1. INTRODUCTION
1.1. General
This statement of work (SOW) issued by the Bureau of Land Management (BLM) is for physical repair of steel communications towers within the state of Alaska and for installation of an Aviat Eclipse Microwave System. Physical climbing of the communication towers is required; This scope of work describes the minimum level of performance required by the government. Alternate locations are not accepted. A complete report of repairs will be needed upon completion of project.
1.2. Location
Five (5) Radio Infrastructure (RI) sites within the state of Alaska. See section 2 for specific locations.
1.3. Background Comment by Schumacher, Mariah L: Trim down
The Department of Interior Office of Chief Information Officer (DOI OCIO) policy requires that all DOI Telecommunications Towers must meet ANSI/TIA-222 standards. Per ANSI/TIA-222 Revision G, structural inspections are required for self-supported towers every 5 years, and guyed towers every three years. Inspections were performed in Spring of 2023 and identified a list of minor repairs required for each site. A new Aviat Eclipse Microwave System was purchased by BLM Alaska Fire Service in 2020, but tower inspections had to be performed before installation could commence. The intent of this project is to perform repairs needed for ANSI/TIA-222 compliance for each tower noted in this document, as well as install the Aviat Eclipse Microwave System on the Ester Dome and Fort Wainwright towers and add hot standby ODU to Totson Aviat Eclipse and realign path between Totson and Galena.
1.4. Description of Work
The vendor will contact BLM point of contact (POC) for the 5 Radio Infrastructure (RI) sites to coordinate scheduling and access to each RI site. Vendor will perform repairs identified in prior inspection report and install Aviat Eclipse Microwave System. Final report shall include formatted digital photos of repairs and installed equipment.
1.5. Government Furnished Items
Government shall provide all parts required for Aviat Eclipse Microwave installation. No additional items will be furnished by the BLM under this contract. The Contractor shall furnish all items associated with tower repair.
1.6. Government Furnished Transportation
BLM will provide fixed-wing air transportation from Fort Wainwright AK to Galena AK and Fort Yukon AK, ground transportation within Galena AK, and helicopter transportation from Galena AK to Totson Mt. site for all Contractor personnel and equipment. Contractor must coordinate with POC in advance for approval of personnel numbers and equipment weight for Totson Mt. site due to Helicopter weight/space limitations.
Contractor will provide own transportation to Fairbanks Alaska and ground transportation within the Fairbanks area to the Fort Wainwright and Ester Dome sites.
Fort Wainwright site is located on a US Army Installation. Contractor is responsible for obtaining base access passes for all personnel.

The vendor will use the current revision of ANSI/TIA-222 to determine structural reliability of steel communication tower. The vendor will submit final documentation and photos to the AFS Radio Shop
The vendor tasks will consist of:
1- Coordination with POC.
2- Perform repairs to all tower site findings in previous ANSI/TIA-222 inspection reports.
3- Install and align Aviat Eclipse Microwave System on Fort Wainwright and Ester Dome Towers.
4- Install hot standby ODU on Totson tower and realign path between Totson and Galena towers.
| 5- | Prepare digital reports with repairs and formatted digital photos for each site above. |
| 6- | Files and all information associated with the performance of this task will be provided to BLM. |
3. GENERAL REQUIREMENTS Comment by Schumacher, Mariah L: Competent climber requirement?
3.1. Scope of Work Requirements
The project will include the following:
1. Review site data.
2. Provide project submittals.
3. Provide schedule of work.
4. Provide project safety plan.
5. Plan site visits.
6. Secure work area and provide for continued access to the facility and BLM operations.
7. Perform tower repairs, microwave installation and path alignments.
8. Verify safety and operability of all project sites.
9. Provide documentation and photos of completed work.
3.2. Project Submittals
The following deliverables shall be submitted a minimum of one week prior to the first inspection:
| A. | Letter designating your Project Supervisor (individual must always be present during performance in the Government facilities). |
| B. | Project Schedule |
| C. | Accident Prevention Program |
| D. | List of subcontractors (must be same as in the offeror’s response package). Prime contractor is responsible for making sure all subcontractors follow applicable labor standards. |
| E. | Evidence of liability insurance coverage and workmen’s compensation for the contractor. |
3.3. Accident Prevention
Accident Prevention Program: Prior to the first inspection, submit an accident prevention program. The program must be accepted by the BLM before any on site work can begin. The program shall comply with OSHA and project requirements. Include the following: Will sign letter of release of liability to the government before climbing towers.
Name of responsible supervisor to carry out the program; periodic safety meetings; first aid procedures; outline of each phase of work, hazards associated with each phase and methods proposed to ensure property protection and safety of the public, Bureau of Land Management staff and contractor employees; training; and planning for possible emergency situations.
Note: Work is to be performed at unprotected structures high above ground level. Work requires the submittal of Site-Specific Job Safety Analysis (JSA) and Site-Specific Fall Protection Plan.
Accident Prevention Products:
Provide the following:
A. First aid facilities.
B. Fall Protection Equipment: meet requirements of American National Standards Institute / American Society of Safety Professionals (ANSI/ASSE) Z359 Fall Protection and Fall Restraint Standards.
C. Fall protection plan.
D. Hard hats for all employees.
E. Designate and post signs in all hardhat areas.
Accident Reporting:
Reportable accidents, defined as death, occupational disease, traumatic injury to contractor’s personnel, BLM employees or the public, property damage of any accident in excess of $100, and fires, must be reported within seven days. Complete the Accident/Property Damage Report, and forward to the Contracting Officer.
4. Deliverables The vendor will provide all intellectual property to BLM via electronic delivery.
4.1. Schedule of Deliverables
Physical repair work will be completed by August 15th, 2024. Repairs will address issues identified in attached inspection reports.

4.2. Project Close-out
Cleaning: Before departing site after each inspection, remove all tools, equipment, surplus materials, and rubbish.
Reports: Provide report of repairs performed at each site.
Site Photos: Provide detailed, high-resolution photographs of each repair.
