About this file

This document is a Questions and Answers (Q&A) file for the SPRNCA Boundary Fence Phase II federal contract opportunity (Solicitation Number 140L0625B0011). The Q&A addresses 12 specific inquiries from potential contractors regarding the fence construction project, covering details such as steel t-post specifications, survey requirements, Davis-Bacon wage rates, and construction parameters. Key clarifications include: construction activities may not begin before November 1, 2025, the surveyor is only required to stake the fence alignment, the project is classified as a heavy construction project, and the fence must follow the surveyed alignment within 1 foot horizontally. The Bureau of Land Management (BLM) will handle coordination with private landowners, and while site visits are encouraged, they are not mandatory for bidding. The project involves constructing approximately 28.54 miles of boundary fence, with substantial portions requiring land clearing and stress panels to accommodate terrain variations.

SOW steel t posts page 5 Can we use green t posts with lime colored tip, instead of the sliver or white tips?

Specs attached.

Per Section A.4 of the Statement of Work, Steel

Fence T-Posts shall be green with white or silver tops, ‘T’ bar type, with a welded or riveted anchor plate. T-posts shall conform to ASTM

A702.

Surveyor SOW page 2, 7 When will the survory be able to start surveying the fence after the award?

Construction activities, including alignment staking may not begin before November 1, 2025, unless written authorization is provided by BLM.

Surveyor SOW page 2, 7

Do you need the surveyor to provide reports and maps or just stake the fence line?

The surveyor is only required to stake the fence alignment in the field based on control point data provided by BLM. Submittal of formal survey reports or maps is not required. However, the

Contractor must ensure that:

All staked points are clearly visible and maintained throughout construction.

The alignment follows the BLM-provided control points and monument descriptions accurately.

The Contractor notifies BLM if any survey monuments are missing, damaged, or not found.

Davis Bacon Wage

Rate

Instead of General Decision Number

AZ20250055 Construction Type: Heavy which has a general labor rate of $27.41 and $9.26 finges = total $36.67 an hour, would you consider replacing it with General Decision

Number AZ20250035 Construction Type:

Highway with a fence errector rate of $22.00 and $4.03 fringes = $26.03 an hour? The former rate is not reasonable for this type of work the later rate is high for this category of work but more reasonable. Please see attached.

This project is classified as a heavy project. We are not building anything associated with a highway or other similar project.

SOW page 1, para 4 The SOW says fence must follow survey as accurate as possible? What does that mean?

1ft deviation?

Within 1 foot horizontally of the surveyed alignment on either side of the monument line.

Contractor will ensure the fence closely follows the surveyed alignment based on BLM-provided control points

SOW

page 2, C. Location-

a. Will coordination with private land owners be made by the BLM?

The BLM will be responsible for coordinating with private landowners prior to the start of construction in areas where the fence alignment is adjacent to private property.

Are there any important details or decisions from the pre-bid meeting that I should be aware of? No

SPRNCA Boundary Fence Phase II

If we can not attend the site visit, does that discqualigy us from bidding?

No, site visits are not mandatory but are highly encouraged.

is there an estimated percentage of the total fence line foortage that will require clearing ?

No formal percentage is provided; however, contractors should anticipate that a substantial portion of the 28.54 miles of fence line will require clearing to facilitate construction.

Is there an estimated count of how many stress panels will be required for elevation change across all the phases?

The SOW provides estimated quantities of stress panels for each phase, which include both standard interval placements (e.g., every ¼ mile) and additional panels needed due to elevation changes and terrain.

Do we specifically want lime green fencing with a white top? The cost difference between including the white top and omitting it is substantial.

Per Section A.4 of the Statement of Work, Steel
