What permitting requirements must we follow, i.e., ADOT Approved Traffic Control Plan, SWPPP? This road is BLM owned. No special permits are required like ADOT permits or SWPPP. Some counties have required permits for dust control or various activities and contractor is required to research and provide those permits if needed.
2. In Section 635.03 it is stated to provide flaggers and/or pilot car. Will flaggers or pilot cars be required for the gravel detour roads or will signage and barricades be sufficient? Signage and barricades are sufficient. No need for flaggers or pilot cars.
3. Section 635.04 state “Furnish, install and maintain temporary traffic control devices adjacent to and within the project as required by the MUTCD, traffic control plan and Section 156.”
MUTCD does not have a Section 156. AZDOT does not have a Section 156, Arizona Department of Transportation Standard Specifications do not have a Section 156, please explain where Section 156 can be found. Contractor to submit traffic control plan. Follow approved traffic control plan and MUTCD requirements.
4. BLM announced Road Closures for Haekel Road in the fall of 2020, was that announcement for this project? The BLM Announcement stated that signs will be posted at Bowie and Safford? Will these signs be the responsibility of the Contractor? The road closures were not for this project. Contractor is in charge of creating a traffic control plan and all signs and barricades for the duration of the project.
5. Are there liquidated damages on this project? If so, what are they? No.
6. Is there a government location that we may dispose of asphalt or grubbings close to the site? No, any trash/material removed and not used will need to be hauled away and contractor’s responsibility for disposal.
7. Due to COVID-19 will the required bi-weekly progress meetings (Section 013100 E) be on site or virtual? Virtual/phone calls.
8. In Section 017300 1.5.A Bathymetric Surveying, it is listed as a required qualification for the professional land surveyor used for this project. Is Bathymetric Surveying needed for this project? Is this a requirement for the surveyor used for this project? Bathymetric surveying is not required. Construction survey is required to ensure pipes are placed in correct locations. Site 3 needs to be surveyed before removal to ensure proper placement of new pipe.
9. Sections 01400 1.8.B&C indicate that a Manufacturer’s Technical Representative and a Factory Authorized Service Representative will need to be on site. Is this applicable for this project? If so, for what materials? This is not required.
10. In Section 011000 1.2.B the Specifications state: “Any damage to detour roads during construction phase will need to be addressed and repaired by contractor.” Also, in Section 011000 1.3 the Specifications state: “Activity on this project may not begin prior to April 15, 2021 nor extend beyond 90 days.” Understanding that South East Arizona’s Monsoon Season runs between June and September and knowing that this area is prone to flash floods and roads washing out; is there any provision for protection of the Contractor against Monsoon type weather and having to rebuild these detour roads multiple times? It has come to the attention of this Contractor that for a previous project on Haekel Road, the temporary roads were replaced 6 times due to inclement weather. Weather delays would be unforeseen site conditions. BLM and contractor will work together to come up with a solution to complete project if weather delays happen. Contractor to ensure detour road is safe and passable at all times.
11. Please provide construction regulations for temporary gravel detour roads. Do we need to install temporary culverts in these detour roads? Will the Government or Contractor be responsible for supplying these temporary culverts? Temporary culverts are not required.
Detour road will be graded natural material with base course on top layer to give some compaction and a safe drivable surface. Roads are to be maintained as traffic needs to be able to pass at all times.
12. Is there any additional horizontal control on walls, pipes, riprap and roadway that is going to be provided to assist with the layout? As the plans are drawn up, there is no way to provide any survey layout. No, the survey is to ensure proper placement and flow of the pipes. The cutoff walls are for site 1 and need to be measured out to ensure with survey the pipes are placed correctly. The road will follow existing road path. Rip-rap to be placed around pipes and in front.
13. Can we get a detail for the riprap showing dimensions and depths? There is no detail. Depth would be roughly 1 size rocks (6”-9” sized rip rap) 4-foot apron in front of culverts. End of apron provide 2’ deep grouted rip rap. Place grouted rip rap around sides of pipes, in between pipes, and on the fill material directly above pipes. Dimensions vary based on site. Calculate based on site with how many pipes there are. Drawings show spacing of pipes from survey. See photo from previous job. Grouted rip rap will be similar, but also needs to incorporate a 4-foot apron out front.
14. Are the flared ends of the pipe to be placed up stream? Are both ends of the culvert to be flared? There are no flared ends on the pipes. The pipes are to be pipe arched ends.
15. What gauge is the arch? Does the arch gauge vary between the different culvert sizes? The pipe arch culverts are 12-gauge steel. Same as the full length of pipes. The gauge does not vary between different sizes.
16. Do you want an asphalt or any other coating on the culverts? The pipes are to be galvanized steel as noted in summary of work. No other coatings are required.
17. Do the cutoff walls require a concrete footing or just 6" of base material beneath it? Could you provide more detail? 6” compacted base course at 95%.
18. Can you confirm if flaggers are required as part of the traffic control? Flaggers and pilot cars are not needed. Signs and barricade devices are required.
19. Are the detour roads expected to have a culvert put under them and filled to match the grade on the sides of the wash, or will graded low water crossings through the wash be sufficient? Graded natural material around the project site and through the wash. Base course needs to be the top layer to give stability for traffic. Detour road through wash needs to be built up as the steep incline of the sides might not be passable.
20. What are the expectations for temporary erosion control while construction is underway? Monitor is only expectation.
21. Are all the permits in place for the structures being placed in the washes or will additional permits/engineering be required? (water flow analysis, additional layout/design requirements) No.
special permits or engineering required. Contractor to research and ensure county does not have certain permits like dust control permit. Contractor’s responsibility to get permits. SWPPP not required.
