About this file

This document is a set of Additional Information and Answers to Inquiries related to a Request for Quote (RFQ) for USGS telecommunications tower inspections in Hawaii County, Hawaii.

The key details are:

  • The USGS requires inspections of two (2) telecommunications towers located in Hawaii County, Hawaii to assess their condition and compliance with ANSI/TIA 222-G standards.
  • The contractor will be responsible for all labor, equipment, materials, and services to perform the tower inspections, which must be completed within 30 days of contract award. The final report is due within 60 days of award.
  • The contractor must coordinate site access and scheduling with the USGS Point of Contact. The USGS will provide transportation if a site cannot be accessed by a high clearance 4x4 vehicle.
  • The contractor's quote will be evaluated on a lowest price technically acceptable basis, with preference given to small businesses.
  • Additional information is provided on tower specifications, testing requirements, deliverables, and special considerations such as invasive pest inspections and safety requirements.

Additional Information and answers to Inquiries:

· Map the foundations/Test soils?

No. as long as pass safety, then map and analyze only the towers. See 2 HVO Soils Investigation Report, 5 HVO Foundation Build, and 7 HVO Concrete Lab Test Report from original build

· Manufacturer’s design, drawings See UWE Bluff Design – 4. HVO 7x40 Tower Design We do not have any manufacturer’s design drawings for South Point. Part of the task in the contract is to determine the make and model of the tower if possible. Mapping all of the steel and everything on the tower may be necessary to fulfill the deliverables.

· Invasive Pest Inspections The National Park Service (NPS) mandates an inspection for invasive pests to be able to enter the National Park. There is no cost to the Contractor associated with the scheduling of invasive pest inspection or the inspection itself. The USGS POC will coordinate with the Contractor, and in turn the USGS POC will schedule the inspection with the NPS. The invasive pest inspection typically takes 15-30 minutes outside the NPS boundary to ensure no invasive pests are found on the vehicle and/or any equipment. If any invasive pest are found, it is the Contractors’ responsibility to remedy (ie take back vehicle to rental car agency, spray baking soda solution).

· Photos See Photos of UWE Bluff Tower: 1 Site Walk Pics, 2 Core Sample Pics, 5 HVO Foundation Build, 6 HVO Ground Build & Meter Read, 8 HVO Tower Build, and 9 Tower Completion We do not have photos of South Point Tower

· Type of tower SST [Self-supporting towers]

· Section 5.4 Digital Radiography As noted in the SOW, the vendor who conducts the inspection may need to utilize Digital Radiography to detect corrosion hidden by the tower coatings. Existing tower coatings cannot be removed to conduct an inspection.

· Requirement is to Inspect (1) tower at each of the locations at UWE Bluff and South Point

· Qualifications We do not require a Structural Engineer that is specifically licensed in Hawaii, as long as the Structural Engineer is actively licensed and can stamp the inspection.

· Guy wires?

Tower is self supporting—no guy wires.

· Height of tower UWE Bluff tower is about 45 feet; South Point tower is estimated at 35 feet.

· Climbable Tower Yes, both towers are climbed and both towers have a fixed fall protection cable.
