  • The questions and answers provide clarification on the placement of overburden, the quantity and placement of crushed aggregate, and the requirements for measuring the quantity of crushed aggregate. Additional details are provided on the typical section for the improved outlet channel and the quantity of common fill required for the project.
  • The solicitation requires the contractor to meet specific specifications for the road repair work, including weighing the crushed aggregate. However, the government is open to alternative methods for confirming the quantity of crushed aggregate, such as surveys of stockpiled material.

Solicitation Inquiries

Solicitation: 140L0624R0040 Title: GAOA Nome Creek Road Repair

Inquiry number

Document (Drawing, Spec, Attachment, Solicitation) Page/Sheet/

Section Question Government Response 1 Will the contractor be required to replace overburdened on excavated channel slopes?

The placement of overburden at the gravel source pit will be according to the approved final reclamation plan. It is the intent that any disturbed area within the pit as a consequense of these construction activities will recieve overburden except where underwater and outside the litoral zones.

2 Response to question #3 (Amendment 3 Attachment 10) indicates the intent may be to leave 10,000 cubic yards crushed aggregate spread over site areas. However, note #20 on sheet MX-01 indicates this is to only be mined gravel, not mined and crushed. Please clarify whether this is to be mined crushed and placed, or just mined and placed?

Item #20 of "STREAM CROSSING NOTES" of sheet MX01 shall be modified to: MINE SUFFICIENT GRAVEL MATERIAL FOR PROJECT

PLUS A 10,000 CY CONTINGENCY OF CRUSHED AGGREGATE.

UPON PROJECT COMPLETION SPREAD EXCESS MATERIAL AND

CRUSHED AGGREGATE OVER THE MATERIAL SITE CIRCULATION

AND STAGING AREAS AS PART OF THE PIT RECLAMATION. FINAL

EXTENTS AND DEPTHS OF CRUSHED AGGREGATE SHALL BE AS

DIRECTED BY BLM PER APPROVED FINAL RECLAMATION PLAN".

3 Response to question #3 (Amendment 3 Attachment 10) indicates the government wants this material scaled to confirm quantity performed. Material spread from a stockpile does not require hauling so there will not be any way to weigh the material. However, stockpile volume measurements are quite accurate, will stockpile quantity measurements be satisfactory?

The contractor will be required to meet the specifications of weighing crushed aggregate according to the specifications. It is intended that the aggregatge will be weighed when leaving the pit or within the pit. If a alternate method of confiming quantities is presented in Submittal phase such as surveys of stockpiled material before and after including shrink swell, weight measurements, quality control, etc. The government will entertain options for crushed aggregate confirmation as an alternate to weight measurements.

Section Question Government Response 4 Will contractors be provided a typical section for the improved outlet channel? Please address the depth required: only to water table? Water table minus 1 foot? To bedrock? What slopes should be left? Width of channel?

The contractor will develop typical sections of the outlet channel per the Final Reclamation Plan similar in dimensions as scaled from the addendum Pit drawings on MX-01. The depth and slopes of the outlet channels shall be determined from the final excavated pit conditions that protect the pit in an event that water floods the pit and the outlet channel will provide an overflow that minimizes erosion.

5 The road typical section in the plans shows common fill on the side slopes, the take off table on sheet B-001 does not show a common fill quantity. Is there an estimate for common fill?

Provide the quantity estimate or cross sections/ Cad Files to calculate it.

Amendment 3 Attachment 10 Question 1 Government revised response: The typical secions of A-100 show both both structural fill and common fill. Both quantities are included in the Estimate of Quantities table for item "Structural Fill". The 116,713 Cubic yards includes both structural fill and the common fill.
