About this file

This document is a sample task order under a multiple award indefinite delivery/indefinite quantity contract for the remediation of legacy oil and gas wells on federal land in Alaska.

The task order outlines requirements for the full remediation of up to five wells located in the Oumalik area, including Oumalik #1, Oumalik Core Test #2, Oumalik Core Test #11, Oumalik Core Test #12, and potentially East Oumalik #1. Remediation services are to be performed in accordance with the attached performance work statement. The anticipated period of performance is September 2021 through August 2023 with an order of magnitude value over $10 million. Well histories, schematics, and proposed plugging plans are provided for reference. The Bureau of Land Management is listed as the contracting agency.

REQUEST FOR PROPOSAL 140L0621R0006

SAMPLE TASK ORDER under IDIQ Contract

NPRA Alaska Legacy and Abandoned Wells

OUMALIK WELLS

Type of Contract: Firm Fixed Priced (FFP), Single Award Task Order

Place of Performance: National Petroleum Reserve-Alaska (NPR-A), approximately 55 miles southeast of

Atqasuk, 100 miles west/northwest of Umiat, and 100 miles south of Utqiaġvik, Alaska.

Anticipated Period of Performance: September 2021-August 2023

Order of Magnitude: Over $10,000,000

1. Background

The BLM anticipates awarding a Task Order for full remediation of up to 5 wells in the Oumalik cluster concurrent with the award of the IDIQ contract and will fulfill the minimum guarantee for one of the successful offerors.

2. Task Order Basic Requirements

Perform remediation services in accordance with the IDIQ NPRA Legacy and Abandoned Wells

Performance Work Statement (PWS) (Contract Attachment 1) for 5 legacy well sites.

• Oumalik #1: Complete all performance objectives outlined in the PWS. As outlined in the PWS

3.8.2 a rig capable of drilling to proposed bottom plug depth is required.

• Oumalik Core Test #2: Complete all performance objectives outlined in the PWS.

• Oumalik Core Test #11: Complete all performance objectives outlined in the PWS.

• Oumalik Core Test #12: Complete all performance objectives outlined in the PWS.

3. Optional Unfunded Requirements

In addition to the 4 wells listed above, the government may include an additional well site in the Task Order subject to the availability of funds at time of Task Order award.

• East Oumalik #1: Complete all performance objectives outlined in the PWS. As outlined in the PWS 3.8.2 a rig capable of drilling to proposed bottom plug depth is required.

Attachment 5 - Sample Task Order Page 1 of 12

4. Legacy Well Site Descriptions And History

A general site description and history for each of the wells identified in this Task Order can be found in the BLM Legacy Wells Summary Report, 2013. Site location coordinates provided in the Summary Report are approximate.

Oumalik #1 was drilled in 1950 by the U.S. Navy. It was classified as a dry hole. The well was drilled to a total depth of 11,872 feet and cased to 2762 feet. Oumalik #1 was the deepest well drilled in the early U.S.

Navy Program. The well location was positioned on the apex of the Oumalik Anticline and drilled with the intent of revealing the oil, gas, and water content of the penetrated stratigraphy. Two cement plugs were set; the shallowest is at 2,543 feet. There are numerous surface debris spread over a large area including pipes leftover from a refrigerant system near the well area.

Oumalik Core Test #2 was drilled in September of 1947 to a total depth of 190 feet. It is located approximately 20 feet northwest of Oumalik #1. There were no oil or gas shows. The hole was abandoned due to a stuck drill pipe. Currently there are no cement plugs in the well and no wellhead. Surface debris are the same as Oumalik #1.

Oumalik Core Test #11 was drilled in March of 1949 to a total depth of 303 feet. It is located approximately 24 feet south of Oumalik #1. There were no oil or gas shows. Currently there are no cement plugs in the well and no wellhead. Surface debris are the same as Oumalik #1.

Oumalik Core Test #12 was drilled in April of 1949 to a total depth of 300 feet. It is located approximately 56 feet south of Oumalik #1. There were no oil or gas shows. Currently there are no cement plugs in the well and no wellhead. Surface debris are the same as Oumalik #1.

East Oumalik #1 was drilled in in 1950 and reached a total depth of 6,035 feet. The well is cased to 1,100 feet and was classified as a dry hole. East Oumalik #1 is located on a ridge overlooking the Oumalik River.

Currently there are no cement plugs in the well. Debris scattered around the well area include metal pipes sticking up out of the ground and lumber as well as a wooden cellar.

5. Well Bore Diagrams (pages 3-12 of this document)

The first is a graphic representation of the “current state” is a graphic representation of all that is known of the well history. Documentation may not be complete and subsurface conditions may have changed in the time that has elapsed since the wells were shut-in. The government makes no guarantees about the condition of the wells. The second schematic labeled “proposed” represents the desired end state of the well and is a suggested approach to plugging the well. It is not a strict prescription of a singular plugging method and other approaches may be proposed provided they meet all regulatory requirements.
