Description of Work

The work the be completed under this contract includes all labor, supervision, transportation, equipment, tools, supplies, and materials (not furnished by BLM) necessary to remove and dispose of an existing reinforced concrete pipe as well as install a new corrugated metal (CM) pipe-arch and other work necessary to complete the project. Additional work to be done for completion also includes installing stream bed protection, and edge protection. The work to be completed includes, but is not limited to, de-watering the site, as necessary; tree and branch removal; excavation, demolition, and disposal of the existing culvert; furnishing and installation of the CM pipe-arch culvert; backfill and compaction of structural fill; shaping and grading streambed materials; and construction of riprap slope protection.

The Wood Thrush Loop Culvert is located within the Meadowood SRMA on the Wood Thrush Loop Trail off Gunston Road. To access the culvert, take Thompson Creek Loop trail over the truss bridge then right on Wood Thrush Loop Trail, approximately 0.25 miles beyond the field station office. This project is in Fairfax County, VA approximately 3.5 miles from Lorton, VA at latitude 38.668, longitude -77.19893.

Applicable Codes and Regulations

The Contractor shall comply with all applicable Federal, State, interstate and local laws, environmental regulations, and requirements. This includes, but is not limited to, the General Requirements (Division 100) and applicable sections of Division 150 through 700 of the Federal highway Administrations “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects – FP-14”; and Chapter 11 “Stormwater Management” of Virginia Department of Transportation’s Drainage Manual (Issued April 2002, Revised January 2021).

Section 101. – TERMS, FORMAT, DEFINITIONS

101.02 Specification Format. Delete the first sentence of the third paragraph.

101.04 Definitions. Delete the definitions for the following terms:

103.06 Contract Administration. Before beginning work, the Contracting Officer or the designated Contracting Officer’s Representative (COR) will meet with the Contractor. The meeting will be held at a time and place mutually agreeable to the Contractor and the BLM. The contract documents and the proposed work schedule will be thoroughly discussed to promote a better understanding between the Contractor and the BLM. The Contractor shall name and assign a responsible person as Project Manager and describe the extent of their authorities on the contract. He/ She shall maintain a project file to contain all correspondences, test results, and submittals pertinent to this project. During the process of the work, the Contractor shall confer with COR, as required, to assure approval of the work completed.

The COR will identify various stages of the work which will require Government approval before the Contractor proceeds with the next stage. The Contractor shall be responsible for scheduling all required inspections and approvals with the BLM and permitting agencies to prevent delays in accomplishing the work.

Section 104. – CONTROL OF WORK

104.01 Authority of the Contracting Officer (CO). Delete in its entirety.

104.02 Authority of Government Inspectors. Delete in its entirety.

104.03 Specifications and Drawings.

(a) General. Delete the text and replace with the following:

Shop drawings for any part of the permanent work shall include, but not be limited to, stress sheets, anchor bolt layouts, shop detail drawings, erection plans, equipment lists, material certifications, manufacturer’s literature, and any other information specifically required elsewhere in the specifications that shall be reviewed and approved by the Contracting Officer before any work involving these plans is performed. Submittals shall be made sufficiently in advance of the start of the affected work to allow a minimum of seven (7) days for review by the Government. Additional time will be required for revisions, rejections and resubmittals.

Shop drawings shall be submitted through the Contracting Officer’s Representative for review by the Government for the following item:

(1) Corrugated Pipe-Arch Culvert

(2) Spill Prevention, Control and Countermeasures Plan (SPCC) (107.10)

(3) Erosion Control Plan (157.04)

(4) Dewatering and Re-watering Plans (157.09)

(5) Test results (sections 208, 209, 301 add geotextile and material specs for riprap and structural fill

Shop drawings shall be submitted electronically via email or other electronic means, in such a manner that clear and legible copies can be made and each drawing and calculation sheet shall include the project name, number and other identification shown on the contract plans.

104.04 Coordination of Contract Documents. Delete in its entirety.

Section 105. – CONTROL OF MATERIAL

105.02 Material Sources. Delete (a) Government-provided sources in its entirety.

105.03 Material Source Management. Delete in its entirety.

Section 106. – ACCEPTANCE OF WORK

106.07 Partial and Final Acceptance.

(a) Partial Acceptance. Delete the first paragraph. Replace roadway with trail.

