This preproposal conference commenced on March 31, 2021 at 1:00 p.m. MT. The purpose of the conference was to assist interested parties in understanding the solicitation/contract requirements. At the beginning of the meeting the Contracting Officer informed all attendees that this conference was not to be considered the official solicitation requirements and may not be all inclusive. The attendees were also reminded that it was the interested parties’ responsibilities to ensure understanding of the AK2CC requirement and to ensure adequacy of their proposal submission.
Question: If we are awarded the contract for a specific region and then we are unable to assemble a crew prior to the MAP, what are the associated penalties?
BLM Response: The BLM and AFS realizes that because of various reasons the solicitation has gone out late in the season. Any awards made off this solicitation, contractors will need additional time to prepare (gear loaded in and training done). The contractor shall have crew available 60 days after contract
Question: If we have gross receipts greater than $20M are we precluded from participating?
BLM Response: This is an unrestricted acquisition where small businesses, large businesses, and/or non-profits can propose.
Question: If unable to perform, would we forfeit the contract? What penalty would happen?
BLM Response: If unable to perform as required by the contract then performance would be at risk of a termination for default.
Question: To clarify, if we are unable to assemble a crew after being awarded the contract, and cannot by the deadline, do we just not receive the minimum guarantee and can try again for the following?
BLM Response: If unable to assemble a crew by the required timeframe, performance would be at risk of termination for default.
Question: Is a Real ID required to get on base? What other options/waivers may be available?
BLM Response: Right now, real ID is not required on to gain access to Fort Wainwright, but you must have a current/active photo ID to get a visitor’s pass. The real ID compliance will occur in October 2021.
Question: Does the Wage Determination apply for labor rates on project work?
BLM Response: The Wage Determination in the solicitation and incorporated into any resultant contract is a national Wage Determination that will apply to project work.
Question: Is there a percentage or dollar amount defined (Small Business Subcontracting Plan)?
BLM Response: Reference FAR 52.219-9 in the solicitation. At the bottom of this clause there is a percentage identified for BLM goals.
Question: What does the small business subcontracting percentages apply to?
BLM Response: Total contract value.
Question: Does using the radios cause us to say “yes” we do use covered equipment?
BLM Response: The radios have been vetted through the BLM and have been approved for use.
The contractors will not be required to address government-provided radios within this provision.
Question: Question about indirect rates – Can we apply those to the pricing schedules, specifically for reimbursable travel and material cost? Are federally negotiated rates relevant?
BLM Response: As stated in the solicitation, offeror’s proposed fixed-priced hourly rates shall include, but are not limited to, all labor, supplies, personal protective equipment, materials, State and Federal taxes including workman’s compensation costs, insurance, overhead, and profit.
Question: Can we get access to prior season CPARS and use BLM as a reference?
BLM Response: The CPARS report has not been generated for the current contracts so you will not have access to the CPARS report yet. The BLM can be used as a reference for past performance identifying reference citation number as the task order number.
Question: Is this presentation available?
BLM Response: This presentation will be made available with Amendment 0002 to the solicitation.
Question: What is the expected turnaround time for crew assembly once an order is received?
BLM Response: Reference solicitation section C.18.5, The Contractor has two (2) hours to determine availability and required to have the crew ready at the agreed upon assembly points within 3-hours.
Question: Is there a requirement to have hand crews and equipment based locally in Alaska?
BLM Response: Reference solicitation section C.17, the crew must be physically located during the mandatory availability period within the region.
