Prebid site visit questions and summary
RFP# 40654094 – Greenwood Creek Parking Lot Rehab
Date/Time: 6/6/2024 at 10:00 am
Summary:
BLM employee Armando Porras was present at the Greenwood Creek Parking Lot until 10:28 am. Four contractors attended the pre-bid site visit.
• The group reviewed contract requirements:
o Task 1; Project schedule, logistics and proposed products.
o Task 2; Site preparations o Task 3; Seal cracks o Task 4; Seal coat o Task 5; Pavement markings o Site clean up and pollution prevention
The pre-bid visit ended at 10:28 am.
Questions:
Q: Regarding the coat seal on asphalt dike, there are sections that deteriorated to the point where sealing would not be beneficial, are you sure you want to seal coat those sections?
A: Sealing asphalt curb has been removed from required tasks on the Scope of Work, Task 4. Acquiring and installing reinforced concrete wheel stops has been added to Revised Scope of Work, please reference
Task 6.
Q: Can we black out lettering [“KEEP CLEAR” at shuttle loading zone] our stencil is slightly different than existing?
A: Yes, as long as no underlying pavement markings are visible or distinguishable. Scope of work has been updated to reflect this, please reference Task 5.
Q: Can apply pavement markings the same day we seal coat?
A: Yes, allow for first coat to thoroughly dry before applying second coat. Allow second coat to thoroughly dry before continuing to pavement markings. Contractor shall plan work on relatively dry days. Temperature forecast for the Coloma CA. must exceed 65 degrees Fahrenheit, the day before, the days of, and the day after work. Scope of work has been updated to reflect this, please reference Task 4.
Q: Would you like us to paint short red curb section?
A: Yes. Scope of work has been updated to reflect this, please reference Scope of Work Task 5.
Q: Does scope of work include replacement of ADA stall sings?
A: No
Q: Landscaping requirements?
A: Remove debris and vegetation from cracks and up to and along edge of pavement/asphalt. Contractor shall follow Caltrans Standard Specifications, 37-5.03B Surface Preparations.
Q: **CTPE Specifications**: The SOW specifies the use of CTPE sealer that meets or exceeds RP 355e and ASTM D5727 standards. However, during discussions with potential subcontractors, I've been informed that the use of CTPE may no longer be allowed in California. One subcontractor suggested using emulsified asphalt instead, which is said to be compatible. Could you please clarify whether CTPE is still acceptable for this project or if an alternative like emulsified asphalt would be permissible?
A: Yes, proposed emulsified asphalt must meet CalTrans Standard Specifications 37-5.01D(2)(b) Asphaltic
Emulsions and 37-5.02B Mix Design. CTPE sealer requirement has been removed from revised Scope of
Work, refence Task 4.
Q: **Paint Specifications**: The SOW mentions restriping the existing pavement markings with thermoplastic traffic paint. However, some potential subcontractors have pointed out that the pictures provided seem to depict a painted parking lot. Given this observation, they have doubts about thermoplastic paint's necessity and practicality. Could you provide further insight into the reasoning behind specifying thermoplastic paint and whether alternatives such as traditional paint would be acceptable?
A: Thermoplastic paint has been removed from requirements. Proposed paint shall meet Caltrans
Standards Specifications for Section 84: Markings; 84-2.02C Paint & 84-2.03C Application of Stripes and
Markings. Please see updated Scope of Work, Task 5.
