About this file

This document appears to be a Questions and Answers (Q&A) attachment related to a federal solicitation, likely for a solar panel installation project. The Q&A covers five key points: (1) bid submission instructions require emailing responses to Contract Specialist Addison Page and Contracting Officer Ian Steinheimer at BLM (Bureau of Land Management) email addresses by 05:00 PM Mountain Time on 01 September 2025, (2) electrical services and Green Button data are available in the solicitation amendment, (3) solar panel placement on the north end of the roof is justified by proximity to the electrical service panel despite typical solar orientation recommendations, (4) project completion is defined as finishing all Scope of Work tasks with government representative confirmation, and (5) the proposed work hours of 06:00 AM to 04:30 PM are acceptable to the government.

Text version

(1) Can you please provide information on how we can submit our bid to the appropriate point of contact for this project?

a. Responses to this solicitation should be sent via email to Contract Specialist, Addison Page at apage@blm.gov and Contracting Officer, Ian Steinheimer at isteinheimer@blm.gov no later than (NLT) 05:00PM Mountain Time on 01 September 2025.

(2) Is there a way Quoters can download the information for twelve (12) months of electrical services and the fifteen (15) minute interval Green Button data?

a. Requested information is attached to the solicitation amendment.

(3) It is noted that the panels were placed on the north side of the roof; is this an aesthetic request? Typically solar panels are placed on the West, Southwest or South side of buildings to get the most out of production? Please clarify.

a. The roof of the facility has a west-facing pitch so the panels on the north end of the roof are not actually titled northward. Placing the panels on the north end of the roof puts the panels closer to the electrical service panel reducing the distance for wiring.

(4) What is assumed to be “completed entire work”?

a. Completed work is when all tasks delineated in the Scope of Work are completed and the Government’s representative confirms acceptance.

(5) Please clarify alternative work hours authorized. Our organization typically begins work at 06:00AM and completes work NLT 04:30PM. Are these hours acceptable?

a. The proposed alternative schedule is acceptable to the Government.
