About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract (Amendment One) for a Blanket Purchase Agreement (BPA) for portable restroom services at the Lower Potomac Field Station (LPFS). The amendment, issued by the Bureau of Land Management, provides clarifications and answers to potential vendors' questions about the solicitation. Key details include a base year with four option years for portable toilet rental and cleaning services, with requirements for bi-weekly cleaning of two toilets (one standard and one ADA-compliant) totaling 26 cleanings per year.

The solicitation allows for up to 10 additional short-term portable toilet rentals per year, typically for weekend events, with no cleaning required during short-term rentals. Responses are due by 5:00 PM ET on 5/2/2025 via email to orollins@blm.gov. The government emphasizes that this is a pre-arranged contract to facilitate easier procurement of portable restroom services, with pricing to be established for individual rental units and cleaning services. Notably, there is no incumbent contractor for this service, and the first BPA call will cover two toilets with 26 cleanings per year.

Change

1 Clarification on Pricing for Option Years

The solicitation references a base year plus four option years, but I do not see a breakdown of pricing by year in the documents. Should pricing for each option year be

This is a BPA (Blanket Purchase

Agreement) set up. BPA is a pre-arranged contract (similar to catalogues) that sets terms and conditions for future purchases, making it easier for the Government to procure goods and services as needed.

We need your price per rental unit / a single instance of cleaning of regular and

ADA toilets that you would provide each year. BPA Call Orders will tell how many units or cleanings will be required for the specific year.

2 Clarification on “Bi-Weekly” Service

Frequency o For clarification, does “bi-weekly” refer to cleaning every other week (i.e., two times per month), as opposed to twice per week?

Cleaning is required once in two weeks

(two times per month).

3 Historical Use and Clarification of

Additional Units o Over the past 5 years, how often has the

LPFS requested additional portable restrooms, ADA units, or hand wash stations under this type of service?

o Regarding the “up to ten (10) additional units per year” mentioned in the RFQ:

This solicitation establishes the Blanket

Purchase Agreement (BPA). You can consider it as a catalog with your fixed offered prices for each year of the agreement. The first Call under this BPA will be for one long-term standard portable toilet rental and cleaning services for it and cleaning of one more ADA portable toilet owned by the Government. Additional toilets (up to 10) will be purchased under this established BPA once the need arises.

Change

▪ Is this volume baked into the annual pricing, or will each unit be priced per individual request?

▪ For the cleaning service—does “10 additional units” refer to up to 10 portable toilets/sinks with unlimited bi-weekly cleanings when requested?

▪ Or is it meant to refer to 10 total additional cleaning events per year regardless of how many units are rented?

The BPA calls for short-term rentals will be issued separately each time when needs arise.

- 10 portable toilets (maybe less / maybe more) are usually rented for the weekends only (short term rentals). They are expected to be brought clean. No cleaning is required during the short-term rent

(usually up to three days).

- No, it does not refer to 10 total additional cleaning events.

4 Clarification on Pricing for Additional Units o Should pricing for temporary units

(standard restroom, ADA unit, sink) be included now in Attachment 2, or will those prices be solicited on a per-call basis?

All prices are requested now to establish the BPA. No individual BPA Call solicitations will be done. Only one BPA will be awarded with this solicitation.

5 Security and Access Details for Sites o Will access codes, locked gates, or escort requirements vary by site, or is access standardized across all listed trailhead locations?

Any sites that are behind a gate/fence will be provide the code to unlock the gate/fence. One site is (ADA toilet) is behind a fence while the new rentable toilet will be placed at the trailhead. Any short-term rentals (toilets/sinks), the location and access code would be provided.

6 Documentation of Completed Work o The RFQ requests email/text/online portal documentation with photos. Is there a preferred method or format, and are there any requirements regarding metadata or photo content?

Completed work – a log shall be filled out for cleaning. No emails to the Contracting

Officer needed.

7 Payment Terms o What is the anticipated payment timeline after invoice submission—Net 15, Net 30, or another term?

Please refer to Electronic Invoicing and

Payment Requirements - Invoice

Processing Platform (IPP) (February 2021) on page 20 of the solicitation.