Section 107. – LEGAL RELATIONS AND RESPONSIBILITY TO THE

PUBLIC

107.01 Laws to be Observed. Delete in its entirety and add the following.

The Contractor shall, without additional expense to the Government, obtain all special permits and licenses and give all notices required for the performance and completion of the work. Please note that prior experience with the permitting entity, Fairfax County, has decline to issue permits for work occurring within federal lands. As such, permits from the local building department may not be required for this project; however, the project shall still be completed to code - International Building Codes. Obtain all required permits as required by Fairfax County.

Fairfax County Department of Environmental Policy requires a permit for work within streams and wetlands. The contractor must obtain these permits prior to conducting any ground disturbing activities in the project area.

107.02 Protection and Restoration of Property and Landscape. Delete the text and replace with the following:

Follow the requirements of FAR Clause 52.236-9 Protection of Existing Vegetation, Structures, Equipment, and Improvements. FAR Clause 52.236-9 is supplemented as follows:

Preserve public and private property and protect land monuments and property markers. When necessary to destroy a monument, use a licensed land surveyor to reference and reestablish the monument according to State requirements.

Do not disturb the area beyond the construction limits. The Contractor shall coordinate parking of Contractor’s vehicles and temporary storage of equipment and materials with the Contracting Officer. Security for the Contractor’s equipment and materials shall be the sole responsibility of the Contractor.

107.04 Railroad Protection. Delete in its entirety.

107.05 Responsibility for Damage Claims. Delete in its entirety.

107.06 Contractor’s Responsibility for Work. Delete in its entirety.

107.08 Sanitation, Health, and Safety. Delete in its entirety.

107.09 Legal Relationship of the Parties. Delete in its entirety.

107.10 Environmental Protection. Delete in its entirety and replace with the following:

In performance of the contract, the contractor shall not operate any equipment that is leaking or that is lacking spark arrestors that meet the requirements of State of Virginia Regulations and that may be in place that may regulate the contractor’s operations in order to protect the environment.

All work may be subject to the review and approval of EPA and/or the appropriate State/ County regulatory agency. Therefore, it is the responsibility of the Contractor to contact the appropriate regulatory agency(s) to determine their requirements for the project. The Contractor shall be responsible for submitting reports to regulatory agencies unless other arrangements are approved by the Contracting Officer’s Representative (COR). It is the Contractor’s responsibility to find out from the regulatory agency(s) which guidance materials are current and applicable.

(a) In- Stream Work

The Contractor shall perform all in-stream portions of work during the V DWR In-Stream Work Period after July 15th, 2023.

(b) Spill Prevention

The Contractor shall have a Spill Prevention, Control and Countermeasures Plan (SPCC) in place before performing any operation on lands managed by the BLM. In the event of a release as defined by VDEQ, contractor shall immediately implement the SPCC Plan and shall immediately notify the government (typically the COR or PI). The Contractor may be responsible for any or all costs associated with this level of effort.

The Contractor’s SPCC Plan shall be developd as defined under 40 CFR, Part 112. The SPCC Plan shall be reviewed and approved by the Contracting Officer. The SPCC Plan shall contain the following information:

1. Response Priorities

2. Contractor Representative in Charge

3. Duties of Contractor Personnel

4. Contractor Emergency Response Procedures

5. Contents of Spill Containment Kit (SCK)

6. Spill Response Diagram

The Contractor shall have a Spill Containment Kit (SCK), as described in the SPCC, on-site during any operation and provide training to employees on how components of the SCK are used. The SCK must be designed for use with petroleum products, and must contain, as a minimum, the following items:

1. Two Bales (4 Booms/Ba”e, of 8" dia. X 10’ length Oil-only Absorbent Booms)

2. Two Bales (100 Pads/Bale, of Oil-only Absorbent Pads, minim”m o” 17"”19"x1/4")

3. One Oil-only Absorbent Sweep (minim”m of 18" di’. X 100' length)

4. One Floating On-Water Containment Boom (minimum 18” width x 100’ length) (only required for in-stream or riparian work within 50 feet or less of a waterway.)

5. Gloves (PVC and Latex), Goggles, and Garbage Bags sufficient to contain soiled absorbents.

The Contractor shall implement the Emergency Response Actions described in the SPCC plan. Those actions include, but are not limited to, immediate action to protect employee health and safety, immediate action to stop the flow of product from the equipment, removal of equipment from the waterway if required and/or possible, deployment of the absorbent booms and pads downstream from the equipment, and any other immediate action as specified by Federal and/or State On-Scene Coordinators or his/her representative. The Contractor shall be responsible for cleanup/removal and proper disposal of contaminated materials from the site.

