About this file
This document is an Amendment to a Solicitation for the Bureau of Land Management (BLM) for Fire Suppression Modules, specifically Alaska Fire Suppression Modules (AK-FSM). The amendment extends the proposal due date from November 10, 2025 to December 2, 2025, with offers to be submitted electronically by 3:00 PM Eastern Standard Time. Key changes include updated wage determination rates for various firefighter classifications (CRWB at $29.76, FAL2 at $27.32, FFT1 and FAL3 at $24.84, and FFT2 at $22.60) and clarification on contract requirements such as chainsaw kit specifications, crew composition, and equipment management.
The amendment addresses multiple industry questions, including minimum guaranteed contract value ($10K for the five-year term), crew deployment flexibility, per diem rates, and equipment responsibilities. The contract period of performance is from April 1, 2026 to March 31, 2031. Notably, contractors must provide 4 extra chainsaw chains per kit, manage their own radio equipment, and understand that crew availability does not guarantee government utilization. The government will determine order award rationale at the individual order level, and public award information can be found in the Federal Procurement Data System at fpds.gov.

Question 1: Why has there been such a drastic decrease in the minimum guarantee, from $85K to
$10K? Also can you clarify if the $10K is annual or is for the 5-year term?
Government Response: $10K was determined to be an appropriate guaranteed minimum based on the requirements and anticipated ordering. The minimum guarantee is for the five-year term.
Question 2: We are formally requesting a review of the Wage Determination that DOL has provided.
Specifically, why is the lowest paid position
Faller 2, then go FFT2/FFT1, then Faller 3, then
CRWB?
Government Response: DOL has been notified about the discrepancy. The Government expects DOL to issue a revision to correct the error. Please prepare pricing based on the following rates:
CRWB = $29.76
FAL2 = $27.32
FFT1 = $24.84
FAL3 = $24.84
FFT2 = $22.60
Question 3: The rates in WD 2025-0114 are significantly lower than those in the previously applicable determination, WD No. 1995-0221, Revision 69, dated January 16, 2025, which governed FY25 wages. Under WD 1995-0221, there was a single firefighter classification at
$31.46/hour, which served as our base rate for
Type 2 Firefighters, with higher rates applied proportionally for Fallers, Squad Bosses and Crew
Bosses. In contrast, the new WD establishes rates ranging from $22.60 to $29.76/hour, representing a material reduction that seems inconsistent with current market conditions and prior federal guidance.
Government Response: The wage rates specified in the wage determination are minimum rates that an employee must be paid. A contractor may pay their employees a higher rate than the minimum rate.

Question 4: I cannot find the wage determination you attached to the Solicitation anywhere on the
Dept of Labor ,Wage and Hour Div. Can you direct me to where you found it please?
Government Response: The Wage Determination is not available on SAM.gov, it was issued directly to BLM from the Department of Labor for this specific requirement.
Question 5: Do we need to identify number of teams we are bidding? Can we add teams or FSM ad hoc, throughout the duration of the performance period?
Government Response: Contractors should detail their crew capacity and approach to managing crew(s) to perform requirements. Crews will be inspected at the beginning of each season to be designated as available for incident assignment.
Contractors can add teams throughout the period of performance at their own risk; crew availability does not guarantee that the crew will be utilized by the Government.
Question 6: For Ordering Procedures ¿ will it be based on lowest technically acceptable or best value (based on CPARS, price, etc.).
Government Response: Order award rationale will be determined and communicated at the order level.
Question 7: Is the maximum allowed the CONUS rate or the federal per diem rate associated with lodging location?
Government Response: OCONUS is the maximum allowed. Per diem rate should be associated with lodging location. The scope has been revised to reflect OCONUS per diem.
Question 8: What if a contractor can't find double rooms and has to utilize a few hotel rooms with only single occupancy? Can that be documented for justification?

Government Response: Yes.
Question 9: Where can we get a copy of the tax-exempt certificate to provide to the hotels for tax to be removed?
Government Response: Tax exempt certificates will not be issued. Federal, state and local taxes are allowable costs that the Government will reimburse.
Question 10: With the AK Fire Suppression Modules being between 5 to 10 personnel determined at the time of order, if the order is for less than a 10 man module, FF's will be left sitting at home not having the option to deploy with the rest of their module. Is that going to be a common occurrence during ordering or is the intent for the contractor to fill a 10-man module if possible that can be reduced down if personnel isn't available?
Government Response: It is not possible for the government to know exactly how many resources will be needed for any given AK-FSM order placed until a requirement arises. The Government will only require the resources necessary to fulfill any requirement.
Question 11: Chains saw kits previously had been required to come with (1) spare chain. In the new solicitation, it states that each chainsaw kit needs (4) extra chains. Is that accurate? So, if we have 4 saws each with a chain on the bar, we need to come with an additional 16 chains for a total of 20 chains for initial deployment per assignment. Can we order chain from supply to replace chain that is used on assignment to prepare for next assignment?
Government Response: Yes, 4 chains per kit. No, chains cannot be ordered from incident supply.
Chainsaw chains, like a pulaski blade that dulls and also gets sharpened over time is the responsibility of the contractor to purchase and

140L0625R0001/0001 maintain. When a contractor carries 4 additional chainsaw chains with each saw/saw kit, they have plenty of saw chains to accommodate the work to be done over the course of a typical 14-day assignment. If, at any point after the contractor starts the work, it is determined to be an
¿atypical¿ assignment with respect to chainsaw work, the contractor identifying the workload early still has adequate resources to work with and now has time to shop for and deliver to the crew additional saw chains as needed.
Question 12: Can Anchorage, AK and Bethel, AK be added to the approved assembly point list? It is likely similar for other areas/contractors, but many of the Alaska Natives from the Lower Yukon move to Anchorage or Bethel and we currently have multiple crew members living in those areas.
Government Response: Not at this time. The State of Alaska Division of Forestry manages crew resources from withing those mentioned communities.
Question 13: Is there any way to increase crew weight from 5300?
Government Response: No. Crew weight is determined by agencies nationally through the
NWCG publications.
Question 14: Can we include radio pricing as part of our daily gear / equipment billing? If there's damage to our radios during an incident, can we bill back for damage or swap out the radios at the incidents?
Government Response: No, there is no daily rate or equipment billing for hand tools and chainsaws. There will not be any daily rates for radios. Contractors will need to manage their radio posture and will be stood down for having inoperable radios. Under rare circumstances
(determined by each individual incident) contractors might be issued a GFP radio to temporarily replace the broken radio with the intent that the radio be repaired/replaced as

140L0625R0001/0001 quickly as possible by the contractor. The contractor cannot bill back for damaged radios.
Question 15: Will the due date for proposals be extended due to the shutdown?
Government Response: Yes, the solicitation has been amended to extend the proposal due date to
12/02/2025.
Question 16: How do I find the public award info from your last contract?
Government Response: Public information about federal awards can be found in the Federal
Procurement Data System at fpds.gov.
