Amendment No. 0001 – Questions & Answers Solicitation No.: 140G0326Q0023

QUESTIONS AND ANSWERS

1. Question 1: What is the price range?

Government Response:

For planning and informational purposes only, the Government anticipates a quote range of $35,000.00 to $50,000.00. This range is provided for reference only and does not constitute a commitment, establish a minimum or maximum award amount, or limit offerors from proposing pricing they determine appropriate to meet the solicitation requirements.

2. Question 2: What are the sunshades on the south elevation of the building?

Government Response:

No sunshades are identified or included in the Scope of Work (SOW). No work related to sunshades is required under this solicitation.

3. Question 3: Will all steel substrates within the scope require pressure washing?

Government Response:

Offerors shall perform surface preparation in accordance with the SOW. Refer to Section 4.2, Surface Preparation, and Section 4.2.1, Cleaning, which require pressure washing and/or scrubbing as necessary to remove contaminants prior to painting.

4. Question 4: Are we allowed to have a boom lift on site to perform the SOW?

Government Response:

Yes. The use of a boom lift is permitted, provided it is used in accordance with applicable safety requirements and site conditions.

FAR 52.228-13 – ALTERNATIVE PAYMENT PROTECTIONS (JUL 2000)

(a) The Contractor shall submit one of the following payment protections:

1. A payment bond.

2. An irrevocable letter of credit.

(b) The amount of the payment protection shall be 100 percent of the contract price.

(c) The submission of the payment protection is required within 10 days of contract award.

(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.

(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.

(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.
