SOW 1.0 Background on the Government’s Requirement
A 1,680-square foot maintenance shop must be demolished at the Litchfield Wild Horse and Burro (WH&B) facility located in Susanville, California, on U.S. Highway 395 in
Lassen County. A new shop was recently constructed at the facility to replace the old shop. The government requires the old maintenance shop to be demolished. The
Litchfield WH&B facility covers 80 acres and serves as the regional preparation center for wild horses and burros gathered from public lands in northern California and northwestern Nevada.
SOW 2.0 General Scope of Work
The old shop must be fully removed and all materials must be disposed offsite in accordance with any applicable federal and state laws. Demolition of the building will involve the following key aspects:
1. Electrical work to re-route electrical circuits and abandon an existing service that is attached to the shop. The shop has a 200-amp service meter attached to the building that must be abandoned before the demolition can take place. This service contains several circuits that need to be retained. The circuits to remain must be extended approximately 75-feet to feed off another service on the adjacent administrative office building. Once the circuits are re-routed, the utility company can shut off the shop service and the shop electrical panels can be removed. The contractor will coordinate service work with the utility company contact below: Lassen Municipal Utility District, Marcus Wright, (530) 257-4174.
A site plan showing the proposed re-route is attached (Attachment 1).
2. Demolition of the 1,680-square foot building and dispose all materials offsite. The building is constructed primarily of wood framing and some steel framing on a concrete foundation with corrugated metal roof and siding. The building is approximately 24 feet wide x 70 feet long. All materials must be disposed offsite in accordance applicable state and federal laws. Work must also comply with the
General Specifications provided attached (Attachment 2).
3. According to hazardous material testing on the shop, there are traces of lead-based paint on the old shop. Contractor must carry the required lead-certified accreditations to handle the lead-based paint waste product. All work must be in accordance with State of California Code of Regulations Title 17, CCR, Division
1, Chapter 8: Accreditation, Certification, and Work Practices for Lead-Based
Paint and Lead Hazards. The contractor must comply with the OSHA Lead in
Construction Standard (1926.62) and Cal/OSHA CONSTRUCTION SAFETY
ORDERS, LEAD SECTION 1532.1, Title 8, California Code of Regulations
(CCR), effective November 4, 1993 (revised March 7, 1997). A fully copy of the hazardous material testing report for the old shop is enclosed (Attachment 3).

Place of Performance
The project is located on the U.S. Bureau of Land Management administrative facility called the Litchfield Wild Horse and Burrow (WH&B) Facility, which is located 21 miles east of Susanville, California, on U.S. Highway 395 in Lassen County. The facility address information is as follows:
Address: 474-000 Hwy 395 East, Litchfield, CA, 96117
Latitude/Longitude: 40.2306.54; -120.1831.34
Lassen County parcel number: 119-90-008
SOW 3.0 Overall Objective(s)
The objective of this work is to demolish and remove the old maintenance shop, and as it relates to the demolition, abandon the electrical service after re-routing necessary electrical circuits, remove lead-based paint materials as required by law, and fully cleanup and restore the project area after completion.
SOW 4.0 Specific Tasks
The contractor shall furnish all labor, equipment and materials to accomplish the electrical re-routing and building demolition work, whether explicitly described in the tasks below or not.
Task 1: Electrical Work
The Shop has an electrical service attached to the building that must be disconnected and abandoned. Prior to disconnecting the service, some of the circuits must be re-routed to a nearby service on the Admin Office approximately 75 feet away. Prior to demolition, the contractor must re-route these circuits from the Shop to the Admin Office. The proposed electrical plan is attached (Attachment 1).
The contractor can develop alternate plans that what is outlined in this SOW, but those must be submitted for approval by the COR. All electrical work must be performed by a qualified electrician and shall comply with applicable codes and standards including the
National Electrical Code (NEC).
Existing Electrical Services
• Shop Service: Overhead, 1/0, 3-wire, 200 amp (to be abandoned)
• Admin Office Service: Underground, 4/0, 3-wire, 200 amp
SOW Page 4
The proposed electrical plan in Attachment 1 is summarized as follows:
1. Locate the Shop circuits underground below the Shop service panel (see photos below).
2. Install a 100-amp subpanel at the Admin Office next to the main panel, and connect a feed line from the main panel to the subpanel. Mount the subpanel on the Admin Office wall next to the existing main panel. Install a circuit breaker for each circuit being extended from the Shop.
3. Install a traffic rated splice box at the Shop breaker panel large enough to carry the circuits to be spliced re-routed. Minimum size shall be 20”x30”x24” deep.
4. Trench and install conductors and conduits from the splice box to the subpanel, approximately 75 feet away. Plan for 100-feet of conduct to provide service loop on each side. Conductors must be sized to carry the load of the circuit, and must be at least the size of the existing wires or larger. Install conductors in a conduit or multiple conduits large enough to carry the wires of each circuit, to meet maximum conduit fill requirements from NEC. Conduits shall be schedule 80
PVC.
5. Run existing circuits into the splice box and splice the conductors to the circuits inside the splice box.
6. Coordinate with the utility company to disconnect and remove the Shop service.

