Requirement Title: Jawbone Station Fuel Tanks
Solicitation #: 140L0620Q0073
Attachment 6 - Contractor Questions and Answers (QAs)
# Question Answer
1 I see that the scope is the same that you sent me initially however I provided a quote for a single three-way split tank. Do I need to follow the scope, or can I submit the lesser cost of a single tank?
The Government will not consider substitutions during the solicitation process. All proposed substitutions will be taken into consideration during the contract submittal process when award has been made.
2 The scope is still vague and does not include the required items as I detailed in my proposal (i.e concrete drive slab, emergency shut off switch etc.). Am I to assume that the intent of this scope is to provide a brief outline and we as the contractor to provide a complete system meeting all codes, with no exception for ignorant exclusion?
The RFQ on Page 3 under General (e) states, “If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the Contracting Officer in writing (email is the preferred method) with supporting rationale by the question deadline specified on the cover page of this document.” Please provide questions of what is vague in the RFQ and what you believe the
Government need to address. This way we can address your concerns in a formal matter and/or make corrections to the contract documents.
3 Statement of Work alludes to two separate tanks: a 1000 gallon split 500/500 for dyed and regular diesel and a separate 500 gallon tank for gasoline, however, Item
00010 specifies only one 1000 gallon tank split 500/500.
The Government is not asking for an itemized price but rather a firm fixed price lump sum amount for all work on this project. In 0010, please provide the lump sum firm fixed price to complete this requirement.
4 Assuming the third tank is to be included would BLM consider a 1500 gallon tank with three 500 gallon compartments. There would be a significant savings compared to two individual tanks.
The Contractor needs to adhere to the specification as noted in the solicitation. The requirement is to
Furnish and install Con Vault / Fire Guard style
(AST) UL-2085 fuel storage system that meets all
California Health and Safety Codes and
Regulations. (1) self-contained 1000 gal. AST, 500/500 Split, and Furnish and install (1) self-contained 500 gal. AST, 5 Would BLM consider setting the tank(s) on a precast concrete slab that meets manufacturers specifications for the tank(s). There would be a significant savings compared to a formed in place and poured slab.
A precast concrete slab that meets manufacturers specifications for the tank(s) and California Health and Safety Codes will be acceptable.