(c) Endangered Species

The Government may direct the Contractor to discontinue all operations in the event that:

a) Threatened, or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, may be affected by the operation, and a determination is made that consultation or re-initiation of consultation is required concerning the species prior to continuing operation, or;

b) Federal candidate (Categories 1 and 2), sensitive or State listed species protected under

BLM Manual 6840 - Special Status Species Management, have been discovered, and a determination is made that continued operations would affect the species or its habitat, or;

c) Other active raptor or owl nests have been discovered, and a determination is made that continued operations under this contract would adversely affect the present use of the discovered nesting area by the raptor or owl.

(d) Dirt, Plant, and Foreign Material - Prior to mobilization to the work site, wash the sides, tops, and undercarriages of all construction equipment to prevent introduction of noxious weeds and non-native plant species into the work site. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment. Only equipment inspected by the BLM will be allowed to operate within the project area. All subsequent move-ins of equipment to the project area will be treated in the same manner as the initial move-in.

This requirement does not apply to cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas off BLM administered lands. All mechanized equipment shall be steam-cleaned before being used below ordinary high water until all visible external oil, grease, mud, and other visible contaminants are removed.

107.11 Protection of Forests, Parks, and Public Lands. Delete in its entirety.

Section 108. -- PROSECUTION AND PROGRESS

Delete this section in its entirety.

Section 109. -- MEASUREMENT AND PAYMENT

109.02 Measurement Terms and Definitions. Delete in its entirety and substitute the following:

Payment for contract line items will be made in accordance with FAR 52.232-5 and supplemental instructions as outlined in the SF1442 continuation document.

109.05 Scope of Payment. Delete in its entirety.

109.06 Pricing of Adjustments. Delete in its entirety.

109.07 Eliminated Work. Delete in its entirety.

109.08 Progress Payments. Delete in its entirety.

109.09 Final Payment. Delete in its entirety.

DIVISION 150 PROJECT REQUIREMENTS

Section 152. — CONSTRUCTION SURVEY AND STAKING

152.05 Survey and Staking Requirements. Delete items (a) to (k) and substitute the following:

Perform all survey, staking, recording of data, and calculations as necessary to construct the project from the initial layout to final completion.

(a) Control Points. Relocate initial horizontal and vertical control points in conflict with construction to areas that will not be disturbed by construction operations. Furnish the coordinates and elevations for the relocated points before the initial points are disturbed.

(b) Slope Stakes and References. Establish reference markers to assure cut and fill slopes are constructed properly.

(c) Centerline Re-establishment. Re-establish trail and waterway centerline from instrument control points.

(d) Culverts. Set adequate horizontal and vertical control and reference points for all components.

(e) Clearing Limits. Clearing limits shall be staked five (5) feet beyond the catch points of all earthwork area.

Section 154. — CONTRACTOR SAMPLING AND TESTING

154.02 Sampling. Delete in its entirety.

154.03 Testing. Delete in its entirety and replace with the following:

Perform tests as identified in the tables at the end of each section and as identified in Division 700 Materials.

Section 156. – PUBLIC TRAFFIC

156.04 Accommodating Traffic During Work. Delete in its entirety and replace with the following:

During construction activities, the equestrian and pedestrian trail crossing over the culvert will be closed to the public. The contractor shall be responsible for maintaining any fence lines and restricting access to the work area during construction activities. All work must occur with BLM staff onsite during regular business hours (Monday-Friday 7:30am – 4:00pm).

Contractor shall post signs at an appropriate perimeter to the work site informing the public of restricted access and public safety concerns.

156.08 Nighttime Operations. Delete in its entirety.

Section 157. – SOIL EROSION CONTROL

157.04 Controls and Limitations on Work. Supplement this section with the following:

The Contractor shall submit an Erosion Control Plan for approval. The Erosion Control Plan shall completely detail how the contractor will control sediment and protect downstream water quality. The plan shall incorporate requirements detailed in the Plan Sheets. The plan shall be submitted no less than 7 days before any work that disturbs the site.

157.09 Diversions. Delete in its entirety and substitute the following:

The Contractor shall implement the Dewatering Plan and the Re-Watering Plan as detailed in the Plans.

DIVISION 200 EARTHWORK

Section 201. – CLEARING AND GRUBBING

201.01 Description

Replace with the following:

This work consists of clearing and grubbing within clearing limits as shown in the plan or as determined under Section 152.

201.04 Clearing.

Supplement with the following:

(f) Trim branches of remaining trees or shrubs to give a clear height of 14 feet above the roadbed unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.

(g) Trees shall be removed with stumps intact, as much as possible and shall be placed along the existing stream at locations designated by the COR, outside of the stream channel.

(h) Woody debris to be scattered onsite as designated by the COR.

