About this file
This is Standard Form 30 Amendment No. 001 to Solicitation 140GG027Q0006, issued by USGS Programs in Sacramento on October 15, 2026, with an effective date of October 15, 2026. The solicitation is not extended. The amendment provides responses to questions from prospective offerors to ensure equal access to information for all bidders.
The solicitation requires veterinary services for specialized diving duck transmitter implantation surgery, estimated at 20 workdays annually from October 26, 2026 to October 25, 2027. Key clarifications include: the current solicitation is a separate procurement for additional veterinarian services and is not a replacement for previously identified award 140G0326P0255; veterinarians with avian or small animal surgery experience will be considered if trained by USGS or USGS-contracted staff with diving duck experience; the estimated 20 workdays include all scheduled onsite days regardless of surgical activity, and payment will be made as a firm-fixed-price contract at a fixed daily rate for each scheduled day the veterinarian reports to the surgery site; offerors may rely on proposed veterinary subcontractors' qualifications and past performance for evaluation if the subcontractor performs major or critical aspects of the requirement; invoicing will be permitted periodically with funding available upon award.

The purpose of this amendment is to provide responses to questions received from prospective offerors. Although the solicitation did not include a formal Question¿and¿Answer period, the Government is issuing this amendment to ensure equal access to information for all offerors.
Question: Previous Award: We identified a potentially related award, 140G0326P0255. Could you confirm whether the current solicitation represents a replacement, additional requirement, or separate procurement?
Answer: The previously identified award includes services that are similar to the solicitation. This solicitation is not a replacement for that award. Additional veterinarian services were identified as required and this separate procurement was initiated to satisfy that requirement.
Question:
Veterinary Qualifications: Will veterinarians with documented avian surgical experience be considered if they receive the specialized transmitter implantation training described in the SOW, or is prior diving-duck implantation experience required?
Answer:
Yes, veterinarians with avian or other small animal surgery experience will absolutely be considered and they would be required to be trained by a staff member either from USGS or contracted with USGS who has prior experience with diving ducks.
Question:
Workload and Pricing: Does the estimated 20 workdays annually include scheduled on-call days when no birds are captured? Should offerors price all scheduled days regardless of surgical activity?
Answer:
The estimated 20 workdays annually include all scheduled onsite days, this requirement will be

awarded as a firm-fixed-price contract.
Offerors should propose a fixed daily rate and payment will be made each scheduled day the veterinarian reports to the surgery site, regardless of whether birds are captured or surgeries are performed.
Question: Subcontractor Qualifications: May an offeror rely on a proposed veterinary subcontractor¿s technical qualifications, experience, and past-performance references for evaluation purposes?
Answer: Yes. If the proposed subcontractor will perform major or critical aspects of the requirement, the offeror may rely on the subcontractor¿s technical qualifications, experience, and past¿performance information for evaluation purposes. The evaluation will consider the relevance of the subcontractor¿s role and the extent to which their expertise supports successful performance under the solicitation.
Question:
Invoicing and Funding: Will invoicing be permitted periodically throughout performance, and is there an anticipated timeline for funding availability?
Answer:
Invoicing will be allowed periodically, if award is made then funding will be available at that time.
