About this file

This document is a set of responses to questions received regarding a Request for Quotation (RFQ) for Statewide Wyoming Terrestrial Data Collection Support using the Bureau of Land Management's (BLM) Assessment, Inventory, Monitoring (AIM) Protocols. The RFQ will result in a firm-fixed-price contract with one CLIN per performance period, inclusive of the prime contractor's burdened labor, travel, and other costs required to perform the work detailed in the Performance Work Statement (PWS). The pricing should be submitted on the provided Price Worksheet, which does not require separate pricing for subcontractor costs. The quoted price will be evaluated for fair and reasonable pricing, and quoters required to submit a Subcontracting Plan should refer to the applicable FAR requirements. The key details regarding the contract structure and pricing requirements are provided in the response to the questions.

Question Number

RFQ

Section Pg./Para. Questions/Comments

1) Price Worksheet

Q: How should subcontractor costs be included on the Price Worksheet? As a lump sum amount or under the prime contractor’s rates for labor, travel & ODCs?

Response:

This RFQ will result in a Firm fixed priced (FFP) contract for acquisition of commercial services with one CLIN per performance period inclusive of the Prime Quoter’s burdened labor, travel and other costs that may be required to perform the requirements in the PWS.

Price in this context means the actual cost plus any fee or profit applicable to the FFP.

While the Government provided Price Worksheet (Atch 2) does require the contractor to provide break out the elements of its total price for burdened labor, travel and other items, as deemed necessary to perform the PWS tasks in support of the total price quoted, it does not require a separate submission for subcontract pricing.

As stated in the evaluation criteria (52.212-2 Addendum), The quoted price will be evaluated for fair and reasonable pricing in accordance with FAR 13.106-3.

Quoters required to submit a Subcontract Plan are reminded to reference FAR 19.704 Subcontracting Plan Requirements, for any relative information required.

2) Price Worksheet

Q: Will the contract be awarded with a single FFP CLIN per year or will labor, travel, and ODCs be separated into multiple CLINs per year?

Response: See response to question 1.

3) PWS Section 9 Q: Is G&A able to be applied to ODCs?

Response: See response to question 1.