201.06 Disposal

Replace with the following:

(a) Top Soil to be set aside and used as cover material for disturbed areas within the clearing limits.

(b) Trees shall be removed with stumps intact and placed on final slopes.

(c) Woody debris to be scattered onsite in an area designated by the COR.

(d) Excess material to be incorporated into designated disposal areas, fill slopes and riprap cover.

Section 203. – REMOVAL OF STRUCTURES AND OBSTRUCTIONS

203.01 Description. Delete in its entirety and substitute the following:

This work consists of the removal and disposal of the existing concrete culvert.

203.05 Disposing of Material.

(a) Remove from project. Add the following: Removed structures shall become the property of the Contractor and shall be removed from the project site.

(b) Burn. Delete in its entirety.

(c) Bury. Delete in its entirety.

Section 208. – STRUCTURE EXCAVATION AND BACKFILL FOR

SELECT MAJOR STRUCTURES.

208.01 Replace with the following:

This work shall consist of excavating material, reserving the most suitable material for embankment construction, embankment construction, reshaping the existing streambed materials, placing conserved topsoil. This includes hauling, stockpiling, placing, sloping, shaping, compacting, and finishing earthen and rocky materials. The work shall also include disposing of any waste material at the disposal site shown in the plans.

208.03 General. Delete the 4th and 5th paragraphs and add the following:

Contractor shall reserve organic soils with woody debris to be utilized as cover material for disturbed areas within the clearing limits.

The Contractor shall place reserved topsoil on the top 4-feet of slope, including over any riprap.

The thickness of topsoil over the riprap shall be at least one foot.

DIVISION 250 SLOPE REINFORCEMENT AND RETAINING

WALLS

Section 251. — Riprap

251.01

Supplement the first paragraph with the following:

This section also includes Stream Boulders and Streambed Materials.

Replace the second paragraph with the following:

A) Riprap Classes are designated in the following table:

B) Streambed Materials Streambed mix for culvert shall be a mixture of coarse river rock and finer silt/sand materials.

1. Coarse material shall be clean, uncrushed river rock from a commercial supplier meeting the following gradation:

2. Fine material shall be clean durable sand and river gravel. The material shall be free from overburden, spoil, shale and organic material.

When placing the streambed mix, the Contractor shall reserve 1/3 of the fine materials for placement in the channel when reintroducing the diversion, in order to fill voids and seal water from flowing subsurface.

DIVISION 300 AGGREGATE COURSES

Section 301. – UNTREATED AGGREGATE COURSES

301.01 Supplement with the following:

This work consists of constructing courses of aggregate.

301.02 Supplement with the following:

Aggregates shall be dense graded, from a commercially available source that is a supplier for forest road construction.

301.04 Mixing and Spreading. Delete in its entirety and substitute the following:

(a) Preparation: The Contractor shall prepare the subgrade for aggregate subbase placement by blading out any surface irregularities before the aggregate subbase and surface courses are placed. The subgrade shall be roller compacted until visible displacement ceases.

(b) Placement: Place compacted depth of aggregate subbase course in lifts of four (4) inches each and the surface course in four (4) inch lifts. See 301.05 for compaction requirements.

(c) Grading: The aggregate shall be graded uniformly over the entire width of the surface to the required thickness as shown in the plans.

301.08 Acceptance. Delete the first sentence.

301.08(a) Aggregate gradation. Delete in its entirety.

DIVISION 600 - INCIDENTAL CONSTRUCTION

Section 602. – CULVERTS AND DRAINS

602.02 Add the following:

Metallic- coated corrugated steel pipe 707.02

602.03 General. Supplement with the following:

Furnish a 10 gauge, aluminized corrugated steel pipe-arch as shown in the plans.

Section 609. – CURB AND GUTTERS

609.01 Delete in its entirety and substitute the following:

This work consists of installing treat timber curbs.

609.02 Add the following:

Treated Structural Timber and Lumber 716.03

609.03 Delete in its entirety and add the following:

Set treated 4x4 timber curbs along trail edges and anchor to ground every 10-feet per board using #4 reinforcing steel bars (rebar). Rebar shall be embedded a minimum of 1-foot into the ground.

If field drilling treated timber curbs, all drilling shall occur over a containment tarp so that shavings can be collected and disposed of off-site. All field drilled holes shall be field treated with two coats of copper naphthenate. All field treating of cuts and holes in timber curbs shall occur over a containment tarp in such a manner that no copper naphthenate is allowed to run off the containment tarp and enter the ground. Allow copper naphthenate to dry before applying second coat and before installing into place.