8 Site-Specific Considerations o Are there any known seasonal closures, flooding risks, or access restrictions that could affect the delivery or cleaning schedule at any of the locations?

No specific closures, risk of flooding or environmental concerns to the location of the service. The recreation area is open 7 days a week from sunrise to sunset. The toilet sites are located at/near our trailheads. If issues/risk/safety/or upcoming project may affect the delivery/cleaning, the office will contact the service to be rescheduled.

9 Incumbent Contractor and Award History o Who is the current or most recent contractor performing this work, and what was the award amount for that contract or BPA?

No incumbent. This requirement has not been solicited and awarded before.

10 Subcontractor Performing Services

• What company is currently subcontracted to perform the portable toilet pumping and cleaning services at LPFS?

• Are you satisfied with their performance, or are there areas of service you would like to see improved?

No subcontractor.

11 Performance Feedback

• Were there any recurring issues or concerns with service performance over the last 5 years that I should be aware of so we can proactively address and improve those areas?

No issues or concerns with past service performance.

12 I would like to ask you how many times does the bathroom need to be cleaned on the biweekly basis and if they would add the extra 10 bathrooms would it stay at the same rate?

Once in two weeks (two times a month).

The extra short-term rentals up to 10 bathrooms/sinks, if rented, will not be cleaned as it would be short term rent, typically 3-day rental for weekend events.

13 Is there an incumbent? What is the contract number?

No incumbent.

14 Are there any insurance requirements for the rental equipment that bidders should factor into their quotes?

An answer will be provided with the next

Amendment.

15 In the event that portable toilets are vandalized or damaged by public users, who bears the responsibility for repairs or replacement - the contractor or the government?

An answer will be provided with the next

Amendment.

16 Is there any historical data regarding vandalism or damage to portable toilet facilities at these locations that would help bidders assess potential risk?

No historical data for damages or issues with portable toilets.

17 Government-Owned ADA Unit:

• Can you please confirm the dimensions and specifications of the ADA-compliant portable restroom located at Hidden Pond

Trailhead?

Dimensions:

57x57x80" - inside measurements

27x27x18" - toilet box (pit may be further down but could not tell how many gallons the tank is)

18 Site Accessibility:

• Are there any roadway limitations or access restrictions (e.g., size/weight limits, paved/unpaved conditions) to either:

• Mason Neck Gateway Kiosk Trailhead, or

No size or weight limitation at each site location. Portable restrooms delivery and service will be placed at/near trailhead/parking lot. An access code will be provided if the service is behind a locked gate or fence (e.g., Hidden Pond

Trailhead).

• Hidden Pond Trailhead?

19 Short-Term Rentals:

• Of the up to 10 additional short-term rentals per year:

• How many would typically be standard units vs ADA-compliant units?

• Are any of these anticipated within the next few months (e.g., spring/summer events or construction needs)?

The short-term rentals (up to 10 bathrooms/sinks if rented) will not be cleaned as it would be short term rent, typically 3-day rental for weekend events.

All rentals would be ADA-compliant units, unless requested an additional standard unit.

Anticipated short term rentals for this coming spring/summer is to be determined based on upcoming events/programs.

Historically, we have one in the summer and one in the fall (September) during our larger events.

20 For the short term units the solicitation says

"weekend". Does that mean they will only be on location for 1 weekend at a time?

Also, will there be any required cleanings during that time period?

Yes, the short-term portable toilets will be on location for one (1) weekend at a time.

Short-term rentals do not require cleaning.

21 In prep for your RFQ is there currently an incumbent in doing the work?

There is no current incumbent for this service.

22 I’d like to confirm the intended cleaning schedule for the portable restrooms. The solicitation specifies biweekly cleaning (every two weeks), totaling 26 cleanings per year. Given that these are public-use facilities, I want to ensure this is the correct frequency.

The first BPA Call Order under the established BPA with this solicitation will require a total of 26 cleanings per year for each portable toilet.

23 Whether the intent was weekly (52 cleanings per year) or twice per week (104 cleanings per year) instead? This clarification will help ensure accurate pricing and service planning.

Each portable toilet will be cleaned once in two weeks, a total of 26 times. The first

BPA call will have 26 cleanings for 2 toilets (52 in total) per year.
