About this file
This is an Intent to Award Notice for a single-source contract from the U.S. Geological Survey (USGS).
The USGS intends to award contract 140GG027Q0019 to Biomark, LLC for the purchase of PIT telemetry equipment to support the Euclid Creek fish passage evaluation. The required equipment includes two Litz cord antenna setups (Biomark quote SQ35126), IS1001 Master Controller-based equipment (quote SQ35142), one IS1001 MUX setup (quote SQ35125), IS1001 controllers and nodes, HDPE and Litz cord antennas, CANbus and exciter cabling, solar/battery power systems, mounting and anchor hardware, remote communication equipment, and access to Biomark data-management tools. The contract period of performance is November 6, 2026 through December 6, 2026.
The USGS justifies the single-source award under FAR 13.1 (Other Than Full and Open Competition) based on the requirement for compatibility with existing USGS-CERC infrastructure. The agency determined that Biomark equipment is necessary to maintain interoperability with existing IS1001 Master Controllers, nodes, antennas, power systems, and BioLogic data-management services. Alternative manufacturers' systems lack direct compatibility and would require duplicative equipment, spare parts, software workflows, and staff training, thereby increasing costs and risking project delays. Vendors believing they can provide similar compatible products are invited to contact Contract Specialist Patrick Anderson at patrick_anderson@usgs.gov no later than 9:00 AM Eastern on Friday, November 6, 2026.

Intent to Award Notice – 140GG027Q0019
The US Geological Survey (USGS) has a requirement to purchase Biomark PIT telemetry equipment, including Litz cord antenna setups, IS1001 Master Controller equipment, IS1001 MUX equipment, HDPE antennas, IS1001 nodes, power systems, remote communications equipment, and associated accessories required to support the Euclid Creek fish passage evaluation.
The required equipment includes two Litz cord antenna setups based on Biomark quote SQ35126, IS1001 Master Controller-based equipment based on quote SQ35142 with a final revised antenna and controller configuration, and one IS1001 MUX setup based on quote SQ35125. The system will include IS1001 controllers and nodes, HDPE and Litz cord antennas, CANbus and exciter cabling, solar/battery power systems, mounting and anchor hardware, remote communication equipment, and access to Biomark data-management tools.
The total anticipated period of performance will be 11/06/2026 - 12/06/2026.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Biomark, LLC unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@usgs.gov no later than 09:00 AM Eastern, Friday, November 6, 2026, with an affirmative answer.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
Biomark equipment is required to maintain compatibility with USGS-CERC’s existing IS1001 Master Controllers, nodes, antennas, power and communications systems, and BioLogic data-management services. The requested equipment will extend the existing infrastructure and support component interchangeability, field repairs, remote data access, and continuous monitoring during the Euclid Creek fishway construction project. Alternative manufacturers’ systems are not directly compatible and would require duplicative equipment, spare parts, software workflows, and staff training, increasing costs and risking delays to critical baseline and post-construction monitoring. Biomark also provides the technical support needed to configure the mixed antenna array for concrete culverts and natural stream channels.
Based on market research and the Government’s requirement for compatibility with its existing Biomark infrastructure, Biomark brand-name equipment is necessary to meet the project’s minimum technical requirements without significant duplication, modification, or disruption to ongoing monitoring activities.
