Questions and Answers #1

1)Q: Can a first-tier subcontractor’s experience be used for Factor 1, Experience section and Factor 3, Past Performance in the proposal submittal based on the following rule published October 16, 2020?

13 C.F.R. 125.2(g), says:

When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.

A: Yes, experience and past performance information from a first-tier subcontractor will be acceptable.

The amended solicitation includes updated submission instructions in the experience and past performance section that provides additional details.

2)Q: Do we need to pull the culvert pipe on the Calvinco wash site? We are curious what reclamation needs to be done at that location.

A: Yes, the culvert will need to be pulled and the road will need to be repaired by building a low water crossing and pulling the existing road down into the wash with a slope that the rig and heavy equipment can access the location.

3)Q: Are there any pictures that detail what the Calvinco road looks like past the wash? We can kind of see it on Google Earth, but it is quite hazy with greenery. Additionally, this road looks like all lease road, do we need to reclaim from the wash site to the well? Seeding, contouring, etc.?

A: The road will need to be cleared of heavy vegetation and a few large boulders. Some of them are the size of a small car. Those can be pushed off the road into the wash below. Reclamation of the road will include a little recontouring by pulled 50% of the road surface up to match the hill side, as much as possible. Leave the surface rough and seed according to the reclamation plan in attachment.

4)Q: How soon could we possibly get more detail or even a map of the flow line distance we need to remove at the Wilson 33-2? That was an unresolved issue from the site visit.

A: The pipeline for the Wilson 33-2 will need to be removed to the first pipeline junction 50’ from location. The rest of the pipeline will stay for the other well down the road.

5)Q: Which well was the only one that needs contouring? Can additional information be provided?

A: On location with that site it was decided not to recontour the pad any more. This location has good vegetation as well. As much vegetation as possible needs to be salvage when access the location for plugging. This should include brush hogging the existing brush to not destroy the roots.
