analyzed by Patriot. Patriot is accredited by the National Voluntary Laboratory Accreditation Program (201022-0). The method of analysis was Polarized Light Microscopy (EPA 600/M4-82-020).

Recommendations

No asbestos was detected in the building materials sampled. Therefore, no recommendations are warranted at this time.

Disclaimer

Limited destructive sampling was conducted at the subject property. If additional suspect materials are discovered during renovation, all work should cease until a Certified Asbestos Consultant is contracted to ascertain the possibility of asbestos content. This inspection was performed in accordance with current regulations and state of the art practices. The inventory of asbestos containing materials and determination of their condition are based upon observations at the time of inspection. Patriot does not assume responsibility for future regulatory changes or changes in the condition of the building or materials.

Enclosed is the laboratory analysis report. Please contact our office if there are any questions regarding this inspection.

Sincerely, Patriot Environmental Laboratory Services, Inc.

This is an amended report issued on 1/27/24 and reissued 1/30/24. The project address and name have been updated.

Bulk sample(s) submitted was (were) analyzed in accordance with the procedure outlined in the US Federal Register 40 CFR Appendix E to Subpart E of

Part 763 and EPA-600/R-93/116. Samples were analyzed using Calibrated Visual Estimations (CVES); therefore, results may not be reliable for samples of low asbestos concentration levels. Samples of wall systems containing discrete and separable layers are analyzed separately and reported as composite unless specifically requested by the customer to report analytical results for individual layers. This report applies only to the items tested as received.

Results are representative of the samples submitted and may not represent the entire material from which the samples were collected. “None Detected” means that no asbestos was observed in the sample. “<1%” (less than one percent) or Trace means that asbestos was observed in the sample but the concentration is below the quantifiable level of 1%. This report was issued by a NIST/NVLAP (Lab Code 201022-0) and CA Water Board ELAP (Cert.

No. 2900) accredited laboratory and may not be reproduced, except in full without the expressed written consent of Patriot Environmental Laboratory

Services, Inc. This report may not be used to claim product certification, approval or endorsement by NIST, NVLAP, CA-ELAP or any government agency.
