About this file
This is a Questions and Answers document for federal solicitation 140L0626Q0011, updated June 8, 2026. The document addresses clarifications from potential offerors regarding submission requirements, contract history, and vendor coordination for a library subscription services requirement.
The solicitation is a recompete based on prior contract 140L0624P0030. Responses must be submitted via email to casey_carlson@ios.doi.gov and laura_egli@ios.doi.gov by the extended deadline of June 9, 2026 at 5:00 PM Mountain Time. The requirement includes journal subscriptions from multiple publishers, including ScienceDirect access to Photogrammetric Engineering & Remote Sensing from Elsevier and titles from Wiley. The Bureau of Land Management (BLM) maintains separate contracts with Elsevier; however, specific coordination with Elsevier representatives for this solicitation will not be provided. The incumbent contractor obtained the Wiley titles as part of the previous contract requirements package; offerors seeking pricing information from Wiley may reference the previous contract number 140L0624P0030 and contact the BLM Library point of contact, though the BLM Library is unable to provide account numbers or customer IDs in a timely manner, as the BLM did not order subscriptions directly.

Questions and Answers – Updated 06/08/2026 140L0626Q0011
Question 1: If our email submission isn't acceptable, can you provide another alternative?
Answer 1: Responses should be submitted via email. See the updated "Solicitation Requirements 140L0626Q0011" attachment for details.
Question 2: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer 2: Prior contract 140L0624P0030.
Question 3: Seeking guidance regarding a recent inquiry submitted to Elsevier for ScienceDirect access (Photogrammetric Engineering & Remote Sensing). Need a better understanding of:
• Whether BLM currently maintains or plans to establish a direct subscription with Elsevier for this resource
• The appropriate procurement pathway for this type of subscription
• The designated point of contact within BLM for coordinating with Elsevier representatives
• How to best support BLM in a non-reseller capacity (e.g., coordination, implementation support, or contract assistance)
Answer 3: The BLM maintains a separate contract with Elsevier. Whether or not this subscription is available via that contract is unknown. With basic market research, the Contract Specialist was able to identify alternate routes for subscription to this particular subscription. Coordination with BLM Elsevier-related representatives will not be made available, as that pertains to a separate contract for specific resources/subscriptions. The BLM Library has indicated this subscription is part of the requirement for any award resulting from this solicitation.
Question 4: Regarding the change made in Amendment 0001: Sol_140L0626Q0011_Amd_0001.pdf;
Item 11; Is the hour and date specified for receipt of Offers extended or not? The “is not extended” box is checked.
Answer 4: It was extended, as indicated in the Solicitation Requirements. The deadline remains for responses: 06/09/2026 17:00 MT, via email to casey_carlson@ios.doi.gov and laura_egli@ios.doi.gov.
Question 5: Regarding the titles from Wiley: The Wiley representative cannot locate your records and needs additional information to proceed. You are requested to provide one the following details:
• Account Number
• Purchase Order / subscription reference numbers
• Customer ID
• Previous invoices or receipts
The request will only be actioned after the requested information is received. You had indicated a tight deadline and requested prompt pricing, but Wiley requires missing account details before moving forward.
Answer 5: The titles from Wiley were obtained as part of a requirements package from the incumbent on this contract. The previous contract number was provided in Answer 2. Contracting has contacted the BLM Library POC. They are unable to provide this information in a timely manner, but the previous invoices/receipts and purchase orders would refer back to the previous contract awarded. As the BLM Library did not order these subscriptions directly, it is unlikely that the BLM would have an independent account number or customer ID for purchasing purposes.
