Sources Sought Notice
Purpose: This is a Sources Sought notice for the purpose of conducting market research. Proposals are
NOT being requested, nor accepted at this time. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management
(BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to repair Wildcat Canyon Dam located in Sublette and
Lincoln counties in Southwest Wyoming.
North American Industry Classification System (NAICS) code: 237990 – Other Heavy and Civil
Engineering Construction
Small Business Size Standard: $39.5 Million
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
Magnitude of Construction: Between $1,000,000 and $5,000,000
Anticipated Period of Performance: 425 calendar days after issuance of the notice to proceed.
Submission / Response Contents: Interested businesses (small or large) should submit the following information:
(1) Company name, DUNS number, SAM UEI number, address, point of contact, telephone number, and email address https://www.blm.gov/
(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows:
A) SBA certified Historically Underutilized Business Zone (HUBZone) business
B) Service-Disabled Veteran-Owned Small (SDVOSB) business
C) SBA certified Woman Owned Small (WOSB) business
D) Economically Disadvantaged Woman Owned Small (EDWOSB) business
E) 8(a) business (include program entry and expiration)
F) Socio-economically disadvantaged business
G) Indian-owned small business economic enterprise
(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.
(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude. Information regarding projects completed under similar construction conditions is requested.
(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
