Off-Range Corral Solicitation FAQs Updated 6/17/19
1. Where do I locate the ORP solicitation?
· Go to www.fedconnect.net
· Click on Search Public Opportunities
· Under Search Criteria, select Reference Number and put in the solicitation number 140L0119RXXXX (actual number will be provided when the solicitation posts later in June, 2019.)
· Click Search and the solicitation information will appear. The solicitation form describes what to submit and where to send it.
For specific questions about the contract process, contact Kemi Ismael, 202-912-7098, kismael@blm.gov ; Tiphenie Trayham, 202-912-2086, twisetraynham@blm.gov ; or Lamont Sawyers, 202-912-7028, lsawyers@blm.gov. They can assist with general questions or coordinate a meeting for you with a BLM small business specialist.
2. So, I’ve found the solicitation. Now what do I do?
Applicants who have never conducted business with the government must first obtain a Duns and Bradstreet number at www.dnb.com before registering at www.sam.gov/ to qualify for bidding on government contracts. There is no fee involved for either step. Both steps must be completed, and your proposal submitted, before your application is considered complete.
3. Can someone assist me in applying to the soliciation?
Yes! You can get assistance by locating a Procurement Technical Assistance Center (PTAC) in your state by calling (615)268-6644 or visiting http://www.aptac-us.org/
The PTAC’s are federally funded and represent a nationwide network of dedicated procurement professionals that can guide you through the steps of submitting proposals for government contracts – most are free to little charge.
The BLM does not endorse any company, but the following private company has provided us with permission to release their name: 1. Fed Biz Solutions, Inc., Attn: Dale Wells, 970-660-7100 dwells@fedbiz-si.com;
4. What does the BLM pay a contractor to hold horses on an ORP?
The applicant must submit a business plan that supports the dollar amount needed per head/day to conduct business with the government. The bid should include the percentage of profit the contractor is seeking. The BLM cannot provide a suggested rate.
5. Will the BLM visit my property before making a decision?
Yes. If a proposal meets the BLM’s needs, several BLM technical experts will complete an on-site visit before making a final recommendation to award a contract. Additionally, throughout the contract’s period of performance, a BLM contract specialist will be the contractor’s immediate point of contact and will closely monitor the contractor’s performance for compliance.
6. How can I learn about future ORP solicitations?
The BLM posts all solicitations on www.fbo.gov and www.fedconnect.net . Once a solicitation is posted, a press release/announcement is posted at www.blm.gov/whb and through media outlets. Advertising is procured based on budget availability.
In addition, you may contact a Procurement Technical Assistance Center (PTAC) in your state to assist you with future notifications from any government agency. You can reach them by calling (615)268-6644 or visiting http://www.aptac-us.org/ image1.jpeg
