Section 1.0 Background on the Government’s Requirement
The Long-Term Visitors Areas (LTVAs) Managed by the Bureau of Land Management’s (BLM) El Centro Field Office (ECFO) are located in Eastern Imperial County, California.
The BLM LTVAs draw visitors from throughout North America during the winter months from late September through mid-April. Due to the number of visitors and the length of their stay, BLM ECFO places dumpsters at each of the LTVAs to help protect natural resources and the desert.
BLM ECFO requires dumpsters at the Hot Springs and Pilot Knob LTVAs. The current dumpsters are 6-yard dumpsters (See attached Photos), which are required because the tops of the 6-yard dumpsters are low to the ground and the visitors can easily place their trash inside of them. The dumpsters have been effective in keeping trash secured and keeping scavenging animals out, helping to protect endangered species. BLM ECFO would like to continue using these or similar dumpsters, as described below in the description of work.
Section 2.0 General Scope of Work
The contractor shall provide all labor, supervision, materials, licenses, permits, tools, materials, vehicles, insurance, transportation, and equipment necessary for collection and disposal within LTVAs in accordance with local, state, federal and OSHA regulations, attached provisions and clauses, and specifications.
There shall be four 6-yard dumpsters placed at the entrance of the Hot Springs LTVA, and three 6-yard dumpsters placed at the entrance of the Pilot Knob LTVA. The dumpsters for both LTVAs shall be fitted with a mechanism to prevent scavengers from entering the dumpsters, the lids from being left open after visitors place trash in the dumpster, and to prevent the lids being blown open by the wind. Trash collection is to occur every other Wednesday throughout the season from September through April unless a holiday falls on a Wednesday, in which the trash shall be collected the following Thursday.
The contractor shall keep the dumpsters in good repair and appearance (i.e. the lids in good working condition and the lid limitation device in repair and up to the aforementioned standards). The dumpsters must be inspected for damage on collection days. Damaged dumpsters shall be repaired or replaced within three calendar days. If BLM discovers a damaged dumpster, it shall be repaired or replaced within three calendar days of BLM notifying the contractor. No painting of dumpsters shall be allowed on public lands. The contractor shall be responsible for properly and legally disposing of, but not limited to, tires, oil, batteries, or white materials (i.e. small appliances) that are left in or around the dumpsters within a 10-foot radius. All refuse and recyclables shall be disposed of according to all applicable local, state, and federal laws in at a landfill or transfer station. The contractor shall provide a point of contact so
PWS Page 3 that the BLM may contact them to respond and address additional trash issues. A timely response of 4 hours to address this request is required.
The contractor shall accomplish work by placing dumpsters at the Pilot Knob and Hot Springs LTVA shall be placed between September 10th and September 15th and they need to be removed between April 15th and April 20th of each year. Dumpsters shall be emptied every other Wednesday from September 15th through April 15th. If a holiday falls on the Wednesday, the dumpsters shall be emptied on the Thursday following the holiday.