This is an amended report issued on 1/27/24 and reissued 1/30/24. The project address and name have been updated.
Bulk sample(s) submitted was (were) analyzed in accordance with the procedure outlined in the US Federal Register 40 CFR Appendix E to Subpart E of
Part 763 and EPA-600/R-93/116. Samples were analyzed using Calibrated Visual Estimations (CVES); therefore, results may not be reliable for samples of low asbestos concentration levels. Samples of wall systems containing discrete and separable layers are analyzed separately and reported as composite unless specifically requested by the customer to report analytical results for individual layers. This report applies only to the items tested as received.
Results are representative of the samples submitted and may not represent the entire material from which the samples were collected. “None Detected” means that no asbestos was observed in the sample. “<1%” (less than one percent) or Trace means that asbestos was observed in the sample but the concentration is below the quantifiable level of 1%. This report was issued by a NIST/NVLAP (Lab Code 201022-0) and CA Water Board ELAP (Cert.
No. 2900) accredited laboratory and may not be reproduced, except in full without the expressed written consent of Patriot Environmental Laboratory
Services, Inc. This report may not be used to claim product certification, approval or endorsement by NIST, NVLAP, CA-ELAP or any government agency.

Note: As established by the HUD Guidelines, the definition of a Lead-based paint (LBP) is any paint, varnish, lacquer, putty, plaster, or similar coating material which contains lead or its compounds in excess of 5,000 parts per million (ppm) by dry weight or more of lead.
The table above indicates that several painted surfaces throughout the subject structure contain lead. Two (2) of the fifteen (15) paint chip samples were determined to contain lead above 5,000 ppm. These sample results are indicative of all similar building components located throughout the surveyed structure.
A complete copy of all laboratory data is provided as an attachment to this document.
CONCLUSIONS / RECOMMENDATIONS
It is important to note that low concentrations of lead were detected on components throughout the site structures (see lead-based paint summary data). Therefore, Patriot recommends that any contractor who would disturb any lead-laden surfaces be notified of the hazard and their requirement to comply with the OSHA Lead in Construction Standard (1926.62) and Cal/OSHA CONSTRUCTION SAFETY ORDERS, LEAD SECTION 1532.1, Title 8, California Code of Regulations (CCR), effective November 4, 1993 (revised March 7, 1997).
All lead related construction work performed in the State of California must be in compliance with Title 17, CCR, Division 1, Chapter 8: Accreditation, Certification, and Work Practices for Lead-Based Paint and Lead Hazards.
Patriot would be pleased to answer any questions that you may have regarding this report.
Sincerely, Maxwell Yourman
