1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Pine Hollow Fire ES&R Fence, Arizona Strip Field Office (ASFO)
Purpose: The Pine Hollow fire burned thousands of acres in the Coyote allotment. Fire rehabilitation projects are being implemented, including the seeding of burned portions of the allotment. In order to allow for grazing on the unburned portion of the allotment, one segment of fence is needed to protect the fire rehab efforts from herbivory damage. The fence will allow the grazing permittee to continue to utilize the available forage and protect new seedings in the
Buckskin and Pine Hollow pastures. Fencing will begin at the USFS boundary on the south end and run north to the Pine hollow pasture boundary fence. The fence would consist of three strands of barbed wire and a bottom smooth wire with cattleguards and gates at road crossings to facilitate controlled cattle herbivory.
Pine Hollow Fire ES&R Protection Fence 5.00 miles
B. Project Location: The project is located in Arizona within the geographical boundaries of the
Arizona Strip District Office on public lands administered by the BLM Arizona Strip Field
Office. The project site is atop of the Buckskin Mountain and is south of U.S. Highway 89 and
North of U.S. Highway 89A.
C. Directions to Project Site (Refer to Project Location Map): Travel on U.S. Highway 89A heading east from Fredonia, Arizona. Turn left on BLM Road 1025 toward the Buckskin
Mountain and travel approximately 10 miles passing through the BLM 1026 road intersection and then negotiate the switchbacks of the Buckskin. Once at the top of the switchbacks travel east on the 1025 road until you come to the Deadman’s pocket road intersection. From this intersection the fence can be accessed via the 1025 road to the east or the road to the USFS boundary fence and then east to the fence location. This is one portion of the project area. Refer to Project Map for fence locations. The one-way travel time from Fredonia, Arizona to the project site is estimated at 45 minutes.
1. Use of four-wheel drive, high clearance vehicles is encouraged. 4WD is not required to access project site during times of sunshine/dry weather but may be useful should inclement weather cause issues accessing the area.
D. Site Visit
1. A site visit will be held on Wednesday June 8th, 2022 at 10:00 am GMT at the project site location in section C, please contact the COR Brandt Reese to RVSP and for specific meeting details.
E. Scope of Work:
1. The Contractor shall furnish all labor, transportation, fuel, materials, equipment, and tools necessary to access and build a tight sturdy livestock fence. This includes providing and delivering the fence materials, cattleguards, tools, equipment, and personnel to segments of barbed wire livestock fence construction areas located on the Buckskin Mountain within the Coyote allotment. The fence totaling 5 miles for construction of, 4 strand barbed wire steel fence. Approximately 3.3 miles of the total 5 miles has been cleared of vegetation.
Additional work includes clearing remaining vegetation along approximately 1.7 miles of the fence line as well as alignment necessary to complete the work; furnish and install cattleguards at crossings, (Winter Road 16 ft Cattle Guard, Upper Basin 12 ft Cattle
Guard, Larkum Canyon 12 ft Cattle Guard, and Horse Canyon 12 ft Cattle Guard, for location of these cattle guards please refer to the map) contract documentation; and performing cleaning of work areas each day prior to leaving work areas.
a. Proceed with work only when weather conditions are favorable. This includes limiting activities to periods when the soil and ground surface are not wet in order to avoid soil compaction and rutting.
b. Comply with manufacturers written instructions for products used.
c. Vehicular Access Points (Refer to Project Site Map):
1) There are approximately 6 locations where the existing fence alignment can be accessed by vehicle. From there, access to the alignment may be by vehicle where terrain allows; otherwise, access shall be by foot, ATV, UTV, or pack animals.
1.3 PROJECT/SITE CONDITIONS
A. Access to Work Site: Moderate terrain is described as rolling hills to steep mountains and canyons. Soil conditions are generally loamy with lots of rock. Rock outcrops and shallow soils are found at the higher elevations and in canyon rims and walls. Some tree and brush removal will be required prior to construction of fence lines in approximately 35% of the fence areas.
During favorable weather conditions, access to the immediate vicinity of the fence may be accomplished with high clearance four-wheel drive vehicles along approximately 40% of the entire fence line. Access to the remaining 40% of the fence line may require alternative means such as: ATV, UTV, foot travel, horses, or pack- animals. The topography along the fence line may severely limit or possibly prevent travel by motorized means in some locations. Access is provided on existing, designated roads and trails. Crossing through pasture fences may be required prior to arriving at the project area. Contractor shall repair any damage to pasture fences caused by contract activities, in order to prevent unauthorized movement of livestock.
