About this file

This is an Amendment (Amendment 2) to a Request for Quote (RFQ) for portable restroom rental and cleaning services for the Bureau of Land Management's Lower Potomac Field Station (LPFS) in Lorton, VA. The solicitation is a Total Small Business Set-Aside for a Blanket Purchase Agreement (BPA) with a base year and four one-year option periods under NAICS code 562991 (Septic Tank and Related Services), with a small business size standard of $9.0M.

The BLM currently requires one standard portable restroom and one ADA-accessible portable restroom, with bi-weekly cleaning services at the Meadowood Special Recreation Management Area. The government may request up to ten additional portable restrooms or portable sinks annually. The amendment provides answers to two previously unanswered questions regarding insurance requirements and responsibility for vandalism-related damages. Quotes are due by 5/2/2025 at 17:00 ET via email, with a total estimated BPA value of $40,000 over five years. The government will evaluate quotes based on technical capabilities, past performance, and price, with technical and past performance factors being significantly more important than price.
